PRESENTATIONS
. Update on New Legislation - Assistant City Attorney Peter Spoerl presented the report.
Councilwoman Matsumoto questioned SB 1210's revised definition of the word blight and if
this might have an impact in the future, and asked for clarification on the requirement that
since the agency must pay the $5000 independent appraisal fee, who chooses the appraiser.
Assistant City Attorney Spoerl stated he would provide Council with a memo further
explaining the changes.
. Review Code Enforcement Activities for 2006 - Deputy Fire Chief Dick Dennin introduced
Code Enforcement Officer Monica Baptista and Safety Inspector Tom Carney. A visual
overview of successes related to abating violations and nuisances was presented,
highlighting accomplishments made this fiscal year as a result of the additional staffing that
was assigned to reduce the division's caseload.
AGENDA REVIEW
City Manager Nagel requested the Safe Harbor Homeless Shelter item be removed from the
Agenda.
PUBLIC COMMENTS
Mr. Ray Camacho, resident, reported on the November 18, 2006 car show at Orange Memorial
Park, thanked Council for its support, and stated he will follow up on the suggestion to attain
sponsors for next year's event.

. Request from San Mateo County Board of Supervisors related to Safe Harbor Homeless
Shelter (removed from agenda)
Councilwoman Matsumoto reminded staff to provide Council with the Westborough Boulevard
traffic count figures. In reference to a recent newspaper article, she expressed concern that the
City needs to stay on top of the airport long term parking matter, that government owned lots
will possibly be jeopardizing private airport parking facilities, and then eventually affecting the
City's parking tax.
Councilman Fernekes asked that a written update be provided to Council on the current status of
the negotiations related to the SFO parking structure, and include information on whether local
parking businesses have had increases/decreases. He reported that a consortium of non-airport
parking facilities are working together to make it equitable. Councilman Fernekes reported that
the downtown subcommittee (Fernekes/Addiego) met with staff for an update related to
downtown parking.
Mayor Garbarino reported attending a grand boulevard task force meeting and that the group is
making progress.
CONSENT CALENDAR
1. Motion to approve the minutes of November 29 and December 13, 2006
2. Motion to confirm expense claims of December 27,2006 in the amount of
$1,422,306.31
3. Motion to adopt Ordinance No. 1377-2006, adopting an amended and restated
development agreement with ARE-East Jamie Court LLC
4. Resolution No. 98-2006, rejecting selected bids received for the Orange Memorial Park
Recreation Building Project and re-advertise the project
5. Resolution No. 99-2006, authorizing the acceptance of funding from various sources to
support Project Read services in the total amount of $22,288
6. Resolution No. 100-2006, authorizing the acceptance of funding from the California
State Library (LSTA funds) to support Children's Services at the Grand Avenue Library
in the amount of $5000
7. Acknowledgement of proclamations issued: Lions Club, 12/1/06; Mary and Egisto
Fanti, 12/9/06
Motion-Fernekes/Second-Matsumoto: To approve the Consent Calendar as submitted.
Unanimously approved by voice vote.
