Motion - Councilmember Coleman / Second Mayor Nicolas: to approve the minutes. The motion carried
unanimously.
2. Study session regarding the Community Development Block Grant Fiscal Year 2022-2023
Annual Action Plan and Budget Allocation (Heather Ruiz, Management Analyst II)
Management Analyst Ruiz presented the report and stated the purpose of the meeting was to obtain
feedback and direction regarding the 2023-2024 budget. She introduced Frankie Lewington with Root
Policy, who presented an overview of where we are in the process. Lewington shared that community
hearings were held to engage the public in coordination with San Mateo County, and over 40
stakeholders, including developers and providers, were interviewed. The presentation shared both
housing and neighborhood needs and priorities.

The City Council may meet by teleconference, consistent with the Brown Act as
amended by AB 361 (2021. Under the amended rules, the City will not provide a
physical location for members of the public to participate in the teleconference
meeting.

Mayor Nicolas and Councilmember Coleman agreed that the existing goals are accurate and do not
require modification but suggested that staff monitor the efficiency of those agency-awarded funds. It
was noted that the need for assistance has increased, but funding remains the same.
Analyst Ruiz provided an overview of HUD policies and procedures. She stated an official letter detailing
areas of improvement is expected to be received by the city, and the city will need to respond within 30
to 45 days. She shared preliminary findings regarding Ombudsman Services that were presented due to
the agency needing to be more responsive to requests for providing client files per HUD guidelines.
Economic and Community Development Director Selander suggested that requirements be articulated to
Ombudsman Services moving forward. Mayor Nicolas requested that the issue be escalated through the
agency.
Analyst Ruiz reviewed the action plan approval, proposed budget estimates, and 2023-2024 renewal
requests. She noted there was a delay in fund allocation for Health Mobile. An update will be provided at
the upcoming needs assessment on March 8, 2023. Mayor Nicolas suggested a PowerPoint presentation
from agencies with agency information for the Council and community.

Study session regarding the Community Development Block Grant Fiscal Year 2023-2027 Consolidated Plan
and Budget Allocation for the 2023-2024 Annual Action Plan (Heather Ruiz, Management Analyst II)
RECOMMENDATION
Staff recommends that the Community Development Block Grant (CDBG)Subcommittee of the City
Council provide feedback regarding the Fiscal Year 2023-2027 Consolidated Plan and Budget Allocation
for the 2023-2024 Annual Action Plan.
BACKGROUND/DISCUSSION
The purpose of this study session is to receive feedback from the Community Development Block Grant
(CDBG)Subcommittee (Subcommittee)regarding the 2023-2027 Five-Year Consolidated Plan (Con Plan)as
well as the Program Year (PY) Annual Action Plan (Action Plan) budget.
The U.S Department of Housing and Urban Development (HUD)requires local jurisdictions to prepare a Five-
Year Consolidated Plan (Consolidated Plan),this cycle is from 2023 to 2027,as well as an Annual Action Plan
(Action Plan)for the upcoming program year,2023-2024,to receive funds through the Community
Development Block Grant Program (CDBG).As part of the development of the Consolidated and Action Plans,
the City is required to hold two public hearings.The first public hearing was held at City Council on March 8,
2023,to obtain citizens’views on housing,community,and economic development needs which will inform the
Plans.Additionally,for those non-profit organizations seeking CDBG funds,they used this public hearing to
make brief comments to City Council regarding their programs.
The second and final public hearing is scheduled for April 26,2023.At this meeting Council will consider
adopting the Consolidated and Actions Plans and make final allocations of CDBG funding.
BUDGET
Funds Available for Program Year (PY) 23-24
The City’s entitlement allocation for PY23-24 is $457,048.Since the City received its entitlement amount
earlier than in previous years,staff is preparing the budget reflective of the entitlement amount.This will allow
the Subcommittee to use final funding allocations rather than budget estimates for the Action Plan.
The budget outlined in Attachment 1 incorporates the public service grantees’requests,program income and
roll over from prior years,which totals to $541,048.The spending caps for Public Services (15%)and
Administrative Costs (20%) are HUD regulated formulas and cannot be amended.
DISCUSSION
CDBG Programs
The following is a summary of currently funded activities under the CDBG program.
Public Services (Non-profits) ($68,000)

