HomeMy WebLinkAbout04-13-21 Traffic Safety Commission Final Minutes CALL TO ORDER The meeting was called to order at 5:26 p.m. by Chairperson Yuen ROLL CALL Present: Justin Yuen, Chairperson Evelyn Fung, Vice Chairperson Dana Abarca, Commissioner Jolene Malfatti, Commissioner Hermes Monzon, Commissioner Absent: None City Staff: Christopher Espiritu, Secretary to the Traffic Safety Commission Jennifer Rosas, Clerk to the Traffic Safety Commission AGENDA REVIEW NO CHANGES PUBLIC COMMENT NONE APPROVAL OF MEETING MINUTES: Regular Meeting Minutes of the Traffic Safety Commission March 9, 2021 Motion – Commissioner Malfatti / Second – Vice Chairperson Fung – to approve the minutes as submitted. Approved by voice vote (5-0-0). ITEMS FROM STAFF 1. General Info (Christopher Espiritu, Secretary to the Traffic Safety Commission) - Christopher Espiritu, Secretary to the Commission, shared an update on general administrative items/notices. - First, an email was received by staff from a community member regarding concerns about safety at the bus stop shelter that was removed for the construction at 150-200 Airport Blvd. Staff understands the concern and is working with Public Works on this issue. Staff will also take this email to the Traffic Advisory Committee and Construction Coordination Committee to determine a resolution to the issue. Commissioners asked how long the construction would last in that area. SamTrans did give permission to remove the shelter temporarily when the project was approved for construction and staff will connect with them also in resolving the issue for a better place for a temporary shelter or other solution during the ongoing construction. A commissioner asked if there would be any permanent improvements to that bus shelter/street planned for when the for when construction finishes. Staff said they will look into the development agreement to check. - Second, to better prepare for and organize the Commission meetings, Commissioners can request to agendize items for more information, only if they are under the purview of the Commission, during the “Items from the Commission” portion of the meeting and the item will appear on the following month’s agenda to give staff time to prepare the information. Staff will also now provide the Planning development projects list each month to the Commission. ITEMS FROM COMMISSION Commissioners and staff discussed Vision Zero, which was recently presented at City Council. The item will be agendized for next month’s meeting to provide more information. Commissioner Monzon noted that through the Shape SSF process he learned about two upcoming projects, the Lindenville Project and East of 101, and he would like to be proactive in these projects about looking at bus stops and traffic safety. He looks forward to collaborations for those projects. Staff noted there will be opportunities to collaborate with the Bicycle Pedestrian Advisory Committee and the Bike/Ped Master Plan this year for review of those areas of concern. Commissioner Monzon stated that on E. Grand Ave near the new Merk building, there is a utility cover on the floor that is misaligned and sunk in. Bicyclists trying to avoid this are creating a traffic hazard when they go around into passing traffic lanes. The commissioner was unsure of how or to whom to report this to have it corrected. Staff noted there is a form that can be completed to be circulated to the Traffic Advisory Committee. Staff also noted the Engage SSF is a website available to the public for reporting these issues as well. Staff will provide more details on Engage SSF in the next meeting. Vice Chairperson Fung asked if this commission addresses all traffic concerns brought up in other meetings or if that goes to the Traffic Advisory Committee. Staff noted that it depends if it comes to the commission directly, it depends on the type of issue, and it depends on the City Council direction. Vice Chairperson Fung also noted that another goal for the Commission this year should be to increase resident participation. Chairperson Yuen agreed and wants to make sure the public is aware of the Commission, aware of how to participate, and aware of Engage SSF. Commissioner Monzon noted that at Linden Ave and California for the project phase II there is a bulb-out section and before concrete was poured there were safety cones but there was no clear alternative for a pedestrian to access the bank parking lot or to cross the street safely there.
