The Commission has adopted a policy that applicants and their representatives have a maximum time limit of 20 minutes to make a presentation on their project. Report regarding consideration of Design Review Board applications for a four-year term,in accordance with Title 20 of the South San Francisco Municipal Code (Adena Friedman, Principal Planner) RECOMMENDATION Staff recommends that the Planning Commission,by motion,appoint five Design Review Board members to four-year terms,in accordance with the provisions of South San Francisco Municipal Code Section 20.440.005. BACKGROUND The Design Review Board (DRB)consists of design professionals who provide advice and design expertise on new development projects,and additions and modifications to existing buildings.The goal of the DRB is to encourage optimal design and efficient site planning that enhances South San Francisco community character and ensures new development fits sensitively and cohesively into infill sites and surrounding neighborhoods. The DRB is an advisory committee,with final decisions made by the Chief Planner,Planning Commission or City Council, depending on the complexity of the project and entitlements requested. South San Francisco Municipal Code (SSFMC)Section 20.440.005 establishes the terms and membership requirements for the Design Review Board and establishes the Planning Commission as the appointing body. The Code stipulates that the Board shall consist of five members appointed to four-year terms and comprised as follows: •Two (2) members shall be architects licensed by the State; •Two (2)members shall be either a landscape architect,designer,contractor,horticulturist,or person with equivalent landscaping expertise or background; •One (1) shall be any of the above-mentioned professions or a building or engineering contractor; and •At least one of the members shall also be a resident and elector of the City. Four of the five seats are available for appointment or reappointment,with the fifth seat becoming available in April of this year.In January,2023,staff advertised a recruitment for the DRB (Attachment 1).The recruitment was posted on the City’s website and distributed through City email communication and newsletters. DISCUSSION Over the past decade,the City has experienced significant development and redevelopment activity,and anticipates continued development,particularly transit-oriented multi-family residential,and life science uses. The DRB is currently comprised of two licensed architects,two licensed landscape architects,and a license building contractor who is also a resident.The Planning Division received reappointment applications from all five members (Attachment 2)and did not receive any additional applications.Staff recommends that the Planning Commission reappoint all five current DRB members,all of whom have the required professional experience, and have provided efficient and consistent design guidance for many years. CONCLUSION Staff recommends that the Planning Commission,by motion,reappoint four applicants to four-year terms on the DRB effective immediately (David Nelson,Michael Nilmeyer,Chris Mateo,and Sean Winchester),and the fifth to be appointed to a four-year term upon expiration of the current term (Francisco Vieira,Jr.)in accordance with the provisions of SSFMC 20.440.005. In 2022, the City adopted a new General Plan and Zoning Ordinance. The Zoning Ordinance contains objective design standards for all development citywide, as well as Form-Based Codes for several districts throughout the City, which contain specific regulations for buildings, frontages, public open spaces, and uses. South San Francisco has experienced significant development activity in the past decade, and anticipates continued development applications and activity, particularly transit-oriented high-density residential and life-sciences uses. Currently, the Design Review Board meets on the 3rd Tuesday of every month at 4:00 p.m. Meetings will take place in-person in South San Francisco. The Board is comprised of five members, each appointed to a 4-year term or until the appointment of a qualified successor. There are no term limits for the Design Review Board and members receive a $100.00 stipend per attended meeting and participate in the Public Agency Retirement System (PARS). The Board is staffed and assisted by the Planning Division, which is part of the broader Economic and Community Development (ECD) Department. Report regarding modification of Planning Commission meeting start time from 7:00 PM to 6:00 PM (Adena Friedman, Principal Planner and Tony Rozzi, Chief Planner) RECOMMENDATION Staff recommends that the Planning Commission provide feedback and direction to staff regarding an amendment to the South San Francisco Municipal Code Section 2.56.050 (Planning Commission Meetings) to modify the meeting start time from 7:00 PM to 6:00 PM. BACKGROUND/DISCUSSION South San Francisco Municipal Code (SSFMC)Section 2.56.050 (Planning Commission,Meetings)establishes the meeting time,location,and related procedures for the Planning Commission.Currently,the Municipal Code states that the Planning Commission meetings are conducted on the first and third Thursdays of the month,at 7:00 PM. The Planning Commission often has agendas containing multiple complex projects,each of which requires significant time for presentations,public comment,and Commission questions and deliberation.The recent zoning code update also changed the approval authority for high-density housing projects in growth areas (such as Downtown and the El Camino corridor)from the City Council to Planning Commission (with the opportunity for City Council to call projects for review),thus necessitating continued detailed deliberations, discussions,and opportunities for public comment at Planning Commission meetings.Planning Commission meetings can often last for several hours. City Council meetings,and the majority of other City board and commission meetings start at 6:00 PM (or earlier).Staff recommends that the Planning Commission discuss changing its meeting start time to 6:00 PM,to be consistent with the start time of the City Council and other City boards and commissions,and to allow for longer meetings that do not last late into the evening.This change would not require an amendment to the Zoning Ordinance,but would require a Municipal Code Amendment,which City Council would consider and adopt. CONCLUSION Staff recommends that the Planning Commission discuss and provide feedback and direction to staff regarding modification to the meeting start time from 7:00 PM to 6:00 PM.
