HomeMy WebLinkAboutPC Meeting 11-05-99 (Reso 2529-1999) - ZA-98-089RESO3RESOLUTION No. 2529-1999 PLANNING COMMISSION, CITY OF SOUTH SAN FRANCISCO STATE OF CALIFORNIA A RESOLUTION RECOMMENDING ADOPTION OF A NEGATIVE DECLARATION AND AN AMENDMENT TO SOUTH SAN FRANCISCO MUNICIPAL CODE SECTIONS 6.44.010A. & 20.06.070(i)(1), TO REDEFINE AMUSEMENT ARCADES, SECTIONS 20.06.050(p)(9), 20.24.030(c), & 20.32.030(c) TO DEFINE “RENTAL CAR STORAGE” AND LIMIT THE USE TO PLANNED COMMERCIAL AND PLANNED INDUSTRIAL PROPERTIES LOCATED UNDERNEATH MAJOR UTILITY LINES OR ELEVATED FREEWAYS, AND TO SECTIONS 20.06.040(p) & 20.30.030(c) TO DEFINE “RENTAL CAR FLEET MAINTENANCE AND PERMIT IT AS A CONDITIONAL USE IN THE M-1 INDUSTRIAL ZONE DISTRICT, IN ACCORDANCE WITH SOUTH SAN FRANCISCO MUNICIPAL CODE CHAPTER 20.87. WHEREAS, the Planning Commission has found that the current Municipal Code definition of “Amusement Arcades” is overly restrictive in limiting all businesses to two or fewer amusement devices without a special use permit; and WHEREAS, the Planning Commission desires to provide local businesses additional flexibility to include a limited number of amusement devices in their facilities; and WHEREAS, the Planning Commission is concerned with the increasing trend of rental car agencies to utilize large parcels of land within the City for vehicle storage while conducting transactions at off-site locations, denying the City applicable sales tax revenue/transaction fees; and WHEREAS, the Planning Commission desires to continue to allow bona fide car rental agencies to operate but to preclude rental car storage as a principal use within the City except on properties located underneath major utility lines or under elevated freeways; and WHEREAS, the Planning Commission wishes to continue to allow rental car fleet maintenance within the M-1 Industrial Zone District; and WHEREAS, an environmental initial study (Initial Study) which considered the potential environmental impacts of the proposed amendment was prepared and circulated for review in accordance with the California Environmental Quality Act, as amended; and WHEREAS, the Initial Study identified no potentially significant environmental impacts as a result of the proposed amendment; and WHEREAS, based on the Initial Study, Negative Declaration No. ND-98-089 was prepared pursuant to Public Resources Code Section 21080(c)(1) and was circulated for public review pursuant to Public Resources Code Section 21091 et seq.; and WHEREAS, on November 5, 1998, the Planning Commission of the City of South San Francisco (the Planning Commission) held a duly noticed public hearing on the proposed Negative Declaration and the proposed amendment.
