What is an appropriate rolling balance to
maintain in this account?
Cultural Arts Donations Account
Average account balance: ~$30,000*
Even amount of income and expenditures: ~$5,000 each*
Scholarship awards: $1,500 to $3,000
Awards for winning art exhibits: $200 to $225 per exhibit
Utility Box Mural Program: $400 per honorarium
Fundraiser expenses: $500 to $600
*Above bullets exclude outliers like the $45,000 for Caltrain
Cultural Arts Donations Account
Option 1:Keep the fund strictly for the cultural arts Base Program (i.e., scholarships and artist awards/honorariums for art exhibits and the utility box mural program)
Considerations: This could be a temporary decision until the Commission establishes a fundraising plan in 2023 and possibly beyond. May also take into account future funding opportunities.
Cultural Arts Donations Account
Option 2:Identify a Base Program Reserve. Establish a reserve amount that could support the Base Program during years when fundraising is limited.
Considerations: Average annual expenditures is ~$5,000. Commission
could identify number of years of funding to determine reserve amount.
For example, 3 years reserve funding x $5,000 = $15,000.
Cultural Arts Donations Account
Option 3:Identify an Art Investment Reserve. Establish a process for moving surplus
funding into a reserve intended for future art investments.
Considerations: During years when the amount of funds raised exceed the needs of the
Base Program, the Commission could designate surplus funding for special uses.
For example, if the Commission raises $7,000 and ends the fiscal year with $5,000 in
expenses, the $2,000 balance could be moved into the Art Investment Reserve.
Cultural Arts Donations Account
Option 4:Other suggestions?
Considerations: Options are not limited to what has been
presented.
