In order that you may know our method of conducting Library business, we proceed as follows: The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at 6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue,South San Francisco, California. Public Comment : For those wishing to address the Board of Trustees on any Agenda or non-Agendized item, please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment. California law prevents the Board of Trustees from taking action on any item noton the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for investigation or action (or both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a report. APPROVAL OF MINUTES The minutes of the regular October 23,2018meeting were approved as amended. Verbal offers are yet to be made to the top candidates. New hire presentations may be done atthe next Library Board meeting,in January. Community Civic Campus Project Update Presentationby the master architect, SmithGroup,of the50 percentschematic design tothe Library Board membershas been postponed.Adjustments to thepreviousschematic design were needed due to new findings on the property. Presentation of the readjusted 50 percent schematic designto City Councilis tentatively scheduled for December. NEW BUSINESS Narcan Use in Public Libraries The Library Board reviewed a memo sent out by the State Library. Two programs created by the CaliforniaDepartment of Health and the manufacturer of Narcan, are offering agencies, including South San Francisco Public Library Board of TrusteesPage 2Unapproved Minutes –November 27, 2018 libraries, free doses of naloxone nasal spray (i.e. Narcan)for use in overdosesthat mayoccur during open business hours. The treatmentalmost immediatelyreversesthe effects of opioid overdose,has no potential for abuseand does not have adverse effects if mistakenly administered to a person not experiencinga drug overdose. If the Library accepts this offer of free Narcan, Narcan nasal spray and training will be made available to staff memberson a voluntary basis. New Fine Free Policy at San Mateo County Libraries A new Fine-Free policy is being implementedby San Mateo County Libraries(SMCL). Many public libraries across the country are eliminating overdue fines in order to better serve communitiesand patronsand providea greater level of equityand eliminate barriers to library services.SMCL studied research on elimination of fines in public libraries and noted these key findings: Fines negatively impact library use, particularly by lower income people Fines do not effectively incentivize on-time return of materials Fine revenue is less than the cost of the staff time to collect fines Elimination of fines results in higher use, increased customer satisfaction and improved staff morale. Currently, bothSouth San Francisco Public Librariesdo notchargefines for children, teens through the age of 19,and seniors. Library Board members were generally in favor of fine elimination, with a question about impact on return of library materials. Director Sommer noted items that cannot be renewed due toreserves or are at the limit of five renewals will be billed for replacement. Discussionswith the City’s Finance Director and City Managerwill be made before returning to the Library Board with possible Master Fee Schedule changes. ANNOUNCEMENTS The Winter Open House will be held at both Main and Grand Avenue Libraries on Friday, th December 7. The upcomingHoliday closures are as follows: th Christmas –Both libraries will be open 10:00 A.M. –1:00 P.M. on Monday, December 24and th closed Tuesday, December 25. st New Year’s –Both libraries will be open 10:00 A.M. –1:00 P.M. on Monday, December 31and closed Tuesday, January 1, 2019. th Martin Luther King Day –Both libraries will be closed on Sunday, January 20and Monday, st January 21. Approval of a donation to the Library for 45 surface tablets by Genentech will be taking place at the th Wednesday, November 28City Council Meeting. Respectfully Submitted: Diane Huddleston, LibraryBoard of Trustees Secretary Valerie Sommer, Library Director Attachment 2 How Peninsula Library System is using the Instant Digital Card feature to bring commuters to the library January 2, 2019 Recently, Peninsula Library System began looking for ways to promote their digital library services to extend their reach and usage. They began by signing upfor OverDrive’s Instant Digital Library Card feature and then looked for ways to best use it to locate users most likely to become permanent library users. What follows is a conversation with their Marketing Team about the implementation of this campaign.To create a similar campaign for your library in 2019, contact your OverDrive Account Manager today, What is the marketing campaign you’re planning on executing? The Peninsula Library System’s year-long Commuter Campaign focus is promoting the use of OverDrivevia the Libby app. The primary goals of the campaign are to reach new library users and increase eBook and audiobook usage by targeting commuters who live in San Mateo County specifically. As part of this campaign, the Peninsula Library System enabled OverDrive’s “Instant Digital Card” functionfor a seamless user experience, ensuring new users can register for an OverDrive account and download ebooks or audiobooks right away, within one session using their mobile number.Overall, this marketing campaign and new service enables us to connect with people in unexpected places, deliver services beyond our buildings, and raise awareness of all the resources that our libraries have to offer. How did this idea come about? The Commuter Campaign was developed by the Peninsula Library System (PLS) Marketing Team that includes representatives from PLS libraries across San Mateo County.Having noticed https://company.overdrive.com/2019/01/02/peninsula-library-system/ Attachment 2 that overall OverDrive ebook usage was increasing, but that new ebook users were not trying it out, the Marketing Team was tasked with marketing OverDrive, to garner new users.Our team decided to target commuters, as they are most likely to use this service on their way to and from work across the Bay Area. We’ve taken advantage of various high traffic advertising venues throughout the year so that potential users in San Mateo County areaware of the new service, including: bus and train ad cards, bus shelter posters, digital billboards, Peninsula Library System delivery truck wraps, and social media posts. What was the process of creating the assets needed? Representatives from our committee worked directly with the marketing team at OverDrive. They then created all the media files for the bus ads, shelter stop ads, digital billboards, and the bus wraps. Each file was unique but still fit the style and theme of the overall campaign, “Turn your commute into an adventure!” How are you measuring success? The Commuter Campaign’s success will be measured by the number of “Instant Digital Card” registrations each month and the conversion rate to a library card.Additionally, metrics for impressions are collected when possible for each ad placement. Some metrics were given to us by local partners such as Caltrain, SamTrans, and Clear Channel, who have helped us determine the campaign’s reach. Do you anticipate doing more campaigns like this in the future? The PLS Marketing Team will continue to market library services together as a consortium.
