The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at

: For those wishing to address the Board of Trustees on any Agenda or non-Agendized item,
please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative
Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public
comment. California law prevents the Board of Trustees from taking action on any item noton the Agenda
(except in emergency circumstances). Your question or problem may be referred to staff for investigation or
action (or both) where appropriate or the matter may be placed on a future Agenda for more comprehensive
action or a report. When your name is called, please state your name and address(optional) for the Minutes.

OLD BUSINESS
Library Openings and RecruitmentUpdates
The position of Program Manager for Technical and Patron Services has been filled by Shawnte
Santos. Currently, one position is still needed to be filled at the Main Library but is being
backfilled with hourly employees; recruitment will not begin until the start of the new upcoming
fiscal year. Recruitment for the Literacy Services Coordinator at the Community Learning
Center will begin soon.
New Main Library/Community Center Planning Update
The agreement for the New Main Library/Community Center between the City of South San
Francisco and SmithGroupJJR, will be presented to the City Council. If agreed, councilmembers
will approve and sign the contractat the Regular City Council Meeting on Wednesday, January
24, 2018.

NEW BUSINESS
2018 Election of Officers
A motion was made to elect the slate of officers as nominated at the last meeting: Diane
Huddleston asPresident; Francisca (Cisca) Hansen asVice President; and Valerie Lambertson as
Secretary. The motion was seconded and the slate of officers wasapproved by acclamation.
Library Staff Survey on Vision and Values–Adam Elsholz, Assistant Library Director
The Library Board reviewed the Library Staff Survey on Visions and Values. Assistant Library
Director, Adam Elsholz, conducted a survey within the Library for staff membersto give their
input andin order to effectively capture our library’s core values and visions. The SSFPL
mission statement will possiblyberevised; further updates will be given in February.
Elimination of Youth Fines Update
The Library Board reviewed the chart presentations that reflect the changes in circulation, library
card registrations, and youth cards blocked since the elimination of youth fines. Youth
circulation and new library card registrations have increasedsignificantly since the elimination,
while blocked youth cardholders have decreased.

ANNOUNCEMENTS
The Library Director noted the next evening’s meeting of City Council that includes a
recommendation to accept the agreement with SmithgroupJJR, starts at 6pm at the MSB. She
also noted the January 30, 5pm, openingevent of the Veterans Resource Center atthe Main
Library.

Cisca Hansen had the pleasure of visiting the Lincoln(CA)Library.

South San Francisco Public Library
ROOM USE POLICY
Eligibility: Space is available for City Departments or local non-profit organizations, targeting
a South San Francisco audience, to hold meetings or programs that are open to the public.
Reservation Procedure:Designated areas of the Community Learning Center (CLC) may be
available and may be reserved ahead of time (at least one week) by completing the appropriate
application. A copy of the application will be returned once approved as a confirmation. Priority
will be given to library and city programs. While every effort will be made to follow the
schedule, there may be times when a reservation may have to be cancelled. No one group
may reserve the room(s) for such an extensive period(s) of time that it is effectively unavailable
for other uses. For ongoing programs, rooms can be reserved for a maximum of three months.
A new application must be submitted for further use. Exceptions may be made for educational
organizations that the CLC collaborates with.
Space use: The use of space is limited to the areas reserved on the application permit. The
manager and administrative offices are off limits to anyone but the library staff. Please be sure
that members of your group respect this area and do not trespass, take office supplies, ask to
use the phones, interrupt office staff, etc.
Set-up and Clean-up:Each group is responsible for room set-up and for returning the room to
the condition in which it was found, following the instructions in the Clean Up Guide.
Children: Groups that involve children must have adults present in a ratio of 1 to 10 to assure
proper supervision and safety. Staff supervising children must be oriented and trained on the
Community Learning Center’s Creative Center rules, material use and emergency evacuation
procedures. Please monitor children for noise level particularly in the areas adjacent to staff
working areas, and ask children to walk quietly around.
Smoking and Alcohol use: Neither smoking nor the consumption of alcohol is allowed in the
Community Learning Center.
Publicity: The use of the Community Learning Center shall not be publicized in such a way as
to imply library sponsorship of the group’s activities, except when stated in an agreement
letter. The name, address, and phone number of the Community Learning Center may not be
used as the official address or headquarters of any group using it.
Noise: Please keep noise to a minimum in the hallways as loud talking can disrupt the working
staff environment.
Parking: Not included as part of the application. However, there is some parking available on
the streets.
Granting permission to use the Community Learning Center does not constitute an
endorsement of the programs or organizations by the Library, or City of South San Francisco.

