AN ORDINANCE AMENDING AND REPEALING VARIOUS SECTIONS
WITHIN TITLE i "GENERAL PROVISIONS", TITLE 2
"ADMINISTRATION" AND TITLE 4 "REVENUE AND FINANCE" OF
THE SOUTH SAN FRANCISCO MUNICIPAL CODE TO REFLECT
ORGANIZATIONAL CHANGES
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS
FOLLOWS:
SECTION 1. Sections 1.01.050, 1.08.090 and 1.08.100 and Chapter 4.28
(Ordinance No. 666) of the South San Francisco Municipal Code are hereby
repealed.
SECTION 2. Sections 1.08.060, 1.08.070 and 1.08.080 of the South
San Francisco Municipal Code arq hereby amended to read:
Section 1.08.060
Director of Public Services, Director of Ecological
Development, or Deputy City Manager/City Engineer,
Technical and Maintenance Services
Whenever the ordinances or resolutions of the city or the provisions of
this code refer to the director of ecological development, director of public
services or deputy city manager/city engineer, technical and maintenance
services or the department headed by that individual, the references shall be
construed to be to the director of public works and the department of public
works.
Notwithstanding the foregoing, any reference to the deputy city manager/city
engineer when made in a context requiring technical expertise shall be construed
to be the city engineer without regard to any other departmental title.
Section 1.08.070
Director of Community Development or Deputy City
Manager, Community Development and Administration
Whenever the ordinances or resolutions of the city or the provisions of
this code refer to the director of community development or deputy city manager,
community development and administration, or the department headed by that
individual, the reference shall be construed to be to the director of economic
and community development and the department of economic and community
development.
Section 1.08.080
Director of Parks and Recreation or Director of
Recreation and Community Services
Whenever the ordinances or resolutions of the city or the provisions of
this code refer to the director of parks and recreation or the director of
recreation and community services, or the department headed by that individual,
the reference shall be construed to be to the director of parks, recreation and
community services and the department of parks, recreation and community services.
SECTION 3. Section 2.20.020 of the South San Francisco Municipal Code
is hereby amended to read:
Section 2.20.020 Other officers and employees
The below-listed officers and employees shall execute bonds to the city
assuring the faithful performance of the duties of their offices, specifically
including but not limited to the issuance of checks and warrants and execution
of bank signature cards. The bonds shall conform to the provisions of the
Government Code relating to bonds of public officers and employees. The penal
sum of the bonds shall be in a reasonable amount, as recommended by the city
attorney and fixed by the city council by resolution, but not less than the
sums set forth below:

(b) Director of Finance
lc) Administrative Services Officer

SECTION 4. Sections 2.22.020 and 2.22.040 of the South San Francisco
Municipal Code are hereby amended to read:
Section 2.22.020 Warrants
The following officers are authorized to sign checks or warrants, including
bond redemption checks, and related financial institution documents:
(a) Office of the City Manager
(1) City Manager
(b) Finance Department
(1) Director of Finance
(c) City Treasurer
Two signatures are required with one signature being from each of the
designated departments. Both signatures may be by plate or other approved
mechanical means.
In accordance with Government Code Section 5501, each of the authorized
officers shall file with the secretary of state his or her manual signature,
certified by the officer under oath, if the officer's signature is to be
affixed by plate or other approved mechanical means.

Section 2.22.040 Bail trust fund
The following officers are authorized to sign for disbursements from the
bail trust fund and related processing documents:
(a)
Police Department (1) Police Records Supervisor
(2) Police Captain - Services Division
(b)
Finance Department (1) Director of Finance
(2) Administrative Services Officer
Two signatures are required to issue a check from the bail trust fund, with
one signature being from each of the designated departments.
SECTION 5. Section 2.36.020 of the South San Francisco Municipal Code
is hereby amended to read:
Section 2.36.020 Absence from office
In the absence of the city manager or in the event of the manager's
temporary disability to perform the duties of the office, some other properly
qualified person appointed by the city manager shall perform the duties of
the office of city manager.
SECTION 6. Section 2.72.050 of the South San Francisco Municipal Code
is hereby amended to read:
Section 2.72.050 Director and assistant director of emergency services
(a) The offices of director of emergency services and assistant
director of emergency services are created. The city manager shall be the
director of emergency services and the fire chief shall be the assistant
director of emergency services.
(b) The order of succession to the office of the director of emergency
services shall be the assistant director and thereafter the police chief.
SECTION 7. Existing subsection B of Section 2.72.060 is hereby deleted and
existing subsection C of Section 2.72.060 is relettered as subsection B.

SECTION~8. SEVERABILITY
In the event any section or portion of this ordinance shall be determined
invalid or unconstitutional, such section or portion shall be deemed severable
and all other sections or portions hereof shall remain in full force and effect.
SECTION 9. PUBLICATION AND EFFECTIVE DATE
This ordinance shall be published once, with the names of those City Council
members voting for or against it, in the Enterprise-Journal, a newspaper of general
circulation in the City of South San Francisco, as required by law, and shall
become effective thirty {30) days from and after its adoption.
