HYBRID IN-PERSON/VIRTUAL MEETING NOTICE
The City Council may meet by teleconference, consistent with the Brown Act as
amended by AB 361 (2021. Under the amended rules, the City will not provide a
physical location for members of the public to participate in the teleconference
meeting.

MATTERS FOR CONSIDERATION
Motion to approve the Minutes for the meeting of February 22, 2022.
Motion - Councilmember Coleman / Second Mayor Nicolas: to approve the minutes. The motion carried
unanimously.
2. Study session regarding the Community Development Block Grant Fiscal Year 2022-2023
Annual Action Plan and Budget Allocation (Heather Ruiz, Management Analyst II)
Management Analyst Ruiz presented the report and stated the purpose of the meeting was to obtain
feedback and direction regarding the 2023-2024 budget. She introduced Frankie Lewington with Root
Policy, who presented an overview of where we are in the process. Lewington shared that community
hearings were held to engage the public in coordination with San Mateo County, and over 40
stakeholders, including developers and providers, were interviewed. The presentation shared both
housing and neighborhood needs and priorities.
Mayor Nicolas and Councilmember Coleman agreed that the existing goals are accurate and do not
require modification but suggested that staff monitor the efficiency of those agency -awarded funds. It
was noted that the need for assistance has increased, but funding remains the same.
Analyst Ruiz provided an overview of HUD policies and procedures. She stated an official letter detailing
areas of improvement is expected to be received by the city, and the city will need to respond within 30
to 45 days. She shared preliminary findings regarding Ombudsman Services that were presented due to
the agency needing to be more responsive to requests for providing client files per HUD guidelines.
Economic and Community Development Director Selander suggested that requirements be articulated to
Ombudsman Services moving forward. Mayor Nicolas requested that the issue be escalated through the
agency.
Analyst Ruiz reviewed the action plan approval, proposed budget estimates, and 2023-2024 renewal
requests. She noted there was a delay in fund allocation for Health Mobile. An update will be provided at
the upcoming needs assessment on March 8, 2023. Mayor Nicolas suggested a PowerPoint presentation
from agencies with agency information for the Council and community.
ADJOURNMENT
Being no further business, Mayor Nicolas adjourned the meeting at 3:57 p.m.
