Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of application to be heard in the order in which it appears on the Agenda. A staff person will then explain the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the application. Then persons who oppose the project or who wish to ask questions will have their turn. If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for the record. Bike Bash is May 18th, there will be beer + pizza and a meet & greet for all. You can find more information at Bikecity.org or can email him at [email protected]. CONSENT CALENDAR 5 Page 2 of 3 1. Approval of the Regular Meeting Minutes for April 5, 2023 As amended by BPAC 5-0-1: Chair Guzman motioned, Committee Member Gore Seconded. Committee Member McAuley abstained. ADMINISTRATIVE BUSINESS 2. 2023 Every Kid Deserves a Bike (EKDAB) (Tamiko Huey, Management Analyst) • Committee Member Hollenback asked Management Analyst Huey more about the Bike Program. • Chair Guzman asked Management Analyst Huey how they were able to get the necessary bikes on-time since there were issues mentioned prior. • Committee Member Gore asked if other cities have reached out since this was a great program. • Committee Member Yip mentioned a play-book is great, also mentioned they should add in a survey of the students to measure the true value of this program. Quality of life for the students has had to increase. • Committee Member McAuley asked where they could sign-up to volunteer. ACTION: Informational: None taken, none required 3. Brown Act Training for BPAC (Claire Lai, Assistant City Attorney) ACTION: Informational: None taken, none required COMMITTEE COMMENTS • Committee Member McAuley asked if BPAC was a Committee or Commission. • Committee Member Yip noted there were no recent deaths in SSF. Asked Secretary Espiritu if PD tracked these deaths as well. ➢ Secretary Espiritu responded yes, PD tracks this quarterly. He will try and have PD come to a meeting to discuss. ➢ Committee Member McAuley agreed this was a good plan. • Committee Member Yip asked how working with Caltrans was. ➢ Secretary Espiritu responded they have surprisingly been receptive to his Complete Streets Project. • Committee Member Yip asked if City Council was able to promote Secretary Espiritu’s Complete Streets Project. ➢ Secretary Espiritu responded yes, there will be marketing of this project. STAFF COMMENTS • Secretary Espiritu talked about his Complete Streets Project; March 22nd he took this project to City Council, and it was not approved with the feedback that they needed more information. • Secretary Espiritu took the project back to City Council on April 26th with more information and the project was approved. 6 Page 3 of 3 • Secretary Espiritu went into detail about the updated plans to this project; will be in action mid-July – mid-October.
