PRESENTATIONS
Mayor Fernekes presented a Certificate of Recognition to Pastor Cantley in honor of his 75th
birthday.
. Day in the Park, September 23, 2006 - Committee members Judy Bush, Jim Metz and Liza
Normandy presented an overview of the activities to take place at this year's event.
. Proclamation: Constitution Week, 2006 (September 17-23, 2006) - Mayor Fernekes read
the proclamation and asked that it be forwarded to Constitution Week Chairwoman
Francisca Larios Hansen.
. Proclamation: One Book One Community, San Mateo County Reads Month (October,
2006) - Mayor Fernekes read and presented the proclamation to Lando Baldocchi, Library
Board of Trustees Member.
. Live Online Homework Help offered through the Library - Ana Linder, Literacy Program
Manager, Ann Mahon, Children's Services Manager, and Julie Peterson, representing
Tutor.com, presented a step-by-step demonstration ofthe on-line tutorial program.
AGENDA REVIEW
Mayor Fernekes announced the meeting would be adjourned in memory of residents Mr. Paul
Wendler, Mrs. Shirley Nichols, Mrs. Antonia Gonzalez and Mr. Dennis Cohen.
PUBLIC COMMENTS
Mrs. Prudencia Nelson and Ms. Judy Bush, Parks & Recreation Commissioners and Concert in
the Park committee members, invited the public to the Sunday, October 8, 2006 event at Orange
Memorial Park featuring the California Cowboys. (Information distributed to Council.)
Mr. Alvaro Bettucchi, representing the Italian American Citizens Club, invited the public to the
21 st annual raffa bocce tournament at Orange Memorial Park on Saturday, September 14, 2006.
He also announced that free bocce lessons are being offered on Wednesday mornings at Orange
Memorial Park bocce courts.
Mr. Michael Skipakevich, resident, announced his campaign for State Senator, 8th District, and
spoke with concern related to drug dealings he observed at Winston Manor Shopping Center
and that the "no right turn on red" sign at EI Camino Real and Hickey Boulevard is not being
enforced. Mayor Fernekes requested Chief Raffaelli, who was present in the audience., to speak
with Mr. Skipakevich about his two concerns.
Mrs. Rosa Perez, representing South San Francisco Unidos, invited the public to attend the 20th
annual Las Fiestas Patrias celebration ofthe 196th anniversary of Mexico's independence on
September 15 at South San Francisco High School.
ITEMS FROM COUNCIL
· Announcements
. Committee Reports
Councilmembers reported on attendance at community events and regional meetings,
announced upcoming events and fundraisers, and acknowledged members of the community
for their contributions.
Councilman Addiego thanked the Parks Division for offering community service to an
individual, and suggested other departments look into offering programs for individuals who
require community service. He deferred his report on a recent Harbor District subcommittee
meeting to Councilman Gonzalez and reported on a downtown merchants subcommittee
(Fernekes/Addiego) meeting to resolve parking and other issues in the downtown area. He
asked that he be recused from serving on the St. Vincent de Paul (SVDP) subcommittee
(Fernekes/Addiego) due to a conflict as an employee of the San Francisco Archdiocese. He
suggested Councilwoman Matsumoto replace him on the SVDP subcommittee and that he
would talk further with City Attorney Mattas regarding the conflict.
Councilman Gonzalez reported on the two recent Harbor District subcommittee
(GonzalezlAddiego) meetings with representatives of the District and the Water Transit
Authority (WT A) to discuss the proposed Oyster Point ferry service. He stated that the District
is claiming a potential loss of revenues ifberths are eliminated and it has been suggested that
the Oyster Point Cove (U. S. Steel ship launching area) be considered as an alternative.
Councilmembers discussed the pros and cons ofthe alternative site and the necessity D)r further
information. City Manager Nagel asked Council if there was a willingness to consider the
alternative site and the WT A undertaking an amendment to the EIR. He stated that information
will be brought back to Council by Mr. Steve Castleberry, WT A Chief Executive Officer.
Council reached a consensus that it be brought back to Council for discussion.
Councilwoman Matsumoto voiced concern regarding the County's lack of urgency to resolve
the problem along Westborough Boulevard by installing a median barrier. Vice Mayor