LIBRARY USE POLICY
It is the goal of the Library Board of Trustees and staff of South San Francisco Public
Library for all visitors to enjoy a positive and safe experience when using the library.
This policy is designed to ensure Library facilities serve their primary purposes,
including the provision of a quiet and orderly environment in which people may read,
study, use library materials and equipment, and contemplate. The rules may regulate
disruptive behavior, noise, offensive odors, health and sanitation hazards, and bringing
possessions, materials, or objects into the Library which are likely to interfere with its
use by others. The rules may not unreasonably or unfairly restrict access to libraries by
any person or group.
The following behaviors are not allowed in the library and/or are prohibited by law:
1. Damage, destruction, or theft of library property, tampering with computer
hardware and/or software, and other illegal activities including (but not limited to)
graffiti, vandalism, smoking (including e-cigarettes or vaping), or circumvention of
security systems.
2. Use of abusive and/or cursing language.
3. Engaging in or threatening physical assault or abuse; threatening or harassing
other patrons or Library staff.
4. Obstructing entrances or exits or interfering with the ability of patrons or staff to
enter or exit the library.
5. Solicitations within Library/Community Learning Center buildings (excluding
those of the Library and/or Friends of the Library).
6. Disruptive behavior (including running and jumping) such as loud conversations
on cell phones or in person or other noise and loitering in groups for any unlawful
purpose.
7. Bringing in bedrolls, big boxes, or bulky bags that may obstruct free passage
within the Library. Belongings must fit comfortably under the chair or table of
occupant, without extending into pathways.
8. Obstructing pathways, seating or access to resources with belongings and/or by
sitting or lying on the floor.
9. Drinking beverages or eating in the buildings (except when offered as part of a
library program). Beverages in closed containers are acceptable.
10. Using restrooms as bathing or laundering facilities.
11. Strong odors including those caused by fragrance products and/or lack of
personal hygiene.

12. Having bare feet and/or being shirtless.
13. Leaving personal belongings unattended. Please keep all personal items with
you at all times.
14. Moving furnishings and/or equipment.
15. Using skateboards, roller blades, rolling shoes, etc. in the Library or on Library
property in a manner that disrupts access to or use of the Library; bringing
bicycles or rolling containers used for storage, such as shopping carts and
strollers, into the facility; these must be secured to the appropriate racks outside.
16. Bringing animals or pets into buildings. Service animals, however, are excepted.
Unattended Children Parents are responsible for the behavior and safety of their
children using the Library. Children under the age of ten years must be closely
accompanied at all times by a parent or responsible adult caregiver. The police may be
called when children are left unattended. (Unattended Children Policy)
The limited to persons under age 18 or through high school and their
accompanying parent, caregiver, or n.

to persons under age 18 or through high school after 2:30 pm or adults using the Teen
collection.
Courtesy Reminder: The Library encourages a scent free environment. Please be
sensitive to others.
When a patron behaves in a manner that violates this policy, Library Staff may ask a
patron to leave the Library facilities with or without warning, may contact law
enforcement if necessary, and/or may suspend the patron from use of the Library
facilities, in accordance with the Suspension of Library Privileges Policy.

OUT-OF-COUNTY INTER-LIBRARY LOAN POLICY
South San Francisco Public Library offers out-of-county inter-library loan services (ILL)
to our library patrons. The goal of the South San Francisco Public Library Inter-library
Loan Service is to provide patrons with access to books/materials at libraries nationwide
that cooperate with us. The success of this program depends on prompt return of items
borrowed. However, because of staff constraints and the costs involved, the following
guidelines must be observed.
1. There is a non-refundable processing fee per item requested. The fee is $3.00
per item for South San Francisco residents and $5.00 per item for non-residents.
Not all interlibrary loan requests are successful due to availability of the item,
willingness of owning libraries to loan, etc. Interlibrary loan requests will be
accepted for lending libraries in the continental United States plus Hawaii.
2. Patrons must have a current Peninsula Library System (PLS) library card in good
standing.
3. If a number of requests are submitted at the same time, there may be a delay in
processing them. Please limit your request to three items at a time.
4. South San Francisco residents may request a maximum of twenty items in a
calendar year and non-residents may request a maximum of twelve items.
5. Each volume of a title, each reel of microfilm, etc. constitutes one item request
and should be submitted on a separate request form. If we are unable to fill your
request on the first search and you would like us to try again in the future, the fee
will be charged again.
6. If an item is owned by a Peninsula Library System (PLS) library, we must try to
obtain it from that library before going out of system/county. If the item exists as
reference use only in PLS, we will refer patron to owning library.
7. Patrons should provide accurate bibliographic information (author, title, year of
publication, etc.) for items requested.
8. Patrons are responsible for any fees or charges imposed by the lending library.
South San Francisco will try to borrow materials from sources that do not charge
fees; however, if there are fees or charges imposed by the lending library,
including special shipping fees, SSF Library staff will contact the patron for
approval before proceeding with the loan request.
9. Items borrowed by SSF Public Library on ILL are subject to loan periods and
other restrictions, i.e. library use only. Please note: microfilm reels must be
viewed in the library.

10. Items borrowed through out-of-county ILL must be picked up and returned to
SSF Public Library.
11. Renewals are allowed per lending library policies and approvals. Please call
650-829-3860 at least five days before the due date of the item to request a
renewal.
12. AV materials (except for microfilm) are not available through out-of-county ILL.
Due to the difficulty in locating libraries that will loan microfilm reels, patrons may
be responsible for identifying lending institutions.
13. We will search for journal articles on our online ILL service. If we cannot locate
them online, the patron is responsible for locating lending libraries.
14. In addition to the above constraints, the library will not search for:
a) Items SSF Public Library has previously borrowed several times for the
same person
b) Items SSF Public Library has unsuccessfully tried twice to borrow within
the last year
c) Circulating items owned by a PLS library
d) Items that cannot be verified
e) Books lik
f) Items published within the current and previous year
g) Textbooks
15. LOST OR DAMAGED MATERIALS
Patron is responsible for entire amount charged by lending library if an item is
lost or damaged while checked
for lost/damaged items. Patron is also responsible for paying overdue fines
charged by the lending library and this library.
