Public Comments: Comment received from Ethan Mizzi, Chair of the Youth
Commission regarding bicyclist safety in the City of South
San Francisco. He strongly supports the City Bicycle Master
Plan.
Comment received from Denise Ugarte, regarding the
safety on Grand Avenue.
Comment received from Dylan SVBC North County Rep,
regarding additional calming in the Grand Avenue and
Airport Boulevard intersection.
Approval of Minutes: Approved 4-0-3 (February 2, 2022); Commissioner Thagavis,
Bowen and Chheng were absent
1. ADMINISTRATIVE BUSINESS
1)121 East Grand Avenue Project / Caltrain Access Study (INFORMATIONAL)
Mike Gerrity, Allison Knapp, and Michael Leung presented an overview of the 121 East Grand Avenue Project. The project
aims to create a new Office/R&D Building across from the relocated Caltrain Station. Improvements for bike access and
pedestrian improvements are proposed as part of the project. A new Class IV separated bikeway would be installed along
East Grand Avenue and would include an arrival plaza at the intersection of Poletti, East Grand, and US 101 NB Off-Ramp.
BPAC was supportive of the proposed improvements but raised concerns regarding necessary improvements to the off-ramp
leg of the intersection. Speeding vehicles coming from the ramp may not be slowed by a ped signal only.
The Caltrain Access Study conducted for the project and this location shall be the primary topic of the May BPAC Meeting.

2)Active South City Bicycle and Pedestrian Master Plan (INFORMATIONAL)
Secretary Espiritu announced that the Active South City Bicycle and Pedestrian Master Plan Update is live. Many thanks to
BPAC Members and City Staff/Consultants for their patience and dedication to this effort. Any comments regarding the
Plan should be directed to Staff. Final comments on the Plan can be submitted and received on the May 4 BPAC Meeting.
Next steps are to establish CEQA clearance, announce at other Commissions/Committees the availability of the Plan, and
seek adoption of a Resolution at Planning Commission and City Council.

3)EMAILS FROM THE PUBLIC
-Email from Denise Ugarte regarding traffic calming improvements (stop lights, cross walk, and other
improvements) on Grand Avenue at Laurel Street. Comment was received by Staff and BPAC, but referred to the
appropriate City Staff (Traffic Advisory Committee) to address at their next meeting.
-Email from BPAC Member Guzman reminded staff regarding an email from earlier in the month regarding
difficulties with street cleaning and lack of signage in the Member’s neighborhood, thus leading to confusion and
failure to move vehicles, which means streets are kept unclean. This concern shall be forwarded for the City’s
Traffic Advisory Committee for evaluation.
