business, we proceed as follows:
The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at
6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue
,South San Francisco, California.
Public Comment: For those wishing to address the Board of Trustees on any Agenda or non-Agendized item,
please complete a Speaker Card available from the Main Library and submit it to the Library's
Administrative Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of
your public comment. California law prevents the Board of Trustees from taking action on any item noton
the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for
investigation or action (or both) where appropriate or the matter may be placed on a future Agenda for more
comprehensive action or a report. When your name is called, please state your name and address (optional)
for the Minutes. COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER. Thank you for
your cooperation.
The Library Board President will read successively the items of business appearing on the Agenda. As she
completes reading an item, it will be ready for Board discussion or action.

CALL TO ORDER
The meeting was called to order at 6:00 P.M. in the Main Library.
ATTENDANCE
Library Trustees present: Diane Huddleston, Cisca Hansen, Valerie Lambertson, Pat FitzPatrick
and Robert Turnberg. Library staff present: Valerie Sommer, Library Director; Adam Elsholz,
Assistant Library Director and Elia Moreno,Administrative Assistant I.
APPROVAL OF MINUTES
A motion to approve the minutes of the regular November 22, 2016meeting was made and
seconded. A vote was taken and the minutes were approved.
PUBLIC COMMENTS
No public comments.
DIRECTOR’S REPORT
The Board reviewed the Director’s Report. A few typos and corrections were noted and will be
corrected. The new formatting of the event programming spreadsheet looks good. Corrections on
programs and dates were noted and will be corrected as well.

OLD BUSINESS
Library Openings and Recruitments
Hiring for the two open Librarian positions continues to be on hold. Hourly employees are
backfilling the positions. An offer has been made for the position of Literacy Services

Coordinator at the Community Learning Center. A staff photo book of new employees was
presented to the Board.
New Main Library / Community Center Planning Update
Weekly meetings with the City’s project construction management team from Kitchell
Corporation and City staff continue to review Measure W project delivery methods foreach site.

A presentation to update City Council on Measure W will be made at the February 8City
Council meeting. A joint meeting with the Library, Parks and Recreation, and Cultural Arts
Commission is pending.
NEW BUSINESS
Election of Officers for 2017
A motion was made to elect the slate of officers as nominated at the last meeting: Diane
Huddleston asPresident; CiscaHansen asVice President; and Valerie Lambertson as Secretary.
The motion was seconded and theslate of officers waselected.
Review of Library Strategic Plan Actions and Objectives
The Library Board of Trustees reviewed the five year, Library Strategic Plan Actions and
Objectives, along with the Culture, Education, and Technologyone-page summary. Allachieved
actions and objectivesfrom the strategic plan have been checked off. The Library will continue
to keep working on completing alllisteditems within the five year strategic plan.

SUBJECT: Reference Questions sampling
As of the start of the next fiscal year, July 1, 2017, we will be moving to a sampling method to
track Reference transactions. Currently, we track reference questions daily, recording a hash
mark in a notebook for each reference question received. Instead of tracking every question,
every day, we will track questions over a representative period, such as one week, which would
be repeated once per quarter, a total of four times annually.These representative samples will
be combined for our year-end statistical report to the California State Library.
Employing a sampling method is recommended for the following reasons:
The California State Library allows libraries to use samplingto report Reference
Questions.
A poll of nearby libraries found that Redwood City and San Francisco are using sampling
periods instead of continual tracking.
The change to a sampling method is expected to produce more accurate Reference
Question counts. When we have focused staff on recording Reference Questions, we
have seen increases in such transactions.
When changes are implemented, reference questions would be reported quarterly in the
Director’s Report to the Board, with fiscal year 2017/2018 first quarter statistics reported in the
Library Board packet of October 24, 2017. Please note we will also be tracking separately, per
new State Library requirements, requests for assistance with technology.
