1. ADMINISTRATIVE BUSINESS
1) St1601 – linden Avenue Phase 1 Traffic Calming Info
Angel Torres, Senior Civil Engineer, with the engineering Department, made the presentation to the Committee using
slides projected on the GoToMeeting screen.
He introduced himself and spoke to the Committee, this project has two phases and tonight he will focus on Phase I.
The first phase will cover from Pine to Aspen on the Linden Avenue. The improvements some of improvements would be:
• Crosswalks
• Stop Signs
• Stop Buses
• Sharrows
• Bike routes
• More
Committee Comments:
• Is Spruce Avenue also part of this phase
o Angel Torrez (AT): yes it is
• Any idea when this project would be completed?
o AT: trying to get it completed by the end of this year
• Will there be broken yellow lines along linden, and bow buts will narrow the street?
o AT: yes there will be broken lines and Engineering will be installing the detail 21on the streets
• What is the timeline for this project
o AT: I am right now looking in sending the( NTP) Notice To Proceed around late-July, and completions
will take around 50 days, completion might be around October

At minute 18:12 Connection with Chair Gore, was interrupted for about 10 mins, clerk Mendez was able to connect via
phone with her, and Chair Gore requested meeting should proceed with Vice Chair, Amir Thagavis conducting meeting;
Chair Gore followed meting via GoToMeeting and using her phone for audio.
At minute 18:20 Vice Chair Amir Thagavis, took over; Meeting was stopped until minute 22:08 when Vice Gore was able
to connect again and use her phone as her audio equipment; Vice Chair Thagavis conducted the meeting until the end of
the meeting.
2) ST1602 Linden Avenue Phase 2 and Spruce Avenue Traffic:
Senior Civil Engineer, Angel Torres mentioned in the meeting, for Phase two, Engineering is working in getting all bids out
for contracts for phase II.
3) Update on the Cal train Access and Bay Trail Gap Closure
Associate Engineer Jeffrey Chou with the Engineering Department made a presentation to Committee, using slides
projected on the GoToMeeting Screen
This project will address the issues at present time and also create access from the new Caltrain station plaza to the
pipeline's not be scrapped. This project is at 35% of the design of the project at this time.

