Under the Public Comment section of the agenda, members of the public may speak on any item not listed on the

Hello everyone, my name is Joustyn Gonzalez, a senior at South City High
School and last week I had the wonderful opportunity to share a day at the fire
department and learn more about this wonderful work with Fire Chief Jesus
Magallanes.
Many people or most believe that the work in the fire department is only for fires
because that is what they tell us or teach but the responsibility of the fire
department is more than that, they prevent, rescue and keep safe, when people
don't know who to call for help they call the fire station.
The responsibility that a firefighter has is great, they only have 7 minutes to
arrive at the emergency, one minute for dispatch, 2 minutes to prepare and 4
to arrive, the safety of people depends on a firefighter.
I also learned how the areas of the 5 fire stations in South San Francisco are
divided, each station has a designated area to respond to emergencies
(something I didn't know is that south San Francisco has 5 fire stations)
Something that caught my attention is the good work environment in the fire
department. I think that this is something good because that way everyone more
easily come to an agreement and if they have a problem it can be solved by
talking.
I had the opportunity to be in a monthly meeting with all the fire chiefs and fire
captains, where they share new projects and problems that occur in the city, I
also got to know the rooms in the station because being a firefighter means
being available 24/7, and of course the fire station is like their home, it is
something respectable because they leave their other priorities and the
comforts of their homes to be available for any emergency.
The fire department has a group of community volunteers that help when an
emergency occurs, they are trained and prepared to help the fire department
resolve the emergency.
Currently the fire department has equipment in excellent condition but has a
new proposal for BLS ambulances, Als ambulances, engines, truck, and
disaster preparedness coordinator.

Some fire department restructuring goals are
● Maintain emergency response service levels as call volume increases.
● Maintain ambulance response times and provide a less expensive
ambulance transport service compared to the rest of the county.
● Evolve and meet emergency response needs from a growing
construction risk profile.
● Strengthen the capacity of the City to prepare for, respond to, recover
from, and mitigate the effects of natural and man-made disasters.
Finally, I want to emphasize the work of all the personnel who work in the fire
department. I also want to thank my counterpart Fire Chief Jesus Magallanes
for taking the time to show me a little more about their responsibility and the
Youth in government day program. Thanks

RECOMMENDATION
It is recommended that the City Council adopt a resolution authorizing application for the State of
California Clean California Grant in the amount of $4 million for the construction of a new park in the
Sunshine Gardens Neighborhood.
BACKGROUND/DISCUSSION
It has been noted for many years by both City staff and residents that the Sunshine Gardens area of South San
Francisco is underserved by public Park and Open Space.This has been highlighted by public comment and is
supported by the City’s General Plan and Parks and Recreation Master Plan.
The City recently adopted a master plan for all of Centennial Way Trail,which spans three miles from San
Bruno BART Station to the south and the South San Francisco BART
Station to the north.The master plan is a visioning document,and the culmination of months of public
outreach.
In 2022,the City was awarded $2.4 million in grant funding from the State of California for construction of a
new park on Centennial Way Trail between Huntington Ave and South Spruce Ave.This improvement consists
of a bike pump track, skate park, lawn area, playground, picnic area, and walking trail.
This year,the City wishes to apply for $4 million from the State of California Clean California Grant to fund
the construction of a new park for the much-deserved Sunshine Gardens neighborhood on Centennial Way
Trail,between Chestnut Ave and the South San Francisco BART station,complementing the new Library |
Parks and Recreation Center, which is located nearby.
As imagined by the Centennial Way Master Plan, this new park is envisioned to have the following amenities:
•A community garden
•A dog (or cat?) park
•Skate Park areas
•Childrens playground
•A lawn for games and picnicking
•Fitness equipment
•Native planting areas
•Seating / gathering areas
•Covered reading area/gazebo
•Little Library installation

