RESOLUTION NO. _2607-2001
PLANNING COMMISSION
OF THE CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION RECOMMENDING APPROVAL
OF AN AMENDMENT TO THE FINAL TERRABAY SPECIFIC PLAN AND
APPROVAL OF THE TERRABAY SPECIFIC PLAN DISTRICT ZONING
ORDINANCE
WHEREAS, the Terrabay lands have an extensive planning history dating to the early
1980’s; and,
WHEREAS, the City Council of South San Francisco approved the Final Terrabay
Specific Plan and the Restated and Amended Development Agreement for the Remaining Parcels
of Phase II and Phase III of the Terrabay Development on November 21, 2000; and,
WHEREAS, the City and Myers Peninsula Development Company, L.L.C., have
prepared text amendments to the Final Terrabay Specific Plan; and,
WHEREAS, the Terrabay Specific Plan District Zoning Ordinance is revised to
incorporate the land uses approved in the Final Terrabay Specific Plan and the development
intensities therein; and,
WHEREAS, the proposed modifications do not result in an increase in land use or
development intensity over that analyzed in the 1982 EIR, the 1996 SEIR and the 1998-99 SEIR
and Addendum thereto; and,
WHEREAS, the 1998-99 Certified Terrabay Supplement Environmental Impact Report
which includes the 1982 EIR, the 1996 SEIR and Addendum to the 1998-99 SEIR, are restated in
their entirety as part of this recommendation; and,
WHEREAS, on March 1, 2001, the Planning Commission held a properly noticed public
hearing to consider the proposed text amendments to the Final Terrabay Specific Plan and the
Terrabay Specific Plan District Zoning Ordinance.
NOW THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
South San Francisco hereby adopts the following findings based upon the entire record for the
Terrabay development. The record includes, but is not limited to, the following: 1) The South
San Francisco General Plan, and General Plan Environmental Impact Report; 2) The proposed
Final Terrabay Specific Plan; 3) The 1998-99 Certified Terrabay Supplemental Environmental
Impact Report, which includes the 1982 Certified Terrabay Environmental Impact Report, the
Certified 1996 Terrabay Supplemental Environmental Impact Report and Addendum to the
1998-1999 Certified Terrabay Supplemental Environmental Impact Report; 4) Testimony and
materials submitted at the City Council study session on April 24, 2000; 5) Testimony and

materials submitted at the Planning Commission study sessions of June 1, 2000 and September
14, 2000; 6) Testimony and materials submitted at the Design Review Board meeting on June
20, 2000; 7) Testimony and materials submitted at the Historic Preservation Commission on June
8, 2000; 8) Testimony and materials submitted at the Planning Commission meeting on
November 2, 2000; 9) Testimony and materials, including the Restated and Amended
Development Agreement for Remaining Parcels of Phase II and Phase III of the Terrabay
Development, submitted at the Planning Commission meeting on November 16, 2000; 10)
Testimony and materials, including amendments to the Final Terrabay Specific Plan and First
Amendment to the Restated and Amended Development Agreement for the Remaining Parcels
of Phase II and Phase III of the Terrabay Development submitted at the Planning Commission
meeting on January 4, 2001; and 11) Testimony and Materials, including amendments to the
Final Terrabay Specific Plan and the Terrabay Specific Plan District Zoning Ordinance,
submitted at the Planning Commission meeting on March 1, 2001 and April 5, 2001:
1. The proposed amendment to the Final Terrabay Specific Plan does not alter the land use or
result in an increased development intensity of the property. The text amendment modifies
the unit configuration in the 70 attached/detached residential development; authorizes
development of an additional 16 one-bedroom units in the condominium building by
decreasing the bedroom counts of other units and assigns parking standards to the one-
bedroom units; modifies the total acreage of the Recreational parcel to include additional
property within the HCP area; modifies the permitted height of the office tower from 275
feet to 290 feet; and, adds valet and assisted parking to the parking requirements for the
commercial component.
2. All findings related to the approval of the Final Terrabay Specific Plan, as adopted by the
City Council on November 21, 2000, support approval of the text amendment contained
herein. Therefore, all findings from the November 16, 2000 Planning Commission meeting
and November 21, 2000, meeting of the City Council are hereby restated as part of the
proposed amendment to the Final Terrabay Specific Plan. No additional findings for
consistency with the General Plan, Airport Land Use Plan or environmental compliance are
therefore required.
3. The Terrabay Specific Plan District Zoning Ordinance is attached as Exhibit A. The
Ordinance implements the Final Terrabay Specific Plan, as approved on November 21, 2000
and amended on January 24, 2001. In recommending approval, the Planning Commission
relies on the extensive findings in the record, including environmental analyses, articulated at
the November 16, 2000 and January 4, 2001 meetings of the Planning Commission and the
November 21, 2000 and January 24, 2001 meetings of the City Council. These findings and
analyses are restated in their entirety. As the Terrabay Specific Plan District Zoning
Ordinance merely implements the particular standards, land uses, boundaries and
development criteria of the Final Terrabay Specific Plan, the findings related to consistency
with the General Plan support consistency findings for the Specific Plan Zoning Ordinance.
As an implementing measure, the Terrabay Specific Plan District Zoning Ordinance is
consistent with the Final Terrabay Specific Plan, as amended.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the Planning Commission of the
City of South San Francisco does hereby:
A. Recommend approval of an amendment to the Final Terrabay Specific Plan.
B. Recommend approval of the Terrabay Specific Plan District Zoning Ordinance.
