The meeting was called to order at 6:00P.M. via Teleconference meeting (Zoom).

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
Library staff was fortunate to have a site visit and view the work that has been done atthe future
location of the New Main Library and Community Center. There have been modificationsto the
ceiling height in some areas of the building due to ductwork. Furniture, fixtures and equipment
phase is still in process.
Library Reopening Update
Both Main and Grand Avenue Libraries have reopened. Patrons are now able to return items
through the AMH. Depending on State and OSHA regulations and reopening plans, we may
resume regular hours of operation and have seating and computer use available to patrons on

June 15.In-person programming at SSFPL is tentatively scheduled to begin in August.

NEW BUSINESS
Review of Recent and Pending City Facility Naming/ Renaming Requests
The Library Board of Trustees reviewed the recent and pending City facility naming and
renaming requests: proposed renaming of Westborough Recreation Center for AlicePenaBulos
(approved by CC); proposed renaming of Magnolia Center for Roberta Cerri Teglia(approved
by CC); proposed naming of the new South San Francisco Caltrain Station Plaza for Karyl
Matsumoto(approved by CC); proposed renaming of a park entity at the Westborough Recreation
Center for Anne Waters; andproposed renaming of the Community Learning Center for Gene
Mullin.
Summer Learning Challenge Presentation –Shawnte Santos, Library Program Manager
Youth Services Program Manager, Shawnte Santos presented on the 2021 Summer Learning
thth
Challenge beginning June 7
through August 8. The theme for this year is Reading Colors Your
World. Programming will primarilyconsist of virtual programs with a take home activity
available to patrons every Friday. There will be five different program categories: Art, Read,
Game, Explore and Make. In addition to the five program categories, there will be a different
theme for each week of the 9-week program. Youth Service staff has done class visits and school
outreach for book distribution. Schools include Spruce Elementary, Sunshine Gardens, Parkway
Heights and students in the Parks and Recreation preschools and summer camps. Staff has been
able to distribute books and sign up a total of 1,399 studentsto this year’s program –double the
amount of signups and book distributions this time last year!ThePLS wide Summer Learning
stst
program will run from June 1through August 31.
Budget Reductions Carryover –Fiscal Year 2020-2021 and FY 2021-2022 Continuation
The Library Board of Trustees reviewed and discussed the Library budget reductions for FY
2020-2021 and pending reductions for FY 2021-2022.
Library Board Meeting Going Forward –Onsite, Remote, Hybrid Discussion
The Library Board of Trustees discussed the options for Library Board meetings going forward.
Remote meetings will continue to be held until City Boards and Commissions meetings change
from virtual to onsite/ hybrid. The City Council is planning to begin hybrid meetings in August.

SENATE AND ASSEMBLY ADOPT HISTORIC $500 MILLION PLUS
PACKAGE FOR PUBLIC LIBRARIES
Plan will still need to be negotiated with Governor Newsom
Yesterday, the California State Senate and Assembly issued a joint 2021-22 State
Budget plan as part of a unique agreement between the two houses. As you are aware,
each year the Governor releases his Budget proposal in January, followed by a May
Revision update in mid-May.During the Spring months, the Assembly and Senate
Budget Subcommittees examine and debate each of the Governor’s proposals by
subject area and then produce a Budget in each house. This year, however, there was
a coordinated agreement between the Senate and Assembly in terms of budget
priorities.Yesterday Senator Nancy Skinner (Senate Budget Chair) and
Assemblymember Phil Ting (Assembly Budget Chair) released a combined proposal
called: “The 2021-22 State Budget: Legislature’s Version.” Contained in this
“responsible, bold budget that makes transformative change for California” is an
unprecedented $500 million plus funding package for public libraries.
As you will recall from our recent “News From the Capitol” report, several weeks ago the
Senate Democrat Caucus released their “Build Back Boldly” State Budget framework,
which included a $1 billion proposal for library infrastructure and broadband
connectivity, aswell as a proposal to provide financial encouragement to libraries to
eliminate patron fines. The proposal by the Senate Democrats set the stage for the
substantial library funding package that was adjusted and adopted today by both
houses.
As part of the two-house compromise, the legislature is proposing an historic funding
package for public libraries. The Senate and Assembly Budget Committees met this
afternoon/evening in order to adopt the overarching plan, which includes the $500
million plus in funding for public library programs. The caveat, of course, is that the
legislature will now negotiate this joint plan with Governor Newsom and it will not be
“final” until the Senate, Assembly, and Governor come to formal agreement before June

15 – the constitutional deadline for passage of the state Budget.Listed below are
some of the key provisions of the Legislature’s package adopted this evening:

$389 millionone-time funds for local library facilities, infrastructure, and
technology upgrades, andto provide for the loaning and lending of devices (e.g.
Chromebooks, Wi-Fi hot spots).
$50 million one-time General Fund to provide grants for local library infrastructure
improvements through an equity-focused matching infrastructure grant
program. The Senate agenda for today’s hearing states that Budget bill
language will “require the State Library to prioritize project requests submitted by
local libraries located in underrepresented areas of the state and shall require a
local library to match state funds on a dollar for-dollar basis.” (That match can be
reduced by the State Librarian under hardship scenarios.)
$6 million one-time General Fund to continue to connect more library branches to
the Corporation for Education Network Initiatives in California’s (CENIC) high-
speed, broadband “backbone.”
$35 million one-time to “support local projects to expand broadband access and
upgrade equipment to access high speed connectivity in isolated and under-
served communities through a collaborative partnership of local and regional
libraries, local education agencies, and telehealth providers.” (This is a creative,
CENIC-driven project that will incentivize carriers to lay fiber by maximizing the
entities in the area that will benefit from connectivity – e.g. not just pulling fiber for
the library, but also a health clinic and a school at the same time).
Restores $1.8 million ongoingGeneral Fund for the California Library Services
Act. (A special “thank you” to all of the Systems who took the time to write key
legislators this year. This funding will bring the CLSA baseline back up to $3.6
million.)
$1 million ongoingfor Zip Books.
$800,000 ongoingto support Lunch at the Library.
$3 million in one-time General Fund to support grants to local library jurisdictions
to acquire bookmobiles and vans.
$5 million in one-time General Fund to provide grants for early learning and after
school programs to library jurisdictions.
$15 million in one-time General Fund to expand access and support to the
English as a Second Language Learners program available through local
libraries.
“$6.4 million to support a two-year pilot project for a real-time, online tutoring
service program that would be accessible by elementary and secondary school
pupils through local libraries, irrespective of whether the pupil accesses the
assistance on-site at the local library or through a personal device.”
$1.6 million one-time and $220,000 ongoing support funds for a pilot project to
“implement new assistive technologies and to expand access to those resources
to visually-impaired Californians.” This is a collaborative project between the
State Library and the Braille Institute of America in Los Angeles.
$3 million one-time funds for Career Online High School.
CLA is grateful to the Assembly and Senate for their action today and for recognizing
the importance of California’s public libraries. We will keep you informed as more details
of the State Budget negotiations with the Governor emerge.

BACKGROUND/DISCUSSION
FormerAssemblymember,MayorandCityCouncilmemberEugeneR.Mullin(Gene)passedawayonApril5,
2021.GenetaughtSocialStudiesatSouthSanFranciscoHighSchoolfor32years.Hisworkbothinthe
classroomandinpubliclifemadelifebetterforstudentsindividuallyandforourcommunityat-large.Hewas
alsoastrongadvocateoftheLibrary’sCommunityLearningCenter(CLC),andnamingthispublicfacing
learning venue in his honor is eminently appropriate.
GenewasonCityCouncilduringtheplanning,renovationandstartupoftheCLCandwasheavilyinvolvedin
communitymeetingsandoutreachleadinguptoCLCprogramfocusonfamilysupport,ESLclasses,literacy
programming,andafterschoolhomeworkprogramsforlocalelementaryschoolchildren.OnOctober23,1997,
then-CouncilmemberGeneMullinledthefirstplanningmeetingatGrandAvenueLibrary,attendedbyOld
Towncommunitymembers,CityandSSFUSDstaffandrepresentativesofcommunity-basedorganizations.
Thegoalofthisgroupwastocreateafocusedvisionforacommunitylearningcenterandtoexamineexisting
resources.Thegroupidentifiedtwomainprogramareas-parent/familylearningandbasicskillstutoringfor
youthandadults.PertheFebruary25,1998ProgressReportonCommunityLearningCenter:“Afterthe
October23meeting,(Mayor)Mullinsurveyedstudentsinthe15-18yearagegrouptoseeiftherewasstudent
interestinalearningcenterwith102outof133”responding.AsecondmeetinginDecember1997further
developed startup program focus of the CLC, with a third meeting fine-tuning the vision.
TheCLCopenedonMarch20,2001,havingspentthepreviousyearinatemporarysiteatLinden/Baden;Gene
was Vice Mayor on opening day and his name is memorialized on the building plaque.
Priortohispassing,GenedesignatedtheCLCforanymemorialdonationsinhishonorfollowinghisdeath.
The CLC has received approximately $17,000 in donations in memory of Gene.
ApublicrequesthasbeenmadethattheCLCberenamedinGene’shonor.Thefamily,ledbyAssembly
SpeakerProTemKevinMullin,isinfavorofthishonor.TheCLCbuildingisownedbytheSouthSan
FranciscoUnifiedSchooldistrictandthecurrentagreementendsin2029.Genewasalongtimeschooldistrict
teacherandastrongadvocateforlearningopportunitiesandthedistinctpartnershipprovidedbyCitystaffvia
CLC afterschool homework programs/learning hub as well as support for local families.

through ACA 4 - though it was ultimately defeated in this first round.
