In order that you may know our method of conducting Library business, we proceed as follows: The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at 6:00 PM in the Main Library, Auditorium, 840 West Orange Avenue, South San Francisco, California. Public Comment: For those wishing to address the Board of Trustees on any Agenda or non-Agendized item, please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment. California law prevents the Board of Trustees from taking action on any item not on the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for investigation or action (or both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a report. When your name is called, please state your name and address (optional) for the Minutes. COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER. Thank you for your cooperation. The Library Board President will read successively the items of business appearing on the Agenda. As she completes reading an item, it will be ready for Board discussion or action. ATTENDANCE Library Trustees present: Hector Camacho, Mary Giusti, Diane Huddleston and Claire Ramsey. Library Staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant Library Director; and Elia Moreno, Administrative Assistant II. Guests: Robert Turnberg. APPROVAL OF MINUTES Motion to approve the minutes as presented from the February 28, 2023, meeting was made by Library Board Member, Diane Huddleston, and seconded by Library Board Member, Hector Camacho. All members in attendance were in favor. PUBLIC COMMENTS DIRECTOR’S REPORT The Board reviewed the Director’s Report. COMMUNICATIONS: a) Circulation, Reference Questions& Literacy Services Statistics (Attachment #1) b) Library Articles, Issues & Programs (Attachment #2) c) BoardAttendance Chart (Attachment #3) OLD BUSINESS New Main Library and Parks & Recreation Community Center Project Update Library Director, Valerie Sommer, shared a PowerPoint presentation with the Library Board of Trustees. The presentation included the official name opportunity approved by Library Board and City Council for the Jackie Speier Library Wing on the third floor, as well as the donor acknowledgement thank you plaques/signs for generous support of Genentech, Amgen and Friends of the Library. Images showed the work in progress for the Library, Parks and Recreation Center. Carpeting and painting is currently being completed. Furniture and equipment arrival and th installation is the next phase. The temporary certificate of occupancy will be issued on June 14. Staff will be allowed in the building for training and to assistin equipment installation. Tours are being scheduled for staff for the first week of May, to view the building progress in-person. Several additional tours will be scheduled; Library Board will be invited. The grand opening continues to th be tentatively scheduled for Saturday, September 9. Library Board expressed interest in details on the parking space numbers and parking plan. South San Francisco Public Library Board of TrusteesPage 2 MeetingMinutes – April 25, 2023 Library/ Parks & Recreation Joint LPR Strategic Plan Update The consultant will be providing a suggestedscope of services within the next few weeks. NEW BUSINESS Fiscal Year 23-24 Library Department Budget Requests The Library Board of Trustees reviewed the Fiscal Year 2023 – 2024. Although the final decision is up to City Council, preliminary support of budget requests for next fiscal year includes: $18,108 reduced during the time of the pandemic is now reinstated for Library books and AV; $21,267 for continuation of digital WSJ and science periodicals; PLS network cost increases of $11,712; Funding of $10,000 for the new facility’s grand opening. Full- time positions were not approved for the upcoming fiscal year; however, hourly positions have been approved and staff are beginning the hiring process. Staff is very disappointed with this outcome which will affect the level and number of special services, programs and events; however, the additional hourly staff will allow staff to cover service points on the expansion from one to three levels. Discussion and Motion to Approve the Library’s Master Fee Schedule Changes for 2023-24 The Library Board of Trustees reviewed the Library’s Master Fee Schedule changes for fiscal year 2023- 2024. Changes include: color copies will be decreased from 50 cents to 35 cents per page; Interlibrary Loan fees will be increased to $7 for SSF residents and $9 for nonresidents; costs to replace broken CD, DVD, etc. packaging will be increase to $2.50. Motion to approve the Library’s Master Fee Schedule changes for fiscal year 2023 – 2024 was made by Diane Huddleston, Library Board Member, and seconded by Hector Camacho, Library Board Member. All members in attendance were in favor. Plans for Library Closure and Move In preparation for the move, the currentMain Library closure is anticipated to begin after Friday, th June 30. This will allow staff to prepare for the movers who will be coming in to box Library collections and supplies. Checkout dates will be extended, and reserves intended for the Main Library will be picked up at the Grand Avenue Library. Hours for the Grand Avenue Library will st be extended to continue to provide services to the community. As of May 1 , the Friends of the Library will no longer be accepting donations from the public until after the new Library opens. ANNOUNCEMENTS Support the South San Francisco Friends of the Library during their Pop-Up Book Sale Friday, thth May 5 through Sunday, May 7 during Library operating hours in the Makerspace. Purchase the standard size plastic shopping bag for $5 and you fill the bag with books, hard cover and paperback, to take home for some great reading! The South San Francisco Public Library Book Club meetsvirtually via Zoom on the third Tuesday of each month at 6:00 PM. The May book club selection is Crying in H Mart by Michelle Zauner.