4) Study Session on Shared Street and Outdoor
Chris Espiritu, BPAC Secretary and Traffic Planner with the Planning Division spoke to Committee about the presentation
to City Council on the Shared Street and Outdoor, Study Session on June 10th; and he shared the City Council guidelines
given to Planning to follow for this project:
For the first part of this project, for the Grand Avenue section, it would only restrict parking, retaining the travel lanes and
the bus vehicular and bus access on Grand Avenue; But on some streets, some businesses, would be able to go out into the
right away, into the Parking, the angled parking spaces fronting, their businesses, and then set up for outdoor dining
there.
For the second part, Planning has been working on an outdoor dining pilot program, which is now going to be something
separate from this shared streets implementation, given that we are not looking to close down any travel lanes or restrict
access on Grand Avenue. So as you've seen this already is essentially doing outdoor dining on the right of way; and we are
currently working on a pilot permit program with interested applicants.
Committee Comments:
• Will there be taken space on the right of way for pedestrian to walk around on Grand Avenue
Chris Espiritu (CE): the idea is that as part of the permit program, they will not be able to encroach fully onto the
sidewalks; this is part of the permit to maintain that path of travel for everyone.
• What kind of barriers will it be used on the streets
o CE; traffic will not be impacted ; or use barrels filled with water for barriers if necessary
• Will this phase be using the alley-lanes on the back of businesses
o CE: not pursuing this at this time
• What was the result of the survey done by the Chamber of Commerce
o CE; 70% interest
• Will the bicycle traffic on Grand be impacted
o CE: not closing any lines for any traffic (bikes or vehicular)
Second part of the Shared Street – Neighborhoods
Essentially an implementation of shared streets within as the residential neighborhoods.
This program for neighborhoods have been implemented in in many cities in the San Mateo County in various types of
neighborhoods, and essentially allowing outdoor recreation space for folks that may not have park access, are easily
accessible parks or trails.
Staff is working on, at this moment, is selecting streets throughout South San Francisco that we believe can benefit from a
program like this, we are to request your input, concerns , recommendations for the street staff has selected at this time.
a. Paradise Valley, Randolph Avenue.
Randolph Avenue between Highland - North Spruce
Randolph firm for vehicle access and allow that to become a pedestrian and bicycle only. This will be about ½
mile stretch on Randolph to be used for bikes and pedestrian, becoming a cul-d –sac with barriers on the streets
coming onto Randolph for the designated day to be closed.
Residential parking will not be impacted and also commercial deliveries will still be able be made. It will be very
visible marked with signage for all of the streets detours.
b. Cyprus Avenue
This is a street located on downtown (bit trickier to barricade to interrupt traffic), one-way northbound traffic
and parking in both sides of the street. This will be done from Grand Avenue –
Staff will notice all the businesses on Cyprus and their surrounding businesses also.
So what we're proposing is essentially to include detours additional signage, to essentially route, route
individuals, to then find the nearest street, the next adjacent street to get off of sight of Cyprus.
We are essentially looking at an implementation on less busy days as a potentially a pilot program; Sundays or any other
day not heavy used with traffic
c. Miller Street _ Sunshine Gardens
This street lends itself for this program very wide and is a 3 mile stretch of street, in this street program can be
done with making a one-way street barricading one side for shared street program, the speed will be reduced to
15 miles, and all one side be open for any vehicular traffic including any emergency cars for any emergency.
Committee Comments:
• There are a lot of new buildings on Cyprus and may not be a good idea to close it down.

• Randolph sound like a great idea, I will support this street
• Will residential parking be impacted for this closure of the street
o Residential parking will be allowed; we heard that in other Cities residents have been encouraged to
park in their own driveways for that specific day
• It would be interesting to see how this program works, when one lane is closed, and kids will be playing and
riding bikes in the other side...
• Very interesting and cool program...
• How will residents be notified?
o CE: will defer to City Planner to explain this point to you...
Sailesh Mehra (SM): Greets Committee and explains process:
Outreach Program - silicon Valley by Coalition has offered to help run the outreach program for the City
would go into the neighborhoods; and making sure that all businesses and residents have been notified of
program. Secondly, this will be follow with a program to barricades on a temporary basis.
• Randolph closures is a good idea; however for Miller might be too dangerous to only closed one lane and have
the other side open
d. Other Streets
a. Orange Memorial to close Eucalyptus
b. Selick Park to close Appian way
c. Terrabay to close Hemlock
d. Parkway
e. South Magnolia
In general to get this program running it will be a very big outreach program and staff will be suing all of the social media
tools through our own Communication Director to get the work out about the implementation of this Shared Street
Programs for the Neighborhoods.
5) Emails from the Public
No emails have been received from the public.
6) BPAC Meeting – changing date to second Tuesday
Committee Comments:
• Is there anything in the Bylaws that no not permit Committee change of meeting date?
o CE: Not specific
o SM: The last Resolution can be amended if Committee chooses to change the date
• Member-McAuley; will not be able to accommodate this change – has another committee that he participates in ,
at 7 PM
• Member Anderson motioned to table this vote until next meeting
• Member – McAuley second this motion
Secretary Espiritu and Sailesh Mehra mentioned that a survey letter will be circulated to the other 2 Boards and BPAC
also can be included in this letter to be able to make a decision of the change of the day to all three boards and
commissions to meet on one day.
Vote was taking but is not valid at this time; this item to change date from First Wednesday to Tuesday is tabled to next
meeting.

Secretary Espiritu mentioned next teleconference meeting will be using the ZOOM platform, and an email will be sent to
member with new information.
