HomeMy WebLinkAbout03-09-21 Traffic Safety Commission Final Minutes CALL TO ORDER The meeting was called to order at 5:29 p.m. by Chairperson Yuen ROLL CALL Present: Justin Yuen, Chairperson Evelyn Fung, Vice Chairperson Dana Abarca, Commissioner Jolene Malfatti, Commissioner Hermes Monzon, Commissioner Absent: None City Staff: Christopher Espiritu, Secretary to the Traffic Safety Commission Jennifer Rosas, Clerk to the Traffic Safety Commission AGENDA REVIEW NO CHANGES PUBLIC COMMENT NONE APPROVAL OF MEETING MINUTES: Joint Special Meeting Minutes of the Parking Place Commission and Traffic Safety Commission February 9, 2021 Motion – Commissioner Monzon / Second – Commissioner Abarca – to approve the minutes as submitted. Approved by voice vote (5-0-0). ITEMS FROM STAFF 1. San Mateo Express Lanes – Update (Info) - Jessica Epstein, Matt Click, and Sophia Forde with the San Mateo County Transit District presented on behalf of the SMC Express Lanes JPA regarding the San Mateo 101 Express Lanes Project. She gave an overall update on the project, the construction, the management structure, toll policy, and the Equity Study. - Commissioner Monzon asked about the tech buses and variation of hours for using the carpool lane. Staff explained that the hours and regulation for tech buses have not been set yet but they welcome feedback about preferences. - Commissioner Monzon asked what are the primary goals of the project. People can pay for lane use as needed. The toll lane uses dynamic pricing. Exact pricing has not been set yet. - Vice Chair Fung asked about the Equity Study and plan alternatives. Are these programs one-time or annual? Staff explained that they are still evaluating the different alternatives and seeking feedback for the pilot program. The transponder program is planned as a one-time and the clipper program is planned annual. - Vice Chair Fung noted about data regarding single drivers travelling out of the city, with Covid-19 concerns people may be less likely to carpool. Staff noted they had considered adapting the program for that concern but are not opening until Fall 2021 and this is a long-term investment. They will adjust as needed based on that. - Vice Chair Fung asked about community bus systems access to the express lane. Staff noted that SamTrans can use the lane. Multi-passenger vehicles should use the lane but they are still analyzing policies regarding corporate busses using the lanes and other factors. - Commissioner Abarca asked about first/last-mile connections. Staff said they will be back at a future date soon with the Reimagine SamTrans project that looks at this system and the first/last mile connections. - Commissioner Abarca asked about the Equity Program, one that offers $50 per year for free transit, and stated that does not seem like enough funds. Staff commented that they are aware and are still weighing options. - Commissioner Monzon asked about the Equity Study and how the “underserved communities” were determined. Staff noted that they typically use income thresholds but it depends on which alternatives would be selected, some would be “place based” improvements based on geographic zones. - Commissioner Monzon stated that there should be representation of the community at the table for discussions of the Equity Program. Staff is working on an ongoing engagement plan. - Chairperson Yuen asked about the Equity Study option 3 for bike and pedestrian improvements. Would those need to be tied to transit facilities in the corridor or can they be general projects? Staff noted that they will figure out those details in the implementation plan but are seeking that feedback now for consideration. The alternative is not yet fully formed but will consider that suggestion. - Chairperson Yuen also noted the bike and pedestrian projects can take longer to implement so the other equity options would be quicker in the short term. Staff stated that ideally there will be some hybrid to address long term and short-term needs. - Chairperson Yuen asked for clarification on the timeline of the project. Staff stated that the southern phase is scheduled to open by end of 2021 and the northern section scheduled to open by November of 2022. ITEMS FROM COMMISSION Commissioner Monzon commented that Oyster Point Blvd near Kilroy has had changes to the road and the signs were blown down by the wind creating a lot of traffic in that area. Staff said they will notify Public Works to look into the issue. Commissioner Fung requested that the notice for the upcoming Public Community Meeting for the San Mateo Express Lane be posted to the City’s social media pages to promote attendance.
