CALL TO ORDER: The meeting was called to order at 5:35 p.m. by Chairperson
Abarca

CONSENT CALENDAR:
1. Approval of the Regular Meeting Minutes for October 11, 2022
Motion – Commissioner Carbone / Second Vice Chair Malfatti –– to approve
the minutes as amended by Commissioner Carbone. Approved by voice vote (5-
0-0).
• Commissioner Carbone – Grand Airport Streetscape & Development projects,
asked staff for copies of the presentations. Amend the Meeting Minutes

• Commissioner Carbone- 2210-1, lots of attachments for this. Attachment #3 had
quite a few items to be addresses. What is the process for next steps?
• Associate Engineer Chou explained they will go through each item as a whole.
attachment #3 was quite large. Engineering will go out and take a look at each
item.
• Commissioner Carbone - 2209-B, noted no other local agency have this
currently.
Secretary Espiritu answered staff would like to provide a ‘safety newsletter’ to
help the public better understand the law and rules. It was advised to use TSC as
a platform to do so. Commissioner Carbone asked if we could include this
information
• Commissioner Yuen - 2210-3, would like to know the recommendation for this
item; the street is steep and what would be best.
• Commissioner Monzon, 2209-B, asked who would be publishing the newsletter.
Secretary Espiritu answered mostly likely staff would be the ones creating the
newsletters.
Commissioner Monzon – 2210-2, asked if the blue zone would be available for
public use if in front of a house.

ITEMS FROM THE COMMISSION:
• Secretary Espiritu will coordinate on the timing of the newsletter packets
• Commissioner Monzon asked if this committee will stay Virtual. Secretary Espiritu
answered it would still remain virtual for now.
• Commissioner Carbone mentioned the City Council on November 4th, mentioned
the corridor project from the meeting. Would like to learn more about this project.

o Streetlight speed survey concluded the 85th Percentile Speeds:

turning movements)

Sister Cities Blvd -- Request for additional radar speed sign along
Sister Cities Blvd and request for “no trucks over 14’” and signage
along Randolph Ave (Ilma Batres, 167 N. Spruce Ave, 650-385-

TAC recommends the installation of an additional radar speed sign along
Sister Cities Blvd for WB traffic contingent upon funding.
A work order will be sent to Engineering.
TAC does not recommend “No Trucks over 14’” signage as current traffic
data shows that there is no truck cut through pattern along Randolph Ave
or adjacent streets.

Resident clarified that the request is for an additional speed radar sign
along the EB direction.
TAC does not recommend the installation of additional speed radar sign on
EB as it’ll be redundant with the existing radar sign.
Radar sign to be installed at the location (WB) as previously approved in
coming months as construction is underway on related CIP project.
A response letter will be sent to the resident.

San Felipe Ave -- Request for two speed humps due to speeding
on San Felipe Ave (Jennifer Smith; 124 San Felipe Ave; 650-676-
5339); Another call on December 5th (Mrs. Bullard; 152 San Felipe
Ave; 650-245-8612)
Streetlight speed survey concluded that:
San Felipe Ave NB: 85th percentile 20-22mph
San Felipe Ave SB: 85th percentile 18-22mph
PD provided accident reports showing 5 accidents occurring within the
past 5 years with none resulting in speeding
TAC does not recommend speed humps as the 85th percentile speeds
are within the 25mph speed limit and no accidents within the past 5 years
reported were in result of speeding.
2022 StreetLight 85th Percentile Speeds:
o NB 85th Percentile: 28-30mph, 689 vpd
o SB 85th Percentile: 28-30mph, 639 vpd
1 collision in past 5 years (unsafe turning movement into a parked vehicle).
Street being observed as a part of SSF City-wide speed survey.
San Felipe is classified as a collector road and speed bumps is not
recommended as it may steer traffic into adjacent streets.
PD will place both the radar board and ATS board on San Felipe Ave to
reduce speeds and collect data and further monitor this location.
TAC will discuss PD findings at next month’s TAC meeting.

I would like to propose a speed bump be placed on Avalon Drive by Waverly Court. I live in
the cul de sac of Waverly Court, and people are speeding down the hill, making it very
dangerous for us to make that left turn onto Avalon Drive. A speed bump is already in place
further up the hill, by Seville Way, but it is right by the stop sign, so it’s basically useless.
Please make our streets safer for our families. Thank you!

