business, we proceed as follows:
The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at
6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue,South San Francisco, California.
Public Comment
: For those wishing to address the Board of Trustees on any Agenda or non-Agendized item,
please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative
Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment.
California law prevents the Board of Trustees from taking action on any item noton the Agenda (except in
emergency circumstances). Your question or problem may be referred to staff for investigation or action (or
both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a
report. When your name is called, please state your name and address (optional) for the Minutes. COMMENTS
ARE LIMITED TO THREE (3) MINUTES PER SPEAKER. Thank you for your cooperation.
The Library Board President will read successively the items of business appearing on the Agenda. As she
completes reading an item, it will be ready for Board discussion or action.

showswill begin at 12:30 P.M. in the Main Library and 2:30 P.M. at the Grand Avenue Library.
b)Book Club meets every third Tuesday of the month at 6:00 P.M. at the Main Library. The August
Book Club selection is In the Midst of Winter by Isabel Allende.
c)The Asian Art Museum’s Community Speaker Program will be presentingan educational and
entertaining multimedia talk on Glorious Civilizations on Southeast Asia on Saturday, August

CALL TO ORDER
The meeting was called to order at 6:00P.M. in the Main Library.
ATTENDANCE
Library Trustees present: Diane Huddleston, Cisca Hansen,Valerie Lambertson,Pat FitzPatrick,
and Robert Turnberg.Library staff present: Adam Elsholz, Assistant Library Director;Elia

Three Librarian positions will be open for recruitment.
Community Civic Campus Project Update

NEW BUSINESS
New Employee Introduction: Paul Buckley, Literacy Services Coordinator
Paul Buckley was introduced as the new Children’s Literacy Services Coordinatorat Community
Learning Center. Paul comes with a great experience in leading teams, helping themorganize
and work together to develop their leadership skills. He is currently concentratingon the

children’s summer program and the upcoming program being held on Thursday, July 5, Super
Heroes Save the Day, where children get to write and present their own stories on what makes
them super.
Discussion on Automatic Renewal of Checked Out Library Items
The Library Board discussed the automatic renewal of checked out library items, a new system
wide service. Some impacts involve an increase in circulation statistics and a decrease on library
revenue.

Thank you to Ashley and Shawnte for putting such a wonderful program together for the author
talkwithAdrian Covertat Molloy’s Tavern.
The board members wish Ashley MacInnes the best of luck! She was a significantaddition to the
Library and will be greatly missed.

RE: News From the Capitol – Budget Update
GOVERNOR BROWN SIGNS 2018-19 BUDGET:
AGREAT YEAR FOR LIBRARIES!
On Wednesday, Governor Jerry Brown signed the 2018-19 State Budget at a press
conference, flanked by Assembly Speaker Anthony Rendon, Senate President pro Tem
Toni Atkins, Assembly Budget Chair Phil Ting, and Senate Budget ChairHolly
Mitchell. The Governor, nearing the end of his final term in office, stated, “When I took
office back in 2011, with the state facing a $27 billion deficit, I pledged to work with the
Legislature to fix California’s financial mess. Today, the final Budget I sign delivers on
that pledge and prepares us for the future.”
The 2018-19 Budget bill is one of the strongest in terms of its funding for public libraries
in many years.Here are some of the highlights of the newly signed Budget:
These items, included in the signed Budget, were part of the negotiation reached
between CLA, the State Library, the Corporation for Education Network Initiatives in
California (CENIC), and the Governor’s Department of Finance:
$2 million in one-time funding for broadband connection grants for public libraries
to connect to the high-speed, broadband “backbone” operated by CENIC.
$3 million in one-time funding to increase broadband capacity for libraries
connected to CENIC that are in need of upgrading (e.g. from 1gig to 10 gigs).
$1.5 million in one-time funds for resource-sharing under CLSA (Intended to be
earmarked for the Zip Books program and a program to digitally connect library
catalogues.)
$2.5 million in ongoing funding for family literacy.
$500,000 for an E-rate coordinator position at the State Library, and to address
Public Utility Commission imposed taxes and surcharges associated with the
library membership in CENIC.

These items below are also included in this year’s 2018-19 Budget and were the result
of requests by individual Assemblymembers and Senators:
$1 million in one-time funds for the “Lunch at the Library” program, which
supports libraries in developing summer free-meal programs. “Funding will help
libraries connect with meal sponsors and theUSDA’s Summer Food Service
Program and establish a free-meal program.”
$1 million in one-time funds to support and expand the Career Online High
School program.
$1 million in one-time funds to support a two-year pilot project that will provide
competitivegrants to nonprofit organizations for the purpose of establishing a
student author book publishing program. “The program would support 1,000
students from public housing developments in writing short stories and publishing
anthologies of the work.”
$1 million in one-time funds to support completion of the Felton Library and
Nature Discovery Park.
$500,000 in one-time funds to support operations of the Braille Institute Library in
Los Angeles.
A special “thank you” to Governor Brown, Director of Finance Michael Cohen, State
Librarian Greg Lucas, the Legislature, and CENIC for their assistance and support this
year.
