PRESENTATIONS
. Holiday Fire Safety - Presenter: Fire Prevention Technician Dennis Rosaia provided a
visual presentation and information to ensure a safe holiday season around the home when
decorating and cooking.
. Municipal Information Systems Association of California Award - Northern Cali:fi)rnia MISAC
Chapter President Joan Schoening presented the annual award to Information Technology Director
Doug Hollis and IT staff members Tony Barrera and Elias Husary.
. Certificate of Recognition - Mayor Garbarino presented certificate to Mr. Max Poon,
Library Volunteer, in recognition of creating the City's downtown virtual website.
AGENDA REVIEW
No changes.
At the request of Mayor Garbarino, City Manager Nagel reported on a recent newspaper article
related to a 1945 unarmed torpedo unearthed at 333 Oyster Point Boulevard. He stated that it
was most likely used for training purposes during WWII and subsequently used as landfill.
Representatives from Moffitt Field removed it and will be displaying it at their museum.
PUBLIC COMMENTS
Ms. Karla Molina and Mr. Tom Carney, representing North Peninsula Neighborhood Services
Center, provided a visual presentation on the agency's holiday food program and annual plea
for donations.
Mr. Stanley Hollenbach, resident, spoke in opposition to the stop sign being installed at the
corner of Mira Vista and Alta Vista Drive. He stated he is directly affected by its installation
and was unaware of a petition being circulated. He requested installation be delayed until staff
does some further investigation into its need. Mayor Garbarino requested staff follow-up on
the matter.
Ms. Carolyn Moore, HIP Housing, thanked the City for its continued support and presented
Council with 2007 calendars.
Police Corporal Adam Plank, president of the South San Francisco Police Association, with
approximately 40 Association members standing in the audience, reiterated comments made by
Councilman Addiego before and after the October 11, 2006 Council meeting related to speaker
Dennis Normandy (father of Police Officer A. Normandy) and the Association's position that
the comments were inappropriate (e.g. conspiring to promote the thin blue line) causing a
hostile work environment. Corporal Plank further commented that the Association stands
united against retaliation, and that the organization's working relationship with the City has not
been jeopardized.
ITEMS FROM COUNCIL

. Committee Reports
Councilmembers reported on attendance at community and regional meetings and events,
announced upcoming events and fundraisers, and acknowledged members of the community for
their contributions.
Councilwoman Matsumoto reported on the recent budget subcommittee meeting (Femekes/
Matsumoto) and that recommendations will be ready for Council to review during the first
quarter of2007.
Councilman Addiego responded to the Police Association's comments and stated that
questioning an individual's actions was not an attack and his reference to the "thin blue line"
was not derogatory. He stated that after conferring with the City Attorney, he had not censored
someone from speaking. He further reported on a meeting (Fernekes/Addiego) held with the
Downtown merchants and the Redevelopment Agency's actions to purchase 323 Mill(~r Avenue
for a future downtown parking garage.
Councilman Fernekes reported on the Orange Memorial Park Master Plan/recreation building
subcommittee (Fernekes/ Matsumoto) meetings held with Parks & Recreation Commission
subcommittee members, the downtown merchants committee (Fernekes/Addiego) meeting, and
the Kaiser subcommittee (Fernekes/Garbarino) meeting that was held to discuss the future plans
for a new hospital at 1200 EI Camino Real.

2. Motion to confirm expense claims of December 13, 2006 in the amount of
$3,981,721.05
3. Resolution amending equipment replacement budget for the new community room
projection system
Item pulled from Consent Calendar by Vice Mayor Gonzalez.
Motion-Addiego/Second-Fernekes: To approve the Consent Calendar with the:
exception ofItem No.3. Unanimously approved by voice vote.
Item No.3: Vice Mayor Gonzalez asked for the staff report. Staff report presented by
Information Technology Director Hollis.
Report accepted as presented.
Motion-Gonzalez/Second-Addiego: To approve Resolution No. 96-2006, amending the
2006-07 budget to appropriate $35,000 for upgraded video equipment for the City
Council Chambers for improved public viewing. Unanimously approved by voice vote.

PUBLIC HEARING
4. Consideration of amendment to ARE-East Jamie Court Development AgreemE:nt, DA-
06-0002 for a two-building research and development complex on a 6.13-acre site at the
intersection of East Jamie Court and Haskins Way and addendum to mitigated negative
declaration; Owner: Richard Haskins; Applicant: Alexandria Real Estate (waive
reading and introduce an ordinance and approve resolution)
Public hearing opened.
Staff report presented by Chief Planner Kalkin.
Mr. Rob Cane, Alexandria Real Estate, provided information on the project and stated
the applicant's intentions to move directly forward with the project upon approval and
that the bayside trail project was accelerated at the request of staff.
Public hearing closed.
Councilwoman Matsumoto asked for clarification on the increase in public art
contribution and ChiefPlamler Kalkin stated the amount is based on a contribution of$1
per square foot.
In response to Councilman Fernekes' question regarding future tenants, Mr. Cane stated
the buildings are constructed for the life science (biotech) industry.
Councilmembers stated their support for the project and accepted the amendment to the
development agreement as presented.

Motion-Matsumoto/Second-Addiego: To approve Resolution No. 97-2006, adopting an
addendum to the mitigated negative declaration for a two-building office and research
and development complex on a 6.13-acre site at the intersection of East Jamie Court and
Haskins Way. Unanimously approved by voice vote.
Motion-Fernekes/Second-Gonzalez: To waive reading and introduce an ordinance
amending and restating the development agreement with ARE-East Jamie Court LLC
for a two-building research and development complex on a 6.13-acre site at thE:
intersection of East Jamie Court and Haskins Way. Unanimously approved by voice
vote.
ADMINISTRATIVE BUSINESS
5. Direction to the Mayor, or designee, as the voting member on the City Selection
Committee, regarding proposed amended Bylaws for the San Mateo County Council of
Cities
Councilman Fernekes discussed several of the amended articles with City Attorney
Mattas related to the "numbE:r of voting cities" being amended to "majority of member
cities" and how it is interpreted. He requested the City Attorney Mattas follow-.up with
the County counsel on its interpretation so that there is no misunderstanding.
Councilwoman Matsumoto asked Vice Mayor Gonzalez to find out the purpose of the
program committee and ifhost cities still have the option of choosing its own program.
Vice Mayor Gonzalez recommended the secretary/treasurer position be separated.
Councilmembers concurred.
Councilman Fernekes requested the first meeting in January include a discussion of the
vote for Cities Selection Committee. City Manager Nagel reported the list of elected
officials for all the County's cities is being ascertained.
