PLANNING COMMISSION, CITY OF SOUTH SAN FRANCISCO
STATE OF CALIFORNIA
RESOLUTION MAKING FINDINGS THAT THE ACQUISITION OF THE CAMINO
ROYALE INVESTMENT CORPORATION PROPERTY LOCATED AT 71 CAMARITAS
AVENUE, IN THE “EL CAMINO REAL / CHESTNUT – MIXED USE, HIGH DENSITY”,
IS IN CONFORMITY WITH THE SOUTH SAN FRANCISCO ADOPTED GENERAL
PLAN IN ACCORDANCE WITH PROVISIONS OF STATE PLANNING LAW (GOVT.
CODE SECTION 65402)
WHEREAS, Camino Royale Investment Corporation (“Seller”) is the owner of certain real
property located in the City of South San Francisco, California, known as County Assessor’s
Parcel Number APN 010-402-240 (“71 Camaritas Avenue”); and,
WHEREAS, on June 23, 2021 the City Council of the City of south San Francisco (“Council”)
directed staff to negotiate the purchase of 71 Camaritas Avenue; and,
WHEREAS, Seller and the City of South San Francisco (“City”) have reached agreement on the
purchase price and terms for 71 Camaritas Avenue; and,
WHEREAS, the proposed acquisition is intended for relocating Fire Station 63, consistent with
Phase III of the City’s Civic Campus Project; and,
WHEREAS, the acquisition of the property is pending City Council approval and the Council is
expected to consider the proposed transaction on July 28, 2021; and,
WHEREAS, as the City’s planning agency, the Planning Commission is required under
Government Code section 65402 to make a report and determine that the location, purpose and
extent of the proposed acquisition of real property conforms with the City’s General Plan; and,
WHEREAS, the City certified and adopted a Subsequent Environmental Impact Report (SEIR) in
2017 for the Civic Campus Project, which analyzed environmental impacts for the project
including the proposed construction of a new fire station during Phase III, and thus the proposed
acquisition of the property for relocating the fire station is within the project components
previously analyzed under the 2017 SEIR, and no additional CEQA review would be required at
this time; and,
WHEREAS, the South San Francisco Planning Commission considered the proposed real property
acquisition for Government Code section 65402 purposes during its duly noticed July 15, 2021
meeting.
NOW THEREFORE, based on the entirety of the record before it, which includes without
limitation, the California Environmental Quality Act, Public Resources Code §21000, et seq. and
the CEQA Guidelines, 14 California Code of Regulations §15000, et seq.; the South San Francisco
General Plan, and General Plan EIR; the El Camino Real / Chestnut Area Plan and El Camino Real
/ Chestnut Area Plan EIR; the 2017 Civic Campus Project Subsequent EIR and related documentst;
the South San Francisco Municipal Code; all reports, minutes, and public testimony submitted as
part of the Planning Commission’s duly noticed July 15, 2021 meeting, and Planning Commission
deliberations; and any other evidence (within the meaning of Public Resources Code §21080(e)
and §21082.2), the Planning Commission of the City of South San Francisco hereby finds as
follows:
A. General Findings
1. The foregoing recitals are true and correct and made a part of this resolution.
2. The documents and other material constituting the record for these proceedings are located
at the Planning Division for the City of South San Francisco, 315 Maple Avenue, South
San Francisco, CA 94080, and in the custody of the Chief Planner, Tony Rozzi.
3. Development of 71 Camaritas Avenue as a fire station is consistent with the General Plan
El Camino Mixed Use North, High Intensity designation which is intended to
accommodate high-intensity active uses and mixed-use development. Public uses
(including government offices, police and fire stations, parks, and public schools) are
permitted uses within this designation. Development of a fire station at this site would help
to carry out the City’s vision for redevelopment of the El Camino Real / Chestnut Area
Plan, by providing public safety facilities to support existing and future land uses. The
development of a fire station was also contemplated as Phase III of the Civic Campus
Project which was previously analyzed and specifically referenced in the 2017 Civic
Campus Project SEIR.
NOW, THEREFORE, BE IT FURTHER RESOLVED that in accordance with California
Government Code section 65402, the Planning Commission finds and determines that the location,
purpose and extent of the proposed acquisition of 71 Camaritas Avenue is in conformity with the
City’s adopted General Plan.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its
passage and adoption.

of South San Francisco at a regular meeting held on the 15th day of July, 2021 by the following
vote:
