HomeMy WebLinkAboutPC Meeting 05-06-04 (Reso 2635-2004) - Inclusionary Housing2635-2004 Inclusionary Housing RESOLUTION NO. 2635-2004 PLANNING COMMISSION, CITY OF SOUTH SAN FRANCISCO STATE OF CALIFORNIA A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING THAT THE CITY COUNCIL AMEND CHAPTER 20.125, “INCLUSIONARY HOUSING” TO MODIFY INCOME LIMITS, CLARIFY TERMS AND CONDITIONS AND MAKE FURTHER ADMINISTRATIVE AND TECHINICAL CHANGES. WHEREAS, the South San Francisco Planning Commission held a duly noticed public hearing on May 6, 2004; and, WHEREAS, staff has proposed various amendments to the Inclusionary Housing Ordinance codified in Chapter 20.125 of the South San Francisco Municipal Code; and, WHEREAS, the amendments do not permit or otherwise result in construction or other activity and are merely regulatory in nature; and, WHEREAS, in accordance with the California Environmental Quality Act (“CEQA”), the proposed amendments are exempt under the “General Rule” [Section 15061(b)(3)] that CEQA applies only to projects that have the potential to cause a significant impact on the environment. NOW THEREFORE BE IT RESOLVED, that the Planning Commission hereby recommends that the City Council adopt the proposed amendments to Chapter 20.125, based on the findings set forth in this Resolution and the public testimony and materials submitted to the City of South San Francisco Planning Commission which include, but are not limited to: Planning Commission staff report, dated May 6, 2004 and Planning Commission meeting of May 6, 2004; and, 1. The proposed amendments are consistent with the 1999 General Plan. The General Plan provides that the City should encourage the development of a wide range of housing types. The proposed amendments implement this guiding policy by clarifying the income range, calculation of rents and other administrative items in the ordinance. The amendment also provide a means by which the City can compel compliance with annual certification of rental units. As such, the amendments are consistent with the general Plan and its 2003 Certified Housing Element. 2. The proposed amendments to the zoning code will not be adverse to the public health, safety or general welfare of the community. The purpose of the amendments is to promote the general health and welfare of citizens by requiring new construction to contribute to the supply of affordable housing. 2635-2004 Inclusionary Housing * * * * * * I hereby certify that the foregoing resolution was adopted by the Planning Commission of the City of South San Francisco at the regular meeting held on the 6th day of May, 2004, by the following vote: AYES: Commissioner Giusti, Commissioner Honan, Commissioner Romero, Commissioner Sim, Commissioner Zemke, Vice Chairperson Teglia and Chairperson Ochsenhirt NOES: None ABSTAIN: None ABSENT: None ATTEST: Commission Secretary Thomas C.
