Regular Meeting Minutes of the Traffic Safety Commission May 11, 2021
Motion – Vice Chairperson Fung / Second – Commissioner Abarca – to approve the
minutes as submitted. Approved by voice vote (5-0-0).
ITEMS FROM STAFF
1. Linden Avenue Phase II Update Info (Angel Torres, Senior Engineer, Engineering
Division)
- Angel Torres, Senior Engineer, Engineering Division, displayed a power point
presentation with updates about the ongoing Linden Avenue Traffic Calming
project. The project improvements include addition of stop signs, bulbouts, ADA
curb ramps, enhanced crosswalks, bike arrows, and bus stops. Phase I work was
completed in December 2020 on Linden between Pine Avenue and Aspen
Avenue. Phase II is underway to improve intersections on Linden at Miller
Avenue, Lux Avenue, and California Avenue. Work is on track and they are
completing irrigation within the next two weeks. The pavement improvement will
begin by the end of June. A 4-way stop will also be added in Phase II to the

intersection of Linden Avenue and Lux Avenue. Extra signage will be placed to
alert people to the new stop. Staff noted that the grades on the ADA curb ramps
are still under construction and will have the slope reduced when the final milling
and paving is completed in the next few weeks. Commissioner Monzon noted
that there is a street name sign missing at the corner of Linden Avenue and
California Avenue which should be added – if not already planned for. Staff noted
that the contractor will include a street name stamp on the pavement and the
sign has not been replaced yet because it was formerly attached to the bus stop
and will be replaced with the bus shelter, but staff will look into adding it back
sooner since the new bus shelter may take more time. Commissioner Monzon
would like to be looped into discussions about the new bus shelter as they
progress. Staff noted that the new 4-way stop was a request from the
neighborhood that was incorporated.
ITEMS FROM COMMISSION
Chairperson Yuen gave an update about the Local Road Safety Plan being developed
as part of the Vision Zero plan. He participated in a meeting with city staff, the
consultants, and commissioners from other groups in the city. They evaluated crash
statistics in South San Francisco over the last 5 years. The consultant will come up with
a list of systemic improvement strategies. This will focus on the engineering side of
crash data and solutions. This is only one part of the Vision Zero Plan. This will help
South San Francisco compete for related grants that can support the development of the
Vision Zero Plan. There is more work for other components of the Vision Zero Plan to
come down the pipeline soon. There will be more opportunity for input from the
commission and the public after the data collection process.
Commissioner Monzon suggested that all of the commission to do a field trip, at some
point after the data collection, around Grand Avenue and Linden Avenue, so we can all
visually note the most problematic areas and compare to the data.
Commissioner Monzon commented that at 150 and 200 Airport Blvd. the bus stop has
been removed during construction and the construction workers are parking along that
corridor. This is dangerous and causing congestion – can we have them park
somewhere else? Also, because there is no bus shelter there currently, people waiting
for the bus are sitting on the fire hydrant which is dangerous – it there any temporary
seating we can put there until the bus shelter is replaced? Staff said they will look into
the best resolution for the temporary bus stop.
Vice Chairperson Fung inquired about the Slow Streets Program. Are we considering
bring that back in certain areas now that it is summer, and people want to be outside
more? Staff noted that there were no ongoing conversations about the program – there
were many concerns when it was initially reviewed for implementation due to lack of
manpower, lack of availability of proper barriers, and residents concerned about impacts
to their parking. We would need more direction from City Council or push from residents
to pursue it further.
Chairperson Yuen adjourned the meeting at 6:12 p.m.
