ENTITLED "MINIMUM BUILDING SECURITY STANDARDS", CHAPTER 15.48 AND ADDING CHAPTER 15.48 ENTITLED "MINIMUM BUILDING SECURITY STANDARDS" TO THE SOUTH SAN FRANCISCO MUNiCiPAE~CODE~ THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS FOLLOWS: SECTION 1. CHAPTER 15.48 OF THE SOUTH SAN FRANCISCO MUNICIPAL CODE AND ORDINANCE'NO~ 825 REPEALED Chapter 15.48 of the South San Francisco Municipal Code and Ordinance No. 825 are hereby repealed. SECTION'2. CHAPTER 15.48 ADDED TO THE SOUTH SAN FRANCISCO MUNiCIPAL'CODE Chapter 15.48 is hereby added to the South San Francisco Municipal Code and shall read as follows: "Chapter 15.48 MINIMUM BUILDING SECURITY STANDARDS Sect ions: 15.48.010 Short title 15.48.020 Definitions 15.48.030 Purpose 15.48.040 Scope 15.48.050 Minimum security standards for multiple family dwellings 15.48.060 Minimum security standards for single family dwellings 15.48.070 Minimum security standards for non-residential buildings 15.48.075 Minimum security standards for change of tenants in non-residential buildings 15.48.080 Exterior security lighting 15.48.085 Additional security measures may be required 15.48.090 Alternative materials and methods of construction 15.48.100 Tests 15.48.110 Enforcement 15.48.120 Responsibility for security 15.48.130 Violations--Penalties 15,48,0i0~shOrt'i~i'l~le. This Chapter shall be known and cited as the "Minimum Building Security Standards Ordinance of the City of South San Francisco." -1- i5~48_'020~' Definii~ions. For the purpose of this chapter, the following terms, words, phrases, and their derivations shall have the meaning given in this section: 1. "Approved" means certified as meeting the requirements of this chapter by the enforcing authority or its authorized agents, or by other officials desig- nated by law to give approval on a particular matter dealt with by the provisions of this chapter with regard to a given material, mode of constructions, piece of equipment or device. 2. "Auxiliary locking device" means a secondary locking system added to the primary locking system to provide additional security. 3. "Bolt" means a metal bar which, when actuated, is projected or thrown either horizontally or vertically into a retaining member such as a strike plate, to prevent a door or window from moving or opening. 4. "Bolt projection or bolt throw" means the distance from the edge of the door, at the bolt center line, to the farthest point on the bolt in the projected position. 5. "Burglary-resistant glazing" means those materials so designated in Under- writers Laboratories No. UL-972, pages 5 and 6, which are attached hereto as Exhibit "A" to the ordinance codified in this chapter and filed in the Office of the City Clerk; 5/16" security laminate or 1/4" polycarbonate are minimally acceptable. 6. "Central station alarm" means an intrusion alarm in which the operations of electrical protection, circuits and devices are signalled automatically to be recorded in, maintained, and supervised from a central station having trained operators and/or guards in attendance at all times. Unless otherwise authorized by the Police Department, the central station holds all keys necessary to permit immediate entrance and search of the interior of the mercantile property by guards/personnel responding to alarms and trouble, and guards are dispatched to -2- make immediate investigation of unauthorized entry or openings of protected proper- ti es from which signals are received. 7. "City" means the City of South San Francisco. 8. "Class TL-15 safe" means burglary classification TL-15, signifying a combination locked steel chest or safe designed to offer a limited degree of protection against expert burglary by common hand tools. a. Safes shall weigh at least seven hundred fifty pounds, or shall be equipped with suitable anchors and instructions for anchoring in larger safes, in concrete blocks or to the premises in which located. b. All safes of this class shall be equipped with a relocking device. They shall be constructed of open hearth steel, either cast or welded plated, combined with special materials to resist carbide drills. 9. "Commercial building" means a building, or portion thereof, used for a purpose other than a dwelling. 10. "Component", as distinguished from a part, means a subassembly which combines with other components to make up a total door or window assembly. For example, the primary components of a door assembly include: door, lock, hinges, jamb/wall, jamb/strike and wall. 11. "Cylinder" means the subassembly of a lock containing the cylinder core, tumbler mechanism and the keyway. A double cylinder lock is one which has a key- actuated cylinder on both the exterior and interior of the door. 12. "Cylinder core or cylinder plug" means the central part of a cylinder containing the keyway, which is rotated by the key to operate the lock mechanism. 13. "Cylinder guard" means a tapered or flush metal ring or plate surround- ing the otherwise exposed portion of a cylinder lock to resist cutting, drilling, prying, pulling, or wrenching with common tools. -3- 14. "Deadbolt means a lock bolt which does not have a spring action as opposed to a latch bolt which does. The bolt must be actuated by a key or a key and a knob or thumb-turn and when projected becomes locked against return by end pressure. 15. "Deadlatch or deadlocking latch bolt" means a spring-actuated latch bolt having a beveled end and incorporating a plunger which, when depressed, automatically locks the projected latch bolt against return by end pressure. 