AN ORDINANCE ADDING TO THE SOUTH SAN
FRANCISCO MUNICIPAL CODE CHAPTER 2.62
ENTITLED "YOUTH COMMISSION"
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS FOLLOWS:
SECTION 1. CHAPTER 2.62 ADDED.
There is hereby added to the South San Francisco Municipal Code Chapter 2.62
which shall read as follows:

Purpose and Scope.
(a) The purpose of this Chapter is to etablish the South San Francisco, Youth
Commission (hereinafter "Commission") to serve as an advisory commission to the
City Council on matters affecting or concerning the youth of South San Francisco.
(b) Matters under the cognizance of the Commission may include, but shall not
be limited to, the implementation of teen programs, alleviating juvenile delin-
quency problems, promotion of youth employment and the involvement of youth in
municipal matters.
2.62.020 Commission Established; Members; Appointment.
(a) The South San Francisco Youth Commission is hereby established, consist-
ing of nine (9) regular and three (3) alternate members between the ages of

fourteen (14) through nineteen (19) years inclusive and who are residents of
the city or who attend school regularly in the city. The City Council shall
appoint the Commissioners.
(b) In order to meet the foregoing age requirement, the following rules are
established:
(1) Commissioners must have reached the age of fourteen (14) years
prior to the commencement of their term of office;
(2) Commissioners who have not reached the age of nineteen (19) years
prior to the expiration of their term of office shall be eligible for re-
appointment;
(3) Commissioners who reach the age of twenty (20) before the expiration
of their term of office shall be permitted to serve in office until the expir-
ation of said term; but shall not be eligible for reappointment.
2.62.030 Commissioners Terms of Office.
(a) The term of each Commissioner shall be one (1) year beginning on July 1
of a given year and ending on June 30 of the following year and until a successor
is appointed and qualified.
2.62.040 Removal; Vacancies.
(a) Commissioners shall serve at the pleasure of the City Council and may be
removed from the Commission at the sole discretion of the City Council.
(b) Any Commissioner who fails to attend two (2) consecutive regular meetings
of the Youth Commission without being excused therefrom by the Commission shall be
removed from office by the City Council.
(c) Upon a vacancy occurring in a Youth Commission office for any reason,
an alternate shall be appointd in the predetermined order designated by the City
Council to fill the remainder of the term. A new alternate shall then be appointed
by the City Council.

2.62.050 Commission Officers.
(a) At the regular meeting in July of each year, the Commission shall elect
from i~s members, a Chairman, a Chairman Pro Tempore, a Secretary and an Historian.
The term of said officers shall be one year. The Chairman Pro Tem shall serve
in the absence of the Chairman and shall serve as the Commission's Parliamentarian.
lb) Commission officers shall have the duties set forth in writing by the
C ommi ssi on.
(c) The Commission may remove from office any officer that it deems is not
satisfactorily performing the duties of that office. Any officer who is removed
or who resigns shall be replaced by an election by the full Commission.
2.62.060 Meetings.
(a) The Commission shall meet on the first Thursday of each month at 7:30
p.m., in the Community Room of the Municipal Services Building, 33 Arroyo Drive,
South San Francisco, California, except in the case of necessity or emergency the
Chairman or five commissioners may designate an alternate meeting place within the
corporate limits of the City with legal no~ice thereof to be given a% least ~wenty-
four (24) hours prior to the time of said meeting. If a meeting is set for said
regular meeting place of the Commission, or duly noticed for an alternate meeting
place, and because of necessity or emergency the Commission is required to meet in
another place within ~he corporate limits of the City, then the Secretary shall
appear at the regular or alternate meeting place, whichever is the case, at the
time set for the meeting, and publicly announce the new meeting place and post a
notice of same on the door of the regular meeting place. Notices of all meetings,
except regular meetings, shall be served on each Commissioner and to each person who
has requested in writing notice of such meeting, at least twenty-four (24) hours
prior to the time specified for the proposed meeting and said notices shall comply

with the Ralph M. Brown Act (commencing at Government Code Section 54950).
(b) If the day designated as a regular meeting falls upon a legal holiday,
the Commission shall meet upon the next succeeding day which is not a holiday
unless otherwise ordered by the Commission.
2.62.070 Compensation.
Commissioners shall receive such compensation as may be established by the
City Council pursuant to resolution or ordinance.
2.62.080 Liaison.
(a) The Director of Recreation and Community Services shall serve as liaison
to the Commission.
(b) The Director of Recreation and Community Services shall establish and
maintain a record of the names, addresses, telephone nunbers, dates of appoint-
ment and dates of termination of each Commissioner, and the names of the officers
of the Commission and the dates of their election and termination of service in
their respective offices.
(c) The Director of Recreation and Community Services shall give the Council
written notice of the expiration of a Commissioner's ~erm ninety (90) days
prior thereto.
2.62.090 Powers and Responsibilities.
(a) The Commission's responsibilities are as follows:
(1) To hold meetings and conferences at which matters of concern to
youth may be discussed and ideas exchanged;
(2) To review and report to the City Council regarding those municipal
matters referred to it by the City Council and to initiate proposals on its
own motion to be forwarded to the City Council;
(3) To promote public awareness of the contribution youth desires to

make, and is capable of making, towards the solution of problems affecting
young people;
(4) To increase public awareness of the problems affecting the youth
of the City;
(5) To adopt written policies and rules for the internal operation of
the Commission;
{6) To adopt a written set of rules for the conduct of Commission meet-
ings and to insure that the public is made aware of those rules.
(b) The Commission is given the following powers:
(1) To appoint such standing committees as it deems necessary;
(2) To provide for membership on such committees by Commission members
and by youth selected at large from the community;
(3) To adopt rules for the selection of ad hoc committees;
{4) To do all things necessary and proper to accomplish the duties and
purposes set forth herein; except that such authority shall not include the
power to expend or encumber City funds without the prior approval of the City
Council."
SECTION 2. PUBLICATION AND EFFECTIVE DATE.
This Ordinance shall be published once, with the names of those City Council
members voting for or against the Ordinance, in the Enterprise-Journal, a news-
paper of general circulation in the City of South San Francisco, as required by
law, and shall become effective thirty (30) days from and after its adoption.
