CALL TO ORDER The meeting was called to order at 5:48 p.m. by Vice
Chairperson Fung

Regular Meeting Minutes of the Traffic Safety Commission April 11, 2021
Motion – Commissioner Monzon / Second – Commissioner Abarca – to approve the
minutes as submitted. Approved by voice vote (4-0-1).
ITEMS FROM STAFF
1. Vision Zero in SSF Info (Christopher Espiritu, Secretary to the Traffic Safety
Commission)
- Christopher Espiritu, Secretary to the Commission, introduced Emma Shlaes,
Deputy Director of the Silicon Valley Bicycle Coalition who presented a power
point with information about Vision Zero. Vision Zero seeks to achieve zero
deaths or major injuries on our roadways for bicyclists and pedestrians by
working with cities to develop and implement policy, planning, and engineering
practices to prevent “accidents” which are referred to more appropriately as
“crashes” in Vision Zero plans. South San Francisco has adopted the Vision Zero
policy and are in the early, first stages of planning by communicating with and
organizing the stakeholder groups. Commissioner Malfatti commended the
efforts to educate local students and children on bike safety as that is an
important component.

2. Engage SSF and other City Resources Info (Christopher Espiritu, Secretary to the
Traffic Safety Commission)
- Christopher Espiritu, Secretary to the Commission, shared information about
important resources the City has for members of the public to submit requests
for maintenance in public areas. The first in Engage SSF which has a phone app.
It can also be access through the City’s website. There is also the Traffic Advisory
Committee Request Form. The Traffic Advisory Committee receives these
requests and reviews/address the issues as permitted. Commissioners raised
concerns about a particular handicap space in front of businesses that is
permanently being used by a local resident. Staff noted that this will be reviewed
by the Traffic Advisory Committee (TAC) once a Request Form is submitted. Staff
clarified that the Engage SSF is separate from the Traffic Advisory Request Form
and is accessed and submitted differently. Engage SSF if for general
maintenance and the TAC Request form is more hands on that requires multiple
departments to review. Staff will check with our Communications Director to
confirm if Engage SSF is accessible in different languages and if the
informational bulletins about it could be sent out in multiple languages.
Commissioners can submit the TAC form to City Staff to forward to the
appropriate party.
ITEMS FROM COMMISSION
Commissioner Monzon would like to have the flashing lights on Grand Ave at the
pedestrian crosswalks reviewed by the commission and the opportunity for the
commission to request the City consider to have a few of those placed on the Linden
corridor. Staff noted that this is a great request for the TAC Form.
Commissioner Monzon would like to see an update from Engineering on the Linden
Phase II project.
Vice Chairperson Fung asked when the commissions would be returning to in person
meetings since the state is “opening” June 15th. Staff noted that the City Council is
planning to return to in person meetings in August and the commissions would follow
after that at the earliest but there is still no date set.
Vice Chairperson Fung adjourned the meeting at 6:44 p.m.