16. "Direct Connect". See "silent alarm". 17. "Door assembly" means a unit composed of a group of parts or components which make up a closure for an opening to control passageway through a wall. For the purposes of this chapter, a door assembly consists of the following parts: door, hinges, locking device or devices, operation contacts (such as handles, knobs, push plates), miscellaneous hardware and closures; the frame, including the head, threshold and jambs plus the anchorage devices to the surrounding wall and a portion of the surrounding wall extending thirty-six inches from each side of the jambs and sixteen inches above the head. 18. "Door stop" means that projection along the top and sides of a door jamb which checks the door's swinging action. 19. "Double cylinder deadbolt" means a deadbolt lock which can be activated only by a key on both the interior and the exterior. 20. "Dwelling" means a building or portion thereof designed exclusively for residential occupancy, including single-family and multiple family dwellings. 21. "Enforcing authority" means the chief building inspector of the City with the assistance of the authorized representative of the Chief of Police. 22. "Flushbolt" means a manual, key or turn-operated metal bolt normally used on inactive door(s) and is attached to the top and bottom of the door and engages in the head and threshold of the frame. =4- 23. "Fully tempered glass" means those materials meeting or exceeding ANSI standard Z97.1-Safety Glazing. 24. "Jamb" means the vertical members of a door frame to which the door is secured. 25. "Jamb/wall" means that component of a door assembly to which a door is attached and secured; the wall and jamb used together are considered a unit. 26. "Key-in-knob" means a lockset having the key cylinder and other lock mechanism contained in the knob. 27. "Latch or latch bolt" means a beveled, spring-actuated bolt which may or may not have a deadlocking device. 28. "Local alarm system" means an intrusion alarm system that signals by means of one or more bells or other loud, audible devices located on the pre- mises where the system is installed. 29. "Lock or lockset" means a keyed device (complete with cylinder latch or deadbolt mechanism, and trim such as knobs, lever, thumb turns, escutcheons, etc.) for securing a door in a closed position against forced entry. For the purposes of this chapter, a lock does not include the strike plate. 30. "Locking device" means a part of a window assembly which is intended to prevent movement of the movable sash, which may be the sash lock or sash operator. 31. "Multiple family dwelling" means a building or portion thereof designed for occupancy by two or more families living independently of each other, includ- ing hotels, motels, apartments, duplexes and townhouses. 32. "Panic hardware" means a latching device on a door assembly for use when emergency egress is required due to fire or other threat to life safety. Such devices operate when a pressure not to exceed fifteen pounds is applied to the re- leasing device in the direction of exit travel. Such releasing devices are bars =5- or panels extending not less than two-thirds of the width of the door and placed at heights suitable for the service required, not less than thirty inches, nor more than forty-four inches above the floor. 33. "Part", as distinguished from component, means a unit or sub- assembly which combines with other units to make up a component. 34. "Person", means any person, firm, partnership, association, corp- oration, company or organization of any kind. 35. "Primary locking device" means the single locking system on a door or window unit the primary function of which is to prevent unauthorized intrusion. 36. "Rabbited door jamb" means the jamb of a door which is constructed of one solid piece of material. 37. "Rail" means the horizontal member of a window or door. A meeting rail is one which mates with a rail of another sash or a framing member of the door or window frame when the sash is in the closed position. 38. "Sash" means an assembly of stile, rails, and sometimes, mullions assembled into a single frame which supports the glazing material. A fixed sash is one which is not intended to be opened. A movable sash is intended to be opened. 39. The word "shall" is mandatory, and the word "may" is p6rmissive. 40. "Silent alarm" "direct connect" means an intrusion or robbery alarm system, or both, that signals at the police department without giving warning of its actuation at the location of the protected premises. 41. "Sill" means the lowest horizontal member of a window frame. 42. "Single cylinder deadbolt" means a deadbolt lock which is activated from the outside by a key and from the inside by a knob, thumb-turn, lever, or similar mechanism. =6- 43. "Single-family dwelling" means a building designed exclusively for residential occupancy by one family. 44. "Solid core door" means a door composed of solid wood or com- posed of compressed wood or other materials approved for the purpose, equal in strength to a solid wood construction. 45. "Stile" means a vertical framing member of a window or door. 46. "Strike" means a metal place attached to or mortised into a door or door jamb to receive and to hold a projected latch bolt and/or deadbolt in order to secure the door to the jamb. 47. "Swinging door" means a door hinged at the stile or at the head and threshold. 