Welcome to the Special Meeting of the Youth Commission. Special meetings are not held on the first Monday
of each month at 6:30 p.m. If this is your first time, the following is a general outline of our procedures.
In accordance with California Government Code Section 54957.5, any writing or document that is a public
record, relates to an open session agenda item, and is distributed less than 72 hours prior to a regular meeting
will be made available for public inspection at the City Manager's Office in City Hall. If, however, the document
or writing is not distributed until the regular meeting to which it relates, then the document or writing will be
made available to the public at the location of the meeting, as listed on this agenda.

Meeting called to order.
Agenda Review:
No changed to the agenda.
Approval of Minutes:
Minutes from October 3, 2022, approved.
Public Comments:
Christopher Espiritu shared that Smart Growth America in partnership with Caltrans and other cities in
the Bay Area along with community advocates to plan demonstration projects with the end result being
a presentation. They will share meeting information and workshops in the new year, and would like to
circle back at a future meeting of the Youth Commission: https://smartgrowthamerica.org/three-states-
selected-for-the-2022-complete-streets-leadership-academies/
Mr. Espiritu shared that Active South City is scheduled for hearing this Wednesday at Council, 11/09/22,
and they would like Youth Commissioners present in support of the plan.

Brown Act Presentation from the City Attorney's Office
The Youth Commissioners received training from the City Attorney’s Office regarding the Brown Act.
They received the following answers to their questions:
-Group chats are OK as long as they do not talk about business or anything else in violation of the brown
act
-Anything that is going to be discussed has to be agendized 72 hours in advance of the meeting
-Bonding events are ok as long as doesn’t talk about business
Presentation from HealthRight 360—Marcelle Valdez, Asian American Recovery Services
Health Right 360 presented to the Youth Commission regarding their upcoming conference, “Sister to
Sister.” They are asking for:
1) Outreach help
2) Facilitate workshop
3) Future collaborations
The goal of this event is to: “Turn Self-advocacy into Local Advocacy.”
Commissioner Adriano asked if they had already done outreach in Daly City given that Daly City also has
their own YC and a high Filipino and PI population.
Vice Chair Hua mentioned that she would like to have contact information for Ms. Valdez.
Ms. Valdez shared that she could send more information about the event at a later date.
The Commissioners and HealthRight 360 stated that they would love to work together on future topics;
once everything is more finalized, the Commissioners would like to have them come back or send more
information.
The Commissioners also shared that the Library is another way to reach youth.
Presentation on the Office of the City Clerk
The Commissioners heard a presentation from Rosa Govea Acosta, the City Clerk about the duties of her
office.
Items from Commission
Chair Mizzi recommended that commissioners attend Council Reorganization event
Chair Mizzi informed the commission that PAL sponsored the Youth Commission to participate in Project
Read.

The Commissioners mentioned that they would like to see the History Room in Grand Library as part of
their Bonding Event.
Items from Staff
Staff Liaison Huey shared the following events:
-Wreath Making Event: 12/4
-Santa’s Holiday Drive: 11/28
Staff Liaison Huey shared more details about the Winter Bonding Event:
-Bonding Event: 12/14 from 11am-2pm would actually have to be 12/21
-The Commission stated that they would like catering from La Tapatia, and to consider making it a
special meeting so that we can discuss the information from the 1:1’s.
-The Commissioners want “Ugly Christmas Sweaters”
-Gingerbread house making

RECOMMENDATION
It is recommended that the Youth Commission hear the presentation from the SSF Education
Foundation.
BACKGROUND/DISCUSSION
The South San Francisco Education Foundation believes that all students in the South San Francisco Unified
School District (SSFUSD)deserve the best possible education and that public funding is not enough to provide
the education our students deserve.With educational underfunding and socioeconomic challenges worsened by
the COVID-19 pandemic,the time to join forces to support our students and educators is now.When families,
community groups,businesses and schools join forces to support learning,our students and entire community
benefit.They would like to bridge the connection between these groups to be able to provide that best possible
education.
CONCLUSION
It is recommended that the Youth Commission hear the presentation and provide their feedback to SSF
Education Foundation.
