Welcome to the Meeting of the Cultural Arts Commission. Please note that the Cultural Arts Commission may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City
will not provide a physical location for members of the public to participate in the teleconference meeting. The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff and
the public while allowing for public participation. Commissioners Boldenweck, Vice Chair Bond, Bowen, DeNatale, Foley, Luster, Maharaj, Pomposo, Ramos, Chair
Mardahay, and Zelaya and essential City staff will participate via Teleconference. Members of the public may submit their comments on any agenda item or public comment via email or Parks & Recreation main line.

Commissioner Bond suggested that the Commission consider doing a one-time cancellation of the May 2023 art show in favor of focusing the Commission's efforts
on fundraising.
The Commission discussed the possibility of adding an art exhibit/performing arts
component to the August fundraising event; further consideration to be discussed in the Fundraising subcommittee.

Deputy Director Duldulao informed the Commission the San Francisco Opera
inquired about doing a pop-up event at Orange Memorial Park in March 2023.
The Commission will bring back the Day of the Dead art exhibit as the October 2023 art show. Commissioner Boldenweck and DeNatale suggested extending it through the first week of November 2023. 2. Cancellation of December 15 meeting

Roll Call Vote Results | The Commission will cancel the December meeting. (AYES:

Commissioner DeNatale suggested breaking up the Youth Art Programs subcommittee back into two subcommittees: 1.) Youth Art Programs 2.) Fundraising.
Chair Mardahay suggested eliminating the Community Engagement subcommittee.
Commissioner DeNatale suggested moving Commissioner Maharaj from an alternate to a member of the Strategic Vision Subcommittee.
Chair Mardahay volunteered to join the Performing Arts subcommittee, as well as the
Fundraising subcommittee.
The Commission will discuss the restructuring of the subcommittees in the November meeting and elections will take place in January’s meeting. VIII. NEW BUSINESS: 1. Capital Projects Update
Deputy Director of Capital Projects, Philip Vitale, updated the Commission on the
Caltrain Plaza Public Art, Orange Memorial Park Aquatic Center, Centennial Trail
Improvements, and Linden Avenue Park. General updates were given and discussions were had on incorporating art to each project.
Updates were given on the Caltrain Plaza sculpture, and limitations regarding potential future art in the Caltrain tunnel due to water issues was introduced.
Commissioner Bond requested that the Urban Art Subcommittee be updated on
possible options for potential installations within the tunnel given the new parameters.
An assessment will be made to determine if the existing art piece at Orange Pool can be reused for the new swimming pool.
Deputy Director of Capital Projects, Philip Vitale, shared with the Commission
feedback from the public regarding public art.
IX. SUBCOMMITTEES: 1. Strategic Vision
Commissioner DeNatale informed the Commission their subcommittee has requested to be notified of the Public Art Master Plan focus group meetings. 2. Sculpture
Commissioner Boldenweck informed the Commission they are working out the details
for the Bat Country sculpture.

Commissioner DeNatale informed the Commission they are working on a proposal to present during the November meeting regarding the modern industrial art piece
presented in 2019.
3. Urban Art
Per Vice Chair Bond, the Request for Qualifications for muralists has been drafted and is in the process of being finalized. 4. Youth Art Programs
No update. 5. Day of the Dead Art Show (October 14-15)
Commissioner Boldenweck informed the Commission there were 26 art entries submitted and 17 artists. She also added the activities incorporated into the art show were well attended.
The virtual art exhibit will be available by the end of the month.
6. 2D Art Show (Jan 27 & 28, 2023)
Vice Chair Bond informed the Commission the theme for the January art show is
“Abundance.”
The art show is open to people over the age of 16.
Cultural Arts Specialist, Ercie Santos, will be sending out a volunteer-sign up sheet. 7. Performing Arts
The Commission confirmed they would like to incorporate a musical aspect in the January art show, per Commissioner Maharaj’s inquiry. 8. Community Engagement
Chairperson Mardahay reminded the Commission this will be the last Community
Engagement Subcommittee update since it was decided to not have a dedicated
subcommittee unless city staff determines it is necessary to have a dedicated subcommittee. X. ITEMS FROM COMMISSION: 1. Commissioner DeNatale informed the Commission The Society of West Coast Artists is hosting a gallery exhibition featuring Skyline College students. The exhibition will
continue through November 4, 2022, every Wednesday through Saturday from 11:00 a.m. – 3:00 p.m. The gallery is located at 527 San Mateo Avenue, San Bruno. XI. ITEMS FROM STAFF: 1. Halloween Extravaganza (October 22, 2022)
This event will take place at the Orange Memorial Park from 11:00 a.m. – 3:00 p.m. 2. Holiday Boutique (November 5, 2022)
This event will feature a variety of vendors and will take place in the Municipal Services Building from 10:00 a.m. – 4:00 p.m.
3. Thanksgiving Fun Run (November 19, 2022)
The starting point for the 5k run or walk is 340 Point San Bruno in South San
Francisco and will begin at 9:00 a.m.
4. Wreath Holiday Workshop (December 3, 2022)
This event features two sessions. The first session is family friendly and is from 9:30
a.m. – 12: 00 p.m. The second session is from 1:00 p.m. – 3:30 p.m. and is only for
adults.

