AN ORDINANCE REPEALING CHAPTER 14.04 OF THE SOUTH
SAN FRANCISCO MUNICIPAL CODE AND ADOPTING A NEW
CHAPTER 14.04 ENTITLED "UNLAWFUL DEPOSITS IN STORM
SEWERS"
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS FOLLOWS:
SECTION 1. Chapter 14.04 of the South San Francisco Municipal Code Repealed.
Chapter 14.04 of the South San Francisco Municipal Code (Ordinance No. 378)
is hereby repealed, except that this repeal shall not affect or prevent the
prosecution or punishment of any person for any act done or omitted in violation
of that chapter prior to the effective date of this ordinance.
SECTION 2. Chapter 14.04 of the South San Francisco Municipal Code Added
A new Chapter 14.04 entitled "Unlawful Deposits in Storm Sewers" is hereby
added to the South San Francisco Municipal Code to read as follows:

Section 14.04.010 Purpose.
It is the purpose and intent of this chapter to insure that the City's storm
sewer system is used only for drainage of rain water, landscape and irrigation
runoff, regulated discharges and other types of uncontaminated or unpolluted
water runoff.
Section 14.04.020 Storm Sewer System Defined.
For purposes of this chapter, the City's "storm sewer system" shall be deemed
to include all catch basins, street gutters, valley drains, underground storm
drains and all other types of storm drainage channels or facilities of any kind
located within the City of South San Francisco.
Section 14.04.030 Unlawful Deposits in Storm Sewers.
It shall be unlawful for any person, partnership, corporation or any other
entity to allow any waste matter, garbage, sewage, grass clippings, paper, metal,
wood or plastic objects, oil or gasoline, flammable substances or any other
substance deemed hazardous by federal or state law to be placed or deposited
into the City's storm sewer system, or to allow any such substances to enter
the City's storm sewer system from their property.
Section 14.04.040 Violation-Penalty.
Any person, partnership, corporation or any other entity violating this
chapter, shall be guilty of a misdemeanor and upon conviction shall be
punished as set forth in Chapter 1.24 of this code.
SECTION 3.
SEVERABILITY
In the event that any section or portion of this ordinance shall be
determined invalid or unconstitutional, that section or portion shall be
deemed severable and all other sections or portions of this ordinance shall
remain in full force and effect.
SECTION 4.
PUBLICATION AND EFFECTIVE DATE
This ordinance shall be published once, with the names of those City Council
members voting for or against it, in the Enterprise-Journal, a newspaper of
general circulation in the City of South San Francisco, as required by law, and
shall become effective thirty (30) days from and after its adoption.
Introduced at a reqular meeting of the City Council of the City of South
San Francisco, held the 9th day of November , 1988.
Adopted as an Ordinance of the City of South San Francisco at a regular
meeting of the City Council of the City of South San Francisco, held the 23rd
day of November , 1988,. by the following vote:

Councilmembers Mark N. Addiego, Richard A. Haffey, Gus Nicolopulos,
Roberta Cerri Teglia, and Mayor Jack Drago