48. "Window assembly means a unit which includes a window and the an- chorage between the window and the wall. 49. "Window frame" means that part of a window which surrounds and supports the sashes and is attached to the surrounding wall. The members include side jambs (vertical), head jamb (upper, horizontal, sill and mullions). 15.48.030 Purpose. The purpose of this chapter is to safeguard property and to promote public welfare and safety by providing minimum security standards to be used in the design, construction, and maintenance of build- ings and the quality of materials used therein. 15.48.040 Scope. A. The provisions of this chapter shall apply to new construction and to buildings or structures to which additions or alterations are made except as specifically provided by this chapter. When additions or alterations made within any twelve month period exceed Five Thousand Dollars ($5,000.00), such -7= addition or alteratio,, ,hall be made to conform to the ~curity requirements for new buildings and structures. If the addition or alteration exceeds twenty-five percent (25%) of the existing value of the structure for industrial and commercial buildings and structures or fifty percent (50%) of the value for residential buildings or structures, then the entire structure or building shall be made to conform to the security requirements for new buildings and structures. B. Existing multiple family dwelling units which are converted to privately owned family units (condominiums, stock cooperatives, etc.) shall comply with the provisions governing multiple family residential buildings. C. 'Any existing structure which converts from its original occupancy group as designed in the Uniform Building Code (UBC), shall comply with the provisions of this chapter. D. Any building as defined in UBC and Title 19 of the California Adminis- trative Code, requiring special type releasing, latching, or locking devices, other than described in this chapter, shall be exempt from the provisions of this chapter relating to locking devices of interior and/or exterior doors. E. Any commercial building that changes tenants and is lacking in minimal security measures shall comply with the provisions of Section 15.48.075. 15~48~050~ Minimum-securil~y'~standa~ds~f0r~multiple famiiy-dWeiiings. A. Exterior doors shall comply with the following: 1. Exterior doors and doors leading from garage areas into multiple dwelling buildin§s and doors leading into stairwells below the sixth floor level shall have self-locking (deadlatch) devices, allowing egress to the building or into the garage area, or stairwell, but requiring a key to be used to gain access to the interior of the building from the outside or garage area or into the hallways from the stairwell. 2. Exterior doors and doors leading from the garage areas into multiple dwelling buildings and doors leading into stairwells shall be equipped with self-closing devices, if not already required by other regu- lations, ordinances, or codes. =8- B. Hinged entrance doors to individual motel, hotel, and multi-family dwellings shall comply with the following: All wood doors shall be of solid core with a minimum thickness of 1-3/8". 2. Hinged entrance doors to individual units shall have deadbolts with one inch minimum throw and hardened steel inserts in addition to door- latches with one-half inch minimum throw. The locks shall be so constructed that both deadbolt and deadlatch can be retracted by a single action of the inside door knob. Alternate devices to equally resist illegal entry may be substituted subject to prior approval of the Police Department. Strike plates shall be secured to wooden jambs with 2" wood screws. (Refer to 15.48.060 A,1, h.) 3. An interviewer or peephole shall be provided in each individual unit entrance door. 4. Doors swinging out shall have non-removable hinge pins. 5. Door closers may be provided on each individual entrance door. 6. In-swinging exterior doors shall have rabbited jambs. 7. Jambs for all doors shall be constructed or protected to prevent violation of the function of the strike. C. Sliding patio-type doors opening onto patios or balconies which are accessible from the outside shall comply with the following: 1. The movable section of a single sliding patio door(s) shall be adjusted in such a manner that the up and down play is taken up to prevent lifting with a pry tool to defeat the locking mechanism. 2. Deadlocks shall be provided on all single sliding patio doors. Mounting screws for the lock case shall be inaccessible from the outside. =9= Lock bolts shall be of hardened material or have hardened steel inserts and shall be capable of withstanding a force of eight hundred pounds applied in any direction. The lock bolts shall engage the strike suffi- ciently to prevent its being disengaged by any movement of the door within the space or clearances provided for installation and operation. The strike area shall be reinforced to maintain effectiveness of bolt strength. 3. Double sliding patio doors must be locked at the meeting rail and meet the locking requirements of subdivision C2 of this section. D. Windows. 