To Whom It May Concern,
I am writing this letter as a concern mother and South San Francisco resident (Rowntree Way). On
the 2nd of January 2023 about 6PM my son was hit by a car crossing the Crosswalk/pedestrian in the
corner of Trader Joe's 301 McLellan Drive. This is the same location where the accident that
happened in October 2022 which a person died. My son was very lucky that he came out of this
accident without broken bone per the doctor who saw him at SF General where he was transported
after being hit.
According to what I heard that this corner intersection is not very well lit and that is why the driver
didn't see my son walking from the corner coming out of Trader Joe's going toward Starbucks. My
request is for the City to do something to this location to make sure that this type of accident does not
happen again to anyone. Better lighting, cross walk lights on the ground? I look forward of hearing
from someone in your office about my concern.

The write up I submitted is lengthy so diff to re do.
But basically, I’m suggesting to move the ped button from pole 1 to pole 2 as the assess to the button on
pole 1 is diff to access.
I do have the pictures I submitted that has much of the issue I raised.

I submitted the request via the app last July but the request has disappeared from my account and no
longer shows on the map.
I ha spoken to Daniel several months ago when it was still showing on the map. He said he would fwd it
to TAC.

Good afternoon,
I appreciate your reply and glad that I was finally able to get my request in for the next Advisory
meeting.
I would like to clarify that the parking problem is not being caused by my neighbor, as they
always park well within the correct limits and are not causing any problems or issues.
The issue is mainly about other unknown people in the surrounding neighborhood, that park on
the corner, and extend past my driveway edge.
I am including a picture to help clarify the configuration of the building and myself and
neighbors units, which may help with the previous photos I submitted. .
Since I was laid off from work in March 2020, I am at home most of the time, and need to go
out for various appointments with the VA, or Kaiser, or shopping and other reasons, and
sometimes the parking is such that there is a narrow space between my neighbors friends cars,
that visit and park on the street behind his car, and the cars that park on the corner, and overlap
my driveway, which I included pictures in my primary request.
Hopefully this can be approved with any luck, and it will possibly help with the parking issues.

The request is for painting the edge of one side of my driveway red, along with an
additional 1 foot of curb, (what ever is a legal length you can extend the red curb to), in
order to help prevent people parking continuously over the edge of my driveway, causing a
smaller gap for me to be able to pull out or back in to my driveway, when other cars are
parked on the street behind my neighbors car while they are visiting, and as my neighbor
has their vehicle parked in the driveway.

Good Morning Traffic Safety Commission:
Just received a complaint from a concerned parent (MarƟn School) from my Deputy Chief Carlino and
Marie Patea from the City Manager’s Office. The intersecƟon is approximately one block away and many
families walk to school. The intersecƟon of Olive Avenue and Armour Avenue has no stops signs and two
crosswalks. The parent advised vehicle’s speed because there are no stop signs and she has almost been
hit before. The parent said she is afraid someone is going to get hit.
Is there anyway we can get stop signs or something to avoid a collision at this collision.

I’ve checked Barrington Ct., Archdale Ct., and Downey Ct. All streets were clear of parking violations. The
streets had clear visible No Parking signs indications except 2208 Downey Ct. I requested a Special
Service so DPW can take care of the branches blocking the sign.

PST McDowell/PST Guzman will go check Barrington Ct., Archdale Ct., and
Downey Ct. for parking violations (proper signs posted and visible). I know the No
Parking signs were added as result a Traffic Advisory request a few months ago. I
looked at Google maps and there are no red curbs along those driveways (marked
in Orange). It appears the residents may be parking and blocking their own

Hello,
I am a resident at Barrington Ct, South San Francisco. A few months ago, there were "no parking" signs
put up along one side of the middle dividing island. I assume this was for traffic and safety reasons
(please correct me if I'm wrong). I'm wondering if this should also be applied to the other side of the
island? If this is not the correct place to ask, please direct me to who or which department I can direct
these questions, if possible.
When entering Barrington ct, there is a sign (marked by blue in the diagram below) to keep right, which
means traffic should be one way going counterclockwise. There is a "no parking" sign posted along the
curb (marked by neon purple in diagram). Should cars be able to parallel park across from where cars
are parked in the middle of the island? It's very difficult for cars in the middle of the island to leave their
parking spaces if there is a car parked in front of them and taking up half of the street. Furthermore,
oftentimes garbage trucks are unable to cross through when cars are parked in the orange area of the
diagram.