Garbarino suggested a group of concerned citizens attend a County supervisors meeting to
express their concerns. Councilwoman Matsumoto also expressed concern that an outreach is
needed to inform qualified persons of the city's workforce housing developments. She further
stated a meeting of the public places group met and is currently identifying sites to improve.
Mayor Fernekes reported on a downtown merchants meeting (Fernekes/Addiego), stating that
recommendations being discussed will be presented to Council shortly. He further reported on
the SVDP subcommittee (Fernekes/Addiego) meeting to resolve some issues, on the proposed
Centennial Way trail sign logos (examples displayed, created by Callander Associates), and that
the Day in the Park subcommittee (Fernekes/Matsumoto) have finalized plans for the September
23 event.
Vice Mayor Garbarino reported on a meeting with residents of Crown Circle regarding the
aircraft noise insulation program, that a final plan for the senior mobility program has been
received and once reviewed he will be reporting back to Council with information.
Mayor Fernekes requested staff follow-up with the San Mateo County Board ofSupef'..'isors and
County Manager's office regarding the median barrier along Westborough Boulevard.

CONSENT CALENDAR
1. Motion to approve the minutes of August 9 and 16, 2006
2. Motion to confirm expense claims of September 13, 2006 in the amount of $5,311 ,298
3. Resolution No. 67-2006, approving Public Safety Managers compensation plan
extension
4. Resolution ofIntention No. 68-2006, to vacate the public easement at 211 Arroyo Drive
and set a public hearing date of October 25, 2006 to consider the abandonment request
5. Resolution No. 69-2006, approving and authorizing recordation of Park Station
Condominium final subdivision map, DCC&Rs and related documents
6. Resolution No. 70-2006, authorizing the acceptance of funds from the Department of
Conservation, Division of Recycling, to Promote Litter Prevention Through Community
Outreach in the amount of $16,546
7. Resolution No. 71-2006, amending the list of designated positions subject to the Conflict
of Interest Code
8. Resolution No. 72-2006, authorizing the acceptance of a donation from the Friends of
Parks and Recreation, via Kaiser Permanente, to continue the FRESH Program in the
amount of $30,000

Motion-Addiego/Second-Addiego: To approve the Consent Calendar as presented.
Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
10. Resolution awarding contract to Lister Construction, Inc. for the recreation center site
work in the amount of $688,900
Staff report presented by Recreation and Community Services Director Ranals.
Councilman Addiego stated he was not in support of the design and would not vote in
favor of it as it was not right for South San Francisco.
Motion-Garbarino/Second-Matsumoto: To approve Resolution No. 73-2006, awarding
the construction contract, bid group A - Site work package, base bid only to Lister
Construction Inc. in the amount of $688,900 for the Orange Memorial Park Recreation
Building Project No. PB-05-1, Bid No. 2448. Approved by the following roll call vote:
AYES: Councilmembers Gonzalez and Matsumoto, Vice Mayor Garbarino and Mayor
Fernekes. NOES: Councilman Addiego. ABSTAIN: None. ABSENT: Non(~.
LEGISLATIVE BUSINESS
11. Resolution expressing opposition to Proposition 90 in the November 7,2006 General
Election
Staff report presented by City Attorney Mattas.
Councilwoman Matsumoto suggested wording be added to the last whereas in the
resolution as follows: "...the City already has established stringent policies to prevent
abuse and ensure appropriate use of eminent domain power." Councilmembers
concurred.
Motion-Garbarino/Second-Addiego: To approve Resolution No. 74-2006, of the City
Council of South San Francisco expressing opposition to Proposition 90 in the
November 7, 2006 General Election, including revised wording as stated above:.
Unanimously approved by voice vote.
COUNCIL COMMUNITY FORUM
Mayor Fernekes appointed Councilwoman Matsumoto to the SVDP subcommittee, replacing
Councilman Addiego.