1. A window, skylight, or other natural light source forming a part of the enclosure of a dwelling unit shall be constructed, installed, and secured as set forth in subsection D2 of this section, when such window, skylight or light is not more than twelve feet above the ground of a street, highway, yard, court, passageway corridor, balcony, patio, breezeway, portion of the building which is available for use by the public or other tenants, or similar area. A window enclosing a private garage with an interior opening leading directly to a dwelling unit shall also comply with subsection D2 of this section. 2. Window Protection. a. Windows shall be so constructed that when a window is locked it cannot be lifted from the frame and the sliding portion of a window shall be on the inside track. b. Window locking devices shall be capable of withstanding a force of three hundred pounds applied in any direction. d. locking devices. Louvered windows shall not be used. Accessible windows that open should be equipped with secondary -10- E. Keying Requirments. Upon occupancy by the owner or proprietor, each single unit in a tract or commercial development, constructed under the same general plan, shall have locks using combinations which are interchange free from locks used in all other separate dwellings, proprietorships or similar distinct occupancies. F. Numbering of Buildings. There shall be positioned at each entrance of a multiple family dwelling complex an illustrated diagramatic representa- tion of the complex which shows the location of the viewer and the unit desig- nations within the complex. The illuminated diagramatic representation shall be protected by the use of vandal-resistant covers. In addition, each indivi- dual unit within the complex shall display a prominent identification number not less than four inches in height, which is easily visible to approaching vehicular and pedestrian traffic. The numerals shall be of contrasting color to the background to which they are attached. 15~48,060"Minimum'securi~y~standaras for~s~ngie-famiiy-awei~ings A. Doors. 1. Exterior doors. a. Exterior doors and doors leading from garage areas into single family dwellings shall be of solid core with a minimum thickness of 1-3/8". b. Exterior doors for single family dwellings shall have deadbolts with a one inch minimum throw in addition to deadlocking latches. The locks shall be so constructed that both deadbolt and deadlocking latch can be re- tracted by a single action of the inside doorknob. Alternate devices equally resistant to illegal entry may be substituted subject to prior approval of the Police Department. Strike plates shall be secured to wooden jambs with 2" wood screws. (Refer to 15.48.060 A, 1., h.) -11- c. Doors leading from enclosed garage areas into single t'amily dwellings shall have deadbolts in addition to deadlocking latches. d. Vision panels in exterior doors or within reach of the in- side activating device must be of burglary resistant glazing or equivalent as approved by the Police Department. e. Openings for delivery of mail will be allowed and those open- ings shall be no larger than twenty-four square inches. Openings located within three feet of any locking device shall be constructed to prohibit access to the interior doorknob. f. Exterior doors swinging out shall have non-removable hinge pins or hinges with studs. g. Exterior doors swinging in shall have rabbited jambs. h. Door frames shall be installed or protected to prevent viola- tion of the function of the strike. (1) Door jambs shall be installed with solid backing in such a manner that no voids exist between the strike side of the jamb and the frame opening for a vertical distance of six inches each side of the strike. (2) In wood framing, horizontal blocking shall be placed between studs at door lock height for three stud spaces each side of the door openings. Trimmers shall be full length from the header to the floor with solid backing against sole plates. (3) The strike plate for deadbolts on al/ wood framed doors s~all be constructed of minimum sixteen U.S. gauge steel, bronze, or brass and secured to the jamb by a minimum of two screws, which must penetrate at least two inches into solid backing beyond the surface to which the strike is attached. -12- i. On pairs of doors, the active leaf shall be secured with the type lock required for single doors in subdivision Al.b. of this section. The inactive leaf shall be equipped with lever flush extension bolts protected by hardened material with a throw of three-fourths inch at head and foot. Multiple point locks, cylinder activated from the active leaf and satisfying the requirements above may be used in lieu of flushbolts. 2. Sliding patio type doors opening onto patios or balconies which are otherwise accessible from the outside shall comply with the followin§: a. Single sliding patio doors shall be adjusted in such a manner that the up and down play is taken up to prevent lifting with a pry tool to defeat the locking mechanism. b. Deadlocks shall be provided on all single sliding patio doors. Mounting screws for th lock case shall be inaccessible from the outside. Lock bolts shall be hardened steel or have hardened steel inserts and shall be cap- able of withstanding a force of eight hundred points applied in any direction. The lock bolt shall engage the strike sufficiently to prevent its being dis- engaged by any possible movement of the door within the space or clearances necessary for installation and operation. The strike area shall be reinforced to maintain effectivenss of bolt strength. c. Double sliding patio doors must be locked at the meeting rail and meet the locking requirements of subdivision A2.b. of this section. B. Windows. 