Program Year 23-24 marks the second year of a two-year funding cycle for Public Service non-profits.The
City’s current non-profits submitted renewal applications on Thursday,January 12,2023,for PY23-24 funding.
However,prior to the March 8,2023,Needs Assessment Hearing,Peninsula Volunteers informed staff that they
will not be requesting to renew their application for PY23-24 due to transition changes.Attachment 2 provides
an overview with staff recommendations for the Subcommittee’s consideration and review.
Fair Housing (HOME) ($14,971)
The City has targeted the HOME administrative funds it receives from the County for fair housing activities
since the CDBG regulations require the City to affirmatively further fair housing and fair housing activities can
only be funded from administration or public service type funds.In PY22-23,the HOME Administrative funds
were allocated to Project Sentinel,a non-profit fair housing provider.Project Sentinel has submitted a renewal
application for the cycle. No other sub-recipients have requested HOME Administrative Funds.
City Sponsored Activities: Housing ($77,000)
The City-sponsored activities for housing include the debris box vouchers,emergency home repairs,and the
housing rehabilitation loan program.Lines 20-22 (of Attachment 1)include the proposed budget for these
activities for discussion.
The Housing Rehabilitation Loan Program assists low and moderate-income homeowners with housing loans
and/or grants to rehabilitate their homes.This program demonstrates the City’s commitment to maintaining
affordable housing and anti-blight and anti-displacement efforts.The Housing Rehabilitation Loan Program is
being modified to improve efficiency and to reduce administrative cost.Staff continues to work with other
members of the CDBG cohort of entitlement cities to improve this process.
Based on interaction with residents as well as input from CDBG nonprofits, residents are hesitant to
apply for such large loans. The following reasons have been provided:
·The rising cost of construction provides very limited options to rehabilitating a home. For example,
the cost of updating electrical wiring for safety can exhaust all funds where in the past it would
revitalize an entire home.
·There is a specific need only for roofing.
·There is hesitancy for residents to take on large loans on limited income despite low interest rates
or deferred payments.
·Loans from $15,000 to $45,000 may be borrowed with a 0 to 3% annual interest rate.
Given that the program, in its current structure, is not effective or competitive, staff is seeking
recommendation from the Subcommittee on how funding for this program should be
allocated/reallocated.
Staff recommends retaining a small budget for the Housing Rehab Loan Program, as well as
continuing to fund Debris Box Vouchers and Emergency Home Repairs.
Public Improvements Program ($196,081)
In line item 1 (of Attachment 1),staff has a preliminary proposed budget for discussion.For Public
Improvements,for PY22-23,approximately $150,000 of CDBG funding is being used for the ADA Curb Ramp
Replacement project.The project which will install 17 curb ramps in CDBG eligible areas and addresses ADA
accessibility and improves existing public facilities that service the CDBG service area.Such additional
projects could include updating and improving lighting to address safety concerns in the public right of way,
improving public pathway improvements,or ADA access improvements.Staff recommends a budget of

$196,081 to finance similar public improvements projects.
Other Funding Sources
In PY 22-23,in response to the concerns regarding income verification processes and to fund fewer
Public Service grantees at a higher level to maximize their impact,as directed by HUD,several
grantees were funded through the City’s Housing fund (Fund 205)instead of CDBG.These grantees
included CORA,HIP Housing,Legal Aid,LifeMoves,Samaritan House and StarVista in which their
programs provided services such as shelters, transitional housing, and housing referrals.
The City is currently in the process of drafting the new 2023-2027 Consolidated Plan.Based on the
upcoming preliminary needs and goals in the Con Plan,staff recommends that the Subcommittee
consider funding the following grantees with CDBG entitlement to meet housing needs and goals
(CORA,Samaritan House,and StarVista).However.staff also recommends continuing funding for
Legal Aid,HIP Housing,and LifeMoves through Fund 205 because they provide valuable and much-
needed services to South San Francisco residents,while meeting the program goals of the City’s
housing funds. In addition, it would allow the City to continue to
serve residents in need through these service agencies without jeopardizing CDBG funding in the
future.
FISCAL IMPACT
Holding this study session has no fiscal impact on the General Fund. Funding recommendations
made by the Standing Committee, if approved by the City Council, will have the impacts to the CDBG
budget and the City’s housing funds described above.
RELATIONSHIP TO STRATEGIC PLAN
By completing the HUD-mandated public process,including the required Annual Action Plan,the City will be
able to secure its allocation of CDBG funds for the coming year.This,in turn will advance several components
of the City’s Strategic Plan, in particular:
·Provide funding for social services and public projects to support residents (Strategic Plan
Priority #2 Quality of Life)
·Help fund non-profits that work to address various affordable housing-related issues (Initiative
2.3 - Promote a balanced mix of housing options)
·Shift the financial burden away from the City’s General Fund by securing Federal grant funds
(Priority Area 3 Financial Stability)
·Partner with non-profits that provide information to residents and help strengthen community
relationship (Priority Area 6 Community Connections)
CONCLUSION
Using the CDBG Subcommittee’s feedback,staff will incorporate the budget recommendations into the PY23-
24 Annual Action Plan and present again at the City Council CDBG Public Hearing on April 26, 2023.
