HomeMy WebLinkAbout07-13-21 Traffic Safety Commission Final Minutes CALL TO ORDER The meeting was called to order at 5:35 p.m. by Chairperson Yuen ROLL CALL Present: Justin Yuen, Chairperson Dana Abarca, Commissioner Jolene Malfatti, Commissioner Hermes Monzon, Commissioner Absent: Evelyn Fung, Vice-Chair City Staff: Christopher Espiritu, Secretary to the Traffic Safety Commission Jennifer Rosas, Clerk to the Traffic Safety Commission AGENDA REVIEW NO CHANGES PUBLIC COMMENT NONE APPROVAL OF MEETING MINUTES: Regular Meeting Minutes of the Traffic Safety Commission June 8, 2021 Motion – Commissioner Abarca / Second – Commissioner Monzon – to approve the minutes as submitted. Approved by voice vote (4-0-1). ITEMS FROM STAFF 1. TAC Meeting Report (Chris Espiritu, Secretary to the Commission) - Chris noted that at the last meeting we discussed that the Traffic Advisory Committee (TAC) reviews and addresses certain traffic safety and other traffic flow issues and at the last meeting we reviewed the reporting process for TAC. Chris reviewed the meeting agenda and notes from the last TAC meeting on June 23, 2021. Chris also reviewed TAC’s process for addressing and responding to each issue submitted. Commissioners asked a few questions about jargon in the TAC agenda/notes and about responses/resolutions to the requests. The working group includes the consultant team, city staff, and the chairs and vice-chairs of the BPAC and TSC. It is a quantitative data analysis of reported crashes within the city, analyzing the data, looking at trends, and developing priorities for counter measures. Staff is trying to schedule a field visit for the working group. Commissioner Monzon felt confused about the Local Road Safety Plan and asked for more information about the working group. Chris explained that these were the next steps for the information that was presented to the Commission in May about the Vision Zero project and information that was discussed in the June meeting about the Local Road Safety Plan (LRSP). The representatives from the Traffic Safety Commission include the Chair and Vice Chair. Commissioner Monzon asked why they were selected instead of this commission being asked to select their own representatives. Staff noted that this was discussed in earlier meetings. Staff will give regular updates on the LRSP to the commission going forward. Commissioner Malfatti asked about the LRSP and how the data was collected. Are they long term studies or just from the last few months? Staff noted that the data was from crashes reported to the police over the last 5 years. Commissioner Monzon asked about the traffic light timing on Linden Ave – it seems like it is taking longer since the recent construction? Staff noted that the question should be addressed by TAC. Chairperson Yuen adjourned the meeting at 6:08 p.m. Respectfully submitted.