1. A window, skylight, or other natural light source forming a part of the enclosure of a dwelling unit shall be constructed, installed, and secured as set forth in subdivision B.2 of this section when such window, skylight, or light is not more than twelve feet above the ground of a street, highway, yard, -13- Ce d. locking devices. court, passageway, corridor, balcony, patio, breezeway or any portion of the building which is available for use by the public or other tenants, or similar area. A window enclosing a private garage, with an interior opening leading directly to a dwelling unit, shall also comply with subdivision B.2 of this sect i on. 2. Window Protection. a. Windows shall be constructed so that when the window is locked it cannot be lifted from the frame, and the sliding portion of a window shall be on the inside track. b. Window locking devices shall be capable of withstanding a force of three hundred pounds applied in any direction. Louvered glass windows shall not be used. Accessible windows that open should be equipped with secondary C. Overhead garage doors sha'll not have bottom vents except those doors having double louvered or shielded vents or approved alternate devices to pro- tect the locking mechanism. D. Keying Requirements. Upon occupany by the owner each single unit in a tract constructed under the same general plan shall have locks using combin- ations which are interchange free from locks used in all other separate dwell- ings. E. Numbering. All residential dwellings shall display a street number in a prominent location on the street side of the residence in such a position that the number is easily visible to approaching emergency vehicles. The numer- als shall be no less than four inches in height and shall be of a contrasting color to the background to which they are attached. The numerals shall be lighted at night. -14- 15.48.070 Minimum security standards for non-residential buildings. A. Doors. 1. All exterior doors shall be secured as follows: a. A single metal frame door shall be secured with either a double cylinder deadbolt or a single cylinder deadbolt without a turnpiece. A lock or expanding bolt shall have a throw of three-fourths inch minimum. b. Single solid core wood doors or hollow sheet metal doors shall be a minimum of 1-3/8" thick and shall be secured with a deadbolt lock with a minimum throw of one inch. Strike plates shall be secured to wooden jambs with 2" wood screws. (Refer to 15.48.060 A., 1., h). On pairs of doors, the active leaf shall be secured with the type of lock required for single doors in subsection A.1 of this section. The inactive leaf shall be equipped with automatic flush extension bolts protected by hardened material with a minimum throw of three-fourths inch at head and foot and shall have no door knob or surface mounted hardware. Multiple point locks, cylinder acti- vated from the active leaf and satisfying the requirements may be used in lieu of flushbolts. c. Any single or pair of doors requiring locking at the bottom or top rail shall have locks with a minimum of one throw bolt at both the top and bottom rails. d. Panic Hardware, whenever required by the Uniform Building Code or Title 19, California Administrative Code, shall be installed as follows: (1) Panic hardware shall contain a minimum of two locking points on each door. Doors will have vertical rod panic hardware with top and bottom latch bolts, or -15- (2) On single doors, panic hardware may have one locKin§ point which is not to be located at either the top or bottom rails of the door frame. The door shall have an astra§al constructed of steel .125 inches thick which shall be attached with non-removable bolts to the outside of the door. The astragal shall extend a minimum of six inches vertically above and below the latch of the panic hardware. The astragal shall be a minimum of two inches wide and extend a minimum of one inch beyond the edge of the door to which it is attached. (3) Double doors containing panic hardware shall have an astragal attached to the doors at their meeting point which will close the opening between them, but not interfere with the operation of either door. e. Exterior sliding commercial entrances shall be secured as in subdivisions A.l.b and A.l.c of this section and shall comply with fire and safety regulations. f. Exterior rolling overhead doors, solid overhead swinging, sliding or accordian doors shall be secured with a cylinder lock and/or pad- lock on the inside, when not otherwise controlled or locked by electric power operation. Masonite panels in such doors will not exceed eight inches by twelve inches and will be located so that they are no closer then three feet to any locking device. g. Metal accordian grate or grill-type doors shall be equipped with metal guide tracks at top and bottom, and a cylinder lock and/or padlock. The bottom track shall be so designed that the door cannot be lifted from the track when the door is in a locked position. h. Outside hinges on all exterior doors shall be provided with non-removable pins when using pin-type hinges. -16- i. Doors with glass panels and doors that have glass panels adjacent to the door frame shall be secured as follows: (1) Rated burglary-resistant glass or glass-like material; or (2) The glass shall be covered with iron bars of at least one-half inch round or one and one-fourth inch by seven-eighths inch flat steel material, spaced not more than five inches apart, secured on the in- side of the glazing; or (3) Iron or steel grills of at least one-eighth inch material of two inch mesh secured on the inside of the glazing. j. Wood doors swinging in shall have rabbited jambs. k. Jambs for all doors shall be constructed or protected to prevent violation of the function of the strike. 