FISCAL IMPACT
Staff is requesting $4 million in grant funding to support the construction of the new park in Sunshine Gardens.
RELATIONSHIP TO STRATEGIC PLAN
This item before the City Council supports the City’s Quality of Life strategic goal by providing additional
funding for improved park amenities for residents.
CONCLUSION
It is recommended that the City Council adopt a resolution authorizing applying for State of California Clean
California Grant funding for the construction of a new park in the Sunshine Gardens Neighborhood.Doing so
will allow for additional funding for parks projects in South San Francisco.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving a Professional Services Agreement
with Infrastructure Group,Inc.to conduct a downtown tunnel and basement survey,mapping,and
condition assessment,not to exceed $263,277 and authorizing the City Manager to execute the
Professional Services Agreement.
BACKGROUND/DISCUSSION
The downtown area contains a system of underground tunnels and basements within both the City right of way
and private properties.This system has not been formally recorded and was likely constructed during the
prohibition era.The proposed scope of work includes investigation of this underground infrastructure system,
three-dimensional mapping,and condition assessment for structural integrity.It is essential that the City of
South San Francisco inventory and assess this system to understand any safety concerns,develop an
infrastructure maintenance program, and determine legal liability issues associated with this system.
The City desires a consultant to investigate,inventory and assess the underground tunnel system.The
information would be used to create a GIS compatible report identifying horizontal and vertical alignment,
structural integrity, potential hazards, and maintenance responsibilities.
Staff reached out to five companies specializing in underground infrastructure assessment and inventory.Of the
responses received,Infrastructure Group,Inc.provided the proposal that most efficiently captures the scope of
the project and the level of detail needed by the City.
Report Deliverables
·Map with alignment of tunnels and basements in pdf and GIS data formats.
·Cross sections showing depth, height, width, structural components, utilities.
·Structural capacity analysis -bearing load capacity,seismic reliability,with immediate safety concerns
identified.
·Property and easement boundary line determination to identify legal responsibility for maintenance and
liability.
FISCAL IMPACT
There is sufficient funding in the City of South San Francisco’s Fiscal Year 2022-23 Capital Improvement
Program to cover the Total Project Budget.

South San Francisco with Infrastructure Group,Inc.for a downtown tunnel and basement survey,mapping,and
condition assessment for an amount not to exceed $263,277
WHEREAS,the South San Francisco downtown area contains a system of underground tunnels and basements
within both the City right of way and private properties; and
WHEREAS,this system has not been formally recorded and was likely constructed during the prohibition era.
The proposed scope of work includes investigation of this underground infrastructure system,three-
dimensional mapping, and condition assessment for structural integrity; and
WHEREAS,it is essential that the City of South San Francisco inventory and assess this system to understand
any safety concerns,develop an infrastructure maintenance program,and determine legal liability issues
associated with this system.
; and
WHEREAS,the City desires a consultant to investigate,inventory and assess the underground tunnel system.
The information would be used to create a GIS compatible report identifying horizontal and vertical alignment,
structural integrity, potential hazards, and maintenance responsibilities.; and
WHEREAS,staff reached out to five companies specializing in underground infrastructure assessment and
inventory.Of the responses received,Infrastructure Group,Inc.provided the proposal that most efficiently
captures the scope of the project and the level of detail needed by the City.; and
WHEREAS,report deliverables include a map with alignment of tunnels and basements in pdf and GIS data
formats;cross sections showing depth,height,width,structural components,utilities;structural capacity
analysis -bearing load capacity,seismic reliability,with immediate safety concerns identified;and property and
easement boundary line determination to identify legal responsibility for maintenance and liability.
NOW,THEREFORE,BE IT RESOLVED,by the City Council of the City of South San Francisco that the City
Council hereby approves a professional services agreement,with Infrastructure Group,Inc.in an amount not to
exceed $263,277,conditioned on the consultant’s timely execution of the consulting services agreement and
submission of all required documents,including but not limited to,certificates of insurance and endorsements,
in accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the agreement on behalf
of the City upon timely submission by Infrastructure Group,Inc.a signed contract and all other necessary
documents, subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take any other required actions
