HomeMy WebLinkAbout08-10-21 Traffic Safety Commission Final Minutes CALL TO ORDER The meeting was called to order at 5:27 p.m. by Chairperson Yuen ROLL CALL Present: Justin Yuen, Chairperson Evelyn Fung, Vice-Chair Dana Abarca, Commissioner Hermes Monzon, Commissioner Absent: Jolene Malfatti, Commissioner City Staff: Christopher Espiritu, Secretary to the Traffic Safety Commission Michele Clary, Clerk to the Traffic Safety Commission AGENDA REVIEW NO CHANGES PUBLIC COMMENT 1. Staff read an email comment from Ruben Martin regarding safety and a lack of bus shelter and amenities for the public on Airport and Baden. The current construction activities resulted in the removal of the existing transit shelter. a. Staff noted that TAC has reviewed and has reached out to Mr. Martin by email and a call from the Public Works Deputy Director will be forthcoming. Staff would work on minimizing construction impacts with the construction manager at the project site on Airport Blvd. b. Commissioners suggested that staff look into temporary shelter/seating facilities and to communicate this with TAC. APPROVAL OF MEETING MINUTES: Regular Meeting Minutes of the Traffic Safety Commission July 13, 2021 Motion – Commissioner Abarca / Second – Vice Chair Fung – to approve the minutes as submitted. Approved by voice vote (4-0-0). Commissioner Malfati absent for Vote. ITEMS FROM STAFF 1. TAC Meeting Report (Chris Espiritu, Secretary to the Commission) MINUTES August 10, 2021 CITY OF SOUTH SAN FRANCISCO TRAFFIC SAFETY COMMISSION DocuSign Envelope ID: CB5A52BA-4D7C-408A-8A53-587825346F1A - Chris noted that at the last meeting we discussed that the Traffic Advisory Committee (TAC) reviews and addresses certain traffic safety and other traffic flow issues and at the last meeting we reviewed the reporting process for TAC. Chris reviewed the meeting agenda and notes from the last TAC meeting on July 28, 2021. Chris also reviewed TAC’s process for addressing and responding to each issue submitted. Commissioner Monzon asked about how requests for speed bumps are handled. Staff responded that to install speed humps there has to be specific steps taken such as monitoring speeds and any incidents on those streets. Those requests are typically handled at TAC with Staff (Police and Public Works). 2. Local Road Safety Plan – Data Collection Updat - Staff provided an update on the LRSP data collection and that work was still ongoing and the data collected by the consultant will focus on 10 intersections with the most number of incidents/crashes and identify low-cost solutions that can be done to improve safety. Once the final report is completed Public Works/Engineering Division would use this list to compete for available funding from the State and C/CAG. Commissioners asked if there was a way to be more proactive in implementing safety solutions and Staff would relay this to the LRSP team. Commissioners also asked how the public can participate and Staff noted that the LRSP identifies the streets with the most safety incidents and any projects related to improving those streets would proceed with the same public noticing process. At no point will projects on public rights-of-way be pursued without public input. ITEMS FROM COMMISSION Commissioner Monzon asked about in-person meetings and what the City’s plan for returning to in-person meetings. Staff responded that given the current state of the pandemic most commissions/committees are remaining remote through the end of the year.