1. All exterior doors shall be adequately illuminated at all hours to make clearly visible the presence of any person on or about the premises. Lights shall be equipped with vandal-resistant covers/lenses. m. A double cylinder deadbolt lock or a single cylinder dead- bolt lock without a turnpiece may be used in "Group B" occupancies as defined by the Uniform Building Code. When used, there must be a readily visible durable sign on or adjacent to the door stating "This door to remain unlocked during business hours", employing letters not less than one inch high on a contrasting background. The locking device must be of type that will be readily distinguishable as locked and its use may be revoked by the Building Official for due cause. -17- B. Wi ndows. 1. Accessible rear and side windows not viewable from the street shall consist of rated burglary-resistant glazing or its equivalent. 2. All accessible windows, capable of being opened, shall be secured on the inside with a locking device capable of withstanding a force of three hundred pounds applied in any direction. 3. Louvered windows shall not be used. 4. Outside hinges on all accessible side and rear glass windows shall be provided with non-removable pins. If the hinge screws are access- ible, the screws shall be of the non-removable type. 5. Accessible windows that open should be equipped with secondary locking devices. C. Transoms and Awning Windows. All exterior transoms and awning windows exceeding sixty square inches on the side and rear of any building shall be protected by one of the following: 1. Rated burglary-resistant glass or glass-like material; or 2. Outside round iron bars of at least one-half inch diameter or one and one-fourth inch by seven-eighths inch flat steel material, spaced no more than five inches apart; or 3. Outside iron or steel grills of at least one-eighth inch material but not more than two inch mesh; 4. The window barrier shall be secured with galvanized rounded head flushbolts of at least seven-eighths inch diameter on the outside. D. Roof Openings. 1. All glass skylights on the roof of any building shall be provided with: -18- a. Rated burglary-resistant glass or glass-like material; or b. Iron bars of at least one-half inch round or one and one- fourth inch by seven-eighths inch flat steel material spaced no more than five inches apart under the skylight and securely fastened; or c. A steel grill of at least one-eighth inch material or two inch mesh under the skylight and securely fastened. 2. All hatchway openings on the roof of any building shall be secured as follows: a. If the hatchway is of wooden material, it shall be covered on the outside with at least sixteen gauge sheet steel or its equivalent attached with screws. b. The hatchway shall be secured from the inside with a slide bar or slide bolts. The use of crossbar or padlock must be approved by the Fire Marshal. c. Outside hinges on all hatchway openings shall be provided with non-removable pins when using pin-type hinges. 3. All air duct or air vent openings exceeding eight inches by twelve inches on the roof or exterior walls of any building shall be secured by covering the same with either of the following: a. Iron bars of at least one-half inch round or one and one- fourth inch by seven-eighths inch flat steel material, spaced no more than five inches apart and securely fastened; or b. A steel grill of at least one-eighth inch material or two-inch mesh and securely fastened; and c. If the barrier is on the outside, it shall be secured with galvanized rounded head flushbolts of at least three-eighths inch diameter on the outside. -19- E. Ladders. 1. Any ladder excluding fire escapes, located on the exterior of any building which could provide access to the roof shall be not less than ten feet from any accessible ground area. 2. Ladders accessible from ground level shall be fully enclosed with sheet metal in an approved manner to a height of ten feet. This cover- ing shall be locked against the ladder with a case hardened hasp, secured with non-removable screws or bolts. Hinges on the cover will be provided with non-removable pins when using pin-type hinges. If a padlock is used, it shall have a hardened steel shackle, locking at both heel and toe, and a minimum five pin tumbler operation with non-removable key when in an un- locked position. 3. A building located within eight feet of utility poles or similar structures which can be used to gain access to the building's roof, windows or other openings shall have such access area barricaded or fenced with materials to deter human climbing. F. Special Security Measures. 1. Safes. Commercial establishments having one hundred dollars or more in cash on the premises after closing hours shall lock such money in an approved type money safe with a minimum rating of TL-15. 