WELCOME
If this is the first time you have been to a Commission meeting, perhaps you'd like to know a little about
our procedure.
Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject
not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of
application to be heard in the order in which it appears on the Agenda. A staff person will then explain
the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the
application. Then persons who oppose the project or who wish to ask questions will have their turn.
If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon
as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for
the record.
When the Commission is not in session, we'll be pleased to answer your questions if you will go to the
Planning Division, 315 Maple Ave or telephone (650) 877-8535 or by e-mail at [email protected].

ADMINISTRATIVE ITEMS:
2. TAC 2212 and TAC 2301 Meeting
• Commissioner Monzon requested more details for 2212-1. Also asked about the
multiple See-Click-Fix tickets for 3rd lane - The signs will be updated to say Tow
Away for the public to better identify the type of parking. PD is aware of these See-

Click-Fix tickets and Wrong Way signs, or lane markings will be explored for this
lane.
• Vice Chair Malfatti noted she is weary when residents request speed bumps but
when PD does that’s better
• Commissioner Monzon commented on 2301-B – there is a school off Olive. High
visibility for street cross walk would be best, this would be done with paint.

• Chair Abarca asked that there is more wood chips at the dog park by the Safeway/
Boys and Girls Club– will pass along to Public Works

• The Brown Act is expiring Feb 28th, 2023. Moving forward all meetings will meet
in-person moving forward. Training of Browns Act will follow – April 2023.
• Commissioner Monzon asked the difference between hybrid and online – Planning
Commission is ran hybrid, part in-person and over Zoom.

Streetlight traffic study concluded that all-way stops are not warranted at this
intersection due to the low volumes and no accidents; 85th percentile speeds
are also within the posted speed limits
Engineering has upcoming CIP project to install high-visibility crosswalks and
ADA crosswalks at this intersection
TAC recommends informing resident of upcoming improvements
PD to respond the resident with recommendations

San Felipe Ave -- Request for two speed humps due to speeding
on San Felipe Ave (Jennifer Smith; 124 San Felipe Ave; 650-676-
5339); Another call on December 5th (Mrs. Bullard; 152 San Felipe
Ave; 650-245-8612)
Streetlight speed survey concluded that:
o San Felipe Ave NB: 85th percentile 20-22mph
o San Felipe Ave SB: 85th percentile 18-22mph
PD provided accident reports showing 5 accidents occurring within the past 5
years with none resulting in speeding
TAC does not recommend speed humps as the 85th percentile speeds are
within the 25mph speed limit and no accidents within the past 5 years
reported were in result of speeding.
2022 StreetLight 85th Percentile Speeds:
o NB 85th Percentile: 28-30mph, 689 vpd
o SB 85th Percentile: 28-30mph, 639 vpd
1 collision in past 5 years (unsafe turning movement into a parked vehicle).
Street being observed as a part of SSF City-wide speed survey.
San Felipe is classified as a collector road and speed bumps is not
recommended as it may steer traffic into adjacent streets.

PD will place both the radar board and ATS board on San Felipe Ave to reduce
speeds and collect data and further monitor this location.
TAC will discuss PD findings at next month’s TAC meeting.

Spruce Ave between Park Way and Hemlock - Request for a
speed bump due to speeding (Heidi C. Rossovich; 650-871-5369;
10/13/2021)
Streetlight speed survey concluded that:
Spruce NB: 85th percentile speeds at 16-18mph
Spruce SB: 85th percentile speeds at 14-16mph
PD provided accident reports showing no accidents occurring within the past
5 years
Spruce is also a collector road and speed humps are not recommended as it
may diverge traffic into smaller local roads
TAC does not recommend speed humps as the 85th percentile speeds are
within the 25mph speed limit and no accidents within the past 5 years
reported were in result of speeding.
PD notes that this area has been on CARE previously and will be included
on CARE for December

To whom it may concern,
Hasn't the City of SSF noticed the severe traffic jams they have created after installing a light at
Antoinette Ln? Compounded by building a new police station and the nearly completed new city hall? It's
going to worsen and create further gridlock. Cars are now blocking the intersections so cross traffic has
nowhere to go!
Chestnut traffic lights need revised engineering! If both lights at El Camino Real and Antoinette lane
can't stay green at the same time, traffic locks up all the way back to Grand Ave. The city created this
mess, please fix it!

Subject: 665 Baden (Second Lane)
Hello
Connie Garcia lives at 665 Baden Avenue. The rear of their property comes up to Second Lane. They put
in a chain link fence/ gate about 15 years ago. However, they cannot access the gate due to the fact
other residents on Second Lane park there blocking the gate. They are requesting “No Parking” signs be
installed between the two corners of the fence line to stop people from parking there.
I did speak and advised them that it was legal for people to park their vehicle on Second Lane behind
their property and there was nothing the PD could do currently to prevent that. They requested I bring
this issue up during the next TAC meeting on their behalf.

Hi,
I'm writing to report an issue with the traffic flow at the intersection of Dubuque Ave
and Oyster Point Blvd (37.66331870465603, -122.39871368750323). The intersection
recently had new lines painted for the left turn from Oyster Point Blvd (heading west) to
Dubuque Ave (heading south towards Costco/101S). The new lines have the left of the
two left turn lanes turning going only to the straight only lane on Dubuque. Previously,
the lines had this lane going to either the straight only lane on Dubuque or the left of the
two right turn lanes to the 101S on ramp. Most traffic turning left from Oyster Point
onto Dubuque are headed to 101S, especially during rush hour. The new lines have
created an unsafe traffic flow and causes significant delays.
How can I request that the lines at that intersection be returned to their previous setup?

Hello ‐
I have contacted the Traffic Advisory Board in the past and have seen no changes on Spruce Avenue
regarding speeding vehicles. I am specifically concerned with the traffic between Hemlock and Park Way
during school hours; meaning drop off and pick up times. The cars speed through the neighborhood on
the way to and from Spruce School, Martin School and All Souls School. Cars are also double‐parked
near the schools during these times creating congestion.
In the past I had suggested speed bumps (lumps, humps) but was told 85% of the cars are traveling
within the speed limit. Is there a report or study to confirm this percentage?
The installation of speed bumps was also denied because it could divert speeding traffic onto local,
neighboring streets. So, does that acknowledge that there actually are speeding cars in this area?
It was also stated that Spruce Avenue is a collector road. I have driven on Avalon and there are speed
bumps there. Isn't that also a collector road? Why is Spruce Avenue being ignored? It is very dangerous
for vehicles and especially for pedestrians. A lot of people walk through this area with kids and strollers.
We had spoken to James Coleman about this when he was running for office. He said he would address
the issue. That has been some time now with no changes.
Please have the police monitor this area and cite these speeders before something terrible happens.

Dear Heidi C. Rossovich,
The Traffic Advisory Committee (TAC) discussed and reviewed your request for a speed
bump on Spruce Ave between Hemlock and Park Way during its October 27, 2021
meeting.
TAC does not recommend speed bumps as a traffic study and speed survey concluded
that the 85th percentile of vehicles were traveling within 25 mph speed limit. Spruce Ave
is also classified as a collector road. The installation of speed bumps could divert speeding
traffic onto local, neighboring streets, which these smaller streets don’t have the capacity
to handle the increased in traffic and volume.
TAC also reviewed the recent accident history and no accidents reported were in result
of speeding.
We have notified police to make them aware of this request. And this area has been
included as part of the Citizen Assisted Reactive Enforcement (CARE) Program where
Police monitor traffic and speeding. The Police Department will monitor traffic and cite
speeding vehicles.
