HomeMy WebLinkAbout12-02-21 Planning Commission Meeting - 180 ECR Safeway - Exhibit A Conditions of Approval - Errata Version 12.2.21ITEM #2a – Exhibit A Planning Commission of the City of South San Francisco December 2, 2021 — Item #2a – Exhibit A Errata Sheet To the Draft Conditions of Approval for an application for the 180 El Camino Real Safeway Project Staff recommends edits to the Draft Conditions of Approval for the Engineering Division requirements for the proposed project, specifically Conditions of Approval C.25, C.27, C.31, C.45, C.50 and C.55. The new changes are marked in double underline for additions, strikethroughs for deletions. Other sections and texts not being modified by this errata sheet are not included below. DRAFT CONDITIONS OF APPROVAL P21-0056: UP21-0012, DR21-0025, TDM21-0007, & PM21-0002 180 EL CAMINO REAL (Revised by City Staff on December 2, 2021) C. Engineering Division requirements shall be as follows: 25. Prior to Building Permit issuance, the applicant shall enter into an Improvement Agreement and Encroachment and Maintenance Agreement with the City. These agreements shall be approved by City Council prior to execution. The Improvement Agreement shall require the applicant to install all proposed public improvements as reviewed and approved by the Engineering Division at no cost to the City. The Encroachment and Maintenance Agreement shall require the applicant to maintain any street furniture that serves the property and all landscape within the project frontage at no cost to the City. The Encroachment and Maintenance Agreement shall be recorded with the San Mateo County Recorder and may be transferred to the property owner or Homeowner’s Association. 27. Applicant shall perform and/or install all feasible mitigation measures and improvements as described by the “Traffic Impact Study for 180 El Camino Real in the City of South San Francisco” prepared by Whitlock & Weinberger Transportation, Inc. dated February 27, 2013, and as updated by the memorandum titled “Safeway South San Francisco” prepared by TJKM and dated October 28, 2021. 31. The applicant shall rehabilitate the AC pavement on Spruce Avenue from the lip of the gutter to the yellow centerline along the entire frontage of the Subdivision Safeway development parcel. Pavement rehabilitation shall include the repair of any failed pavement areas as determined in the field by the City Inspector and a 2-inch grind and overlay of the street from the lip of gutter to the lip of gutter on the opposite side of the street, and restriping the lane lines and crosswalks. 45. All off-site drainage facilities required by the City Engineer to accommodate the runoff from the subdivision Safeway development parcel shall be provided by the applicant at no cost to the City. 50. The applicant shall relocate the existing public 10” Sanitary Sewer main located within the City easement on the project site to an alignment through the site from El Camino Real to the sewer main at Huntington Avenue. The applicant shall install the relocated public sewer main as a 15- inch main from El Camino Real to Huntington Avenue. The relocation of the sanitary sewer shall be completed prior to the approval recordation of the Parcel Map that abandons the existing public sewer easement and grants a new public sewer easement on the property. 55. The private on-site sanitary sewer system shall not be dedicated to the City for maintenance. The private on-site sanitary sewer facilities within the subdivision Safeway development parcel shall be repaired and maintained by the property owner Homeowner’s Association.