2. Office Building (Multiple Occupancy). All entrance doors to individual office suites shall have a deadbolt lock. 3. The premises, while closed for business after dark, must be suffi- ciently lighted to make clearly visible the presence of any person on or about the premises. -20- G. Keying Requirements. Upon occupancy by the owner or proprietor, each single unit in a commercial development, constructed under the same general plan, shall have locks using combinations which are interchange free from locks used in all other separate proprietorships or similar distinct occupancies. Tenants shall have direct access to any room or enclosure which is used to contain metering and/or switching devices for the respective tenant. H. Numbering of Buildings. The address number of every commecial build- ing shall be illuminated during the hours of darkness so that it shall be easily visible from the street. The numerals in these numbers shall be no less than six inches in height and of a color contrasting with the background. In addition, any business in a location which affords vehicular access to the rear through any driveway, alleyway or parking lot shall also display the same numbers on the rear of the building. I. Alarm Systems. 1. Establishments listed in this subdivision and those businesses reasonably similar in nature shall be protected by a silent robbery alarm, direct connect, unless otherwise specified by the Police Department. a. Banks; b. Liquor Stores; c. All retail stores open after ten p.m.; d. Jewelry stores; e. Pawn shops; f. Coins and stamps; g. Restaurants and bars; h. Hotels and motels; -21- i. Theaters; j. Gun and ammunition stores; k. Those businesses designated by the Chief of Police as being subject to a high risk of robbery and/or which have an inventory which pre- sents a potential danger to the public health or safety. 2. Establishments listed in this subdivision and those businesses reasonably similar in nature shall be protected by a silent intrusion alarm, direct connect, unless otherwise specified by the Police Department. a. Banks; b. Liquor Stores; c. Pharmacies; d. Jewelry Stores; e. Pawn Shops; f. Coins and stamps; g. Restaurants and bars; h. Hotels and motels; i. Theaters; j. Gun and ammunition stores; k. Those businesses designated by the Chief of Police as being subject to a high risk of burglary and/or which have an inventory which pre- sents a potential danger to the public health or safety. 3. Establishments listed in this subdivision and those businesses reasonably similar shall be protected by a central station silent intrusion alarm: a. Supermarkets; b. Electronic equipment stores; c. Wig stores: -22- d. Clothing (new) stores; e. Industrial tool supply houses; f. Camera stores; g. Industrial, warehouse, and office buildings; h. Other similar businesses designated by the Chief of Police as being highly susceptible to intrusions. 4. Establishments listed in this subdivision and those businesses reasonably similar shall be protected by a local alarm system or one of the systems listed in subdivisions 1.1 through 1.4 of this section: a. Antique dealers; b. Art galleries; c. Service Stations 5. Establishments required to install alarm systems under this chapter shall utilize acceptable materials and assure that the system is maintained in proper working order, with attention given to preventing false alarms through human error or equipment malfunction. 15~48~075'~Minimum security~Standards-fOr-change~of~tenants'in non-residential buildings. A. Exterior doors shall meet the deadbolt locking requirements of Section 15.48.,070 A. B. Numbering of buildings shall comply with the requirements of Section 15.48.070 H. C. All exterior doors shall meet the illumination requirements of Section 15.48.070 A.I.1. D. Roof openings shall meet the security requirements of Section 15.48.070 D. E. Alarm systems shall be installed per the requirements of Section 15.48.070 I. -23- i5~48~080-~EXte~io~'seCUrity-ligh~ing. A. Parking lots, including parking lots with carports, aisles, passage- ways, recesses and grounds contiguous to buildings within multiple family, commercial and industrial complexes, shall be provided with high pressure sodium lighting with sufficient wattage to provide adequate illumination to make clearly visible the presence of any person on or about the premises dur- ing the hours of business darkness. Such lighting will be equipped with vandal-resistant covers/lenses. B. The lighting required in subsection A of this section will be installed according to a lighting plan reviewed and approved by the Police Department. Review and approval will be based upon criteria including but not limited to: 1. The nature and use of the area within the development; 2. The type of area in which the development is located; 3. The hours of use of the area to be lighted; 4. The frequency of use of the area to be lighted; 5. The nature of the business located in the area, if commercial and/or industrial; 6. Existing lighting in the area; 7. Past criminal or crime related incidents in the area; 8. Physical characteristics of the structure and/or development under proposed construction. C. Nothing contained in this section is to be construed as prohibiting additional types of lighting (i.e., incandescent, mercury vapor, etc.) from being used for purposes such as enhancing the beauty of the structure or land- scaping, marking locations of stairways and other similar uses. Such lighting shall not be used in lieu of high pressure sodium lights for security purposes. -24- 15.48.085 Additional security measures may be required. A. Additional security measures