RECOMMENDATION
It is recommended that the Cultural Arts Commission receive an update on funding for Cultural Arts projects.
BACKGROUND/DISCUSSION
To aid the Cultural Arts Commission in the planning and prioritization of art projects, staff has prepared this report to identify funding that is currently available for art programs and art acquisition.
City of South San Francisco General Fund - The General Fund accounts for all financial resources
except those accounted for in other funds and provides services traditionally associated with government such as administration, public safety, library, parks and recreation and maintenance outside of those accounted for in other funds. Revenues include property tax, sales tax, transient
occupancy tax, licenses and permits, charges for services, grants, rents, interest income and
donations.
•0.75 FTE Cultural Arts Specialist
•$6,000 Operating Supplies – typically funds art exhibits (program supplies, reception, food,etc.)

Cultural Arts Special Revenue Fund – Special revenue funds account for donations and other
accounts that are dedicated to a particular program. For the Cultural Arts Program, this account has
traditionally been used to fund activities that would not be allowed under the City’s General Fund, such as awards for juried art exhibits and the Jack Drago Cultural Arts Commission Youth Scholarship Program. Revenue has typically been collected from artist entry fees, donations, and
fundraising efforts.
•Balance as of 10/31/2022: $32,185 (Does not include $45,000 specified for Caltrain StationArt. See section on Developer Contributions.)
Grants – Funds received through grant applications completed by City staff.
•$2,250 San Mateo County Arts Grant (expires December 2022) – This is a general use grant
to supplement art-related programs. Funds have been spent down on entertainment for theOctober art exhibit and unbudgeted staff costs related to the Public Art Master Plan process.
Developer Contributions – These funds were negotiated with developers prior to, and/or outside of
the Public Art Requirement in the municipal code.
•$33,587 – Designated for Public Art
•$45,000 – Specified for Caltrain Station Art
•$500,000 (pending, estimated in 2023) – These funds have yet to complete the PlanningDivision’s fee administration process and accepted by City Council. If accepted, thedeveloper has identified these funds to be spent within a 0.5 mile radius of their campus.
(IQHQ, 580 Dubuque Avenue).
Capital Improvement Fund - Accounts for revenues and expenditures associated with the acquisition, construction, or improvement of City owned facilities and infrastructure. Funding comes
from the General Fund, Special Revenue Funds, binds, grants, and fees.
•No funds identified at this time although opportunities may arise for projects that realize somebudget savings.
Public Art Requirement (SSF Municipal Code, Chapter 8.76) –
A nonresidential development project may elect to make a public art contribution payment in
an amount not less then 0.5% of construction costs into the public art fund, in lieu of acquisition and installation of public art on the development project site. OR
Every nonresidential development project shall provide qualifying public art with a value
equal to not less than 1% of construction costs for acquisition and installation of public art
on the development site.
•See Attachment A – Public Art Impact Fees as of November 8, 2022 for current projections.
These projections are subject to change. In recent conversations with developers, most haveindicated a preference for acquisition and installation of public art on the development site.

Project Proposal
2 large sculptures
First sculpture will be roughly 7 ft-7.5 ft by 25-29 inches wide with a steel base
complimenting the scale of the sculpture. The frame of the sculpture will be welded
using 3 inch square tubing with two rows of hand built ceramics divided by either ¾” or
1” inch steel cable. The ceramic will be suspended by either ¾” or 1” steel all thread
using nuts and washers. Piece will be treated with a rusted patina technique then
treated with a silicone based oil.
Second sculpture will be roughly 9 ft-9.5 ft by 32-36 inches wide with a steel base
complimenting the scale of the sculpture. The frame of the sculpture will be welded
using 3 inch square tubing with three rows of hand built ceramics divided by 2 one inch
steel cables. The ceramic will be suspended by 1” steel all thread using nuts and
washers. Piece will be treated with a rusted patina technique then treated with a silicone
based oil.
All work in the piece will be done by myself, I do not outsource any parts of my projects.
The square tubing and ceramic pieces are going to be larger than the ceramics in the
sculpture seen at the Kings Mountain Arts Festival which is referenced in the attached
image. They will be hand built to the scale that compliments the larger square tubing.
The other image is a general rendering of how the 9 ft sculpture will look like. Goal in the
end is to provide two visually strong sculptures representing the City of South San
Francisco.
