REGULAR MEETING
TRAFFIC SAFETY COMMISSION
CALL TO ORDER: The meeting was called to order at 5:38 p.m. by Chairperson
Abarca
ROLL CALL:

AGENDA REVIEW: None
PUBLIC COMMENT: Three emails received from the same individual (Al Mozqueda)
regarding large trucks parking and blocking driveways on
Baden. Also, complaints regarding different vehicles regularly
picking up food from restaurants and blocking driveways. These
emails were received and Staff has informed the individual that
a request form to TAC is the appropriate venue for these
immediate issues.
CONSENT CALENDAR:
1. Approval of the Regular Meeting Minutes of May 10, 2022
Motion – Vice Chairperson Malfatti / Second – Commissioner Monzon – to
approve the minutes as amended by Commissioner Monzon. Final meeting
minute changes to be sent by Commissioner Monzon to Staff. Approved by voice
vote (5-0-0).
ADMINISTRATIVE ITEMS:
2. TAC 2205 Meeting Report (INFORMATIONAL)

- Secretary Espiritu provided a report on the April Traffic Advisory Committee
(TAC) meeting and discussed certain traffic safety and other issues raised by
members of the community.
o Commissioner Yuen noted interest in the ‘art crosswalk’ implementation.
Public Works staff is looking into those for areas near schools and will
return at a future TAC Meeting with cost information and to determine if
the City should pursue this idea. Staff to return with an update when
available
o Commissioner Carbone asked if requests near a school would typically
be coordinated with school staff. Yes, safety improvements near schools
are coordinated with the schools.
o Commissioner Monzon asked about the construction-related red zone
removal at 426 Victory Avenue. The minor removal would be temporary
and will be returned to a red zone once construction is completed.
Commission Yuen noted the taco truck has great shrimp tacos near this
location.
o Vice Chairperson Malfatti asked about the street cleaning issue with no
signage. It is an enforcement issue and if cars do not move during street
cleaning days, the City will not be able to sweep.

ITEMS FROM THE COMMISSION:
- Commissioner Monzon noted that the traffic signal timing at SB Airport
Boulevard (Lux through Baden) takes too long to transition especially at
6:30am. If this issue persists, a TAC request may be necessary.
- Commissioner Monzon noted disagreement with TAC’s decision regarding the
denial of a request for a crosswalk on 740 Del Monte Avenue. Staff noted that
the addition of a new crosswalk would involve the addition of new ADA-curb
ramps and substantial loss of passenger loading and parking. Commissioner
Monzon noted that the City needs to be more proactive and not use data only
to determine improvements.
- Commissioner Monzon noted that in a future meeting, Staff provide an
overview of the difference between SeeClickFix and EngageSSF. And how to
navigate both sites.
- Commissioner Carbone requested information for a future meeting regarding
the Grand/Airport Streetscape Project.
Vice Chair Malfatti adjourned the meeting at 6:26 p.m.