more stringent than those stated else- where in this chapter may be required by the planning commission as a condi- tion of approval of a use permit in projects of a more complex nature than the normal residential, commercial, or industrial developments. Prior to requiring such additional security measures, the planning commission shall first make findings that the project is of a highly complicated nature which will significantly and adversely affect the City's ability to respond to security and/or other emergency situations within the project. B. Such additional security requirements shall be determined by consider- ing the results of a study by City staff of specific individual characteris- tics of a project and the needs dictated by such characteristics. Security measures required under this section may include, but shall not be limited to: 1. Security guard systems; 2. Video monitoring systems; 3. Card access systems; and 4. Other state of the art security measures, including incorporation of "defensible space" techniques. 5. Consultant fees as needed for detail review and testing. Systems required under this section may be approved as general use permit conditions, until such time as plans detailed enough are submitted for specific conditions to be set prior to issuance of the building permit. C. Systems required under this section shall be maintained for the life of a given project as a condition to the continuing validity of a use permit. Projects which remove security devices or fail to maintain systems (including security guard services) required as a condition to a use permit, shall have their use permits revoked upon findings of such failure being made by the planning commission after a public hearing held before them. -25- i5~48~090 ~Ai~ernative-materia~s and'me~hodS'Of'COnstruction. The provisions of this chapter are not intended to prevent the use of any material or method of construction not specifically prescribed by this chapter, provided any such alternate has been approved by the enforcing authority and/or Police Department as affording the same measure of protec- tion as those prescribed by this chapter. Nor is it the intention of this chapter to exclude any such method of structural design or analysis not specifically provided for in this chapter. i5~48~100'-TeS~s Whenever there is evidence of insufficient compliance with the provisions of this chapter or evidence that any material or any construction does not conform to the requirements of this chapter or where it is necessary in order to substantiate claims for alternate materials or methods of construction, the enforcing authority may require tests as proof of compliance to be made at the expense of the owner or his agent by an approved agency. All tests will be made as set forth in the "International Conference of Building Officials Reports". 15.48.110 Enforcement. The enforcement officer shall be the chief building inspector with the assistance of the authorized representative of the Chief of Police and other appropriate departments in accordance with administrative procedures adopted with the approval of the city manager. i5~48~i20 Responsi6~ii~y-for'seEu~i~y. The person owning the property, his designated agent and the general contractor for the project in question shall be jointly and severally responsible for com- pliance with this chapter. -26- 15.48.130 Violations --Penalties. Any person constructing, enlarging or maintaining any building or structure in this City or who causes the same to be done in violation of this chapter shall be guilty of a misdemeanor and shall be punished as provided in Chapter 1.24 of this Code. 15.48.140 Nuisances declared -- Abatement and Injunctions. Any building or structure set up, erected, constructed, altered, enlarged, converted, moved or maintained contrary to the provisions of this chapter is declared to be unlawful and a public nuisance; and the City Attorney of the City shall, upon order of the City Council, immediately commence action or proceedings for the abatement and removal and enjoinment thereof in the manner prescribed by law, and shall take such steps and shall apply to such courts as may have jurisdiction to grant such relief as will abate and remove such build- ing or structure, and restrain and enjoin any person, firm or corporation from setting up, erecting, building, maintaining or using any such buildings contrary to the provisions of this chapter. SECTION 3. SEVERABILITY If any section, subsection, sentence, clause or phrase of this Ordi- nance is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portion of -27- this Ordinance. The City Council hereby declares that it would have adopted this Ordinance and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. SECTION 4. REPEAL OF PRIOR CHAPTER 15.48 OF THE SOUTH SAN FRANCISCO MUNICIPAL COSE AND PRIOR ORDINANCE NO. 825 Chapter 15.48 of the South San Francisco Municipal Code and Ordinance No. 825, entitled "Minimum Building Security Standards" is hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation o~ any Ordinance or Municipal Code chapter hereby repealed prior to the effective date of this Ordinance. SECTION 5. PUBLICATION AND EFFECTIVE DATE. This Ordinance shall be published once in the Enterprise-Journal, a newspaper of general circulation in the City of South San Francisco, as required by law, and shall become effective thirty (30) days from and after its adoption.
