business, we proceed as follows:
The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at
6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue,South San Francisco, California.
Public Comment
: For those wishing to address the Board of Trustees on any Agenda or non-Agendized item,
please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative
Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment.
California law prevents the Board of Trustees from taking action on any item noton the Agenda (except in
emergency circumstances). Your question or problem may be referred to staff for investigation or action (or
both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a
report. When your name is called, please state your name and address (optional) for the Minutes. COMMENTS
ARE LIMITED TO THREE (3) MINUTES PER SPEAKER. Thank you for your cooperation.
The Library Board President will read successively the items of business appearing on the Agenda. As she
completes reading an item, it will be ready for Board discussion or action.

CALL TO ORDER
The meeting was called to order at 6:00P.M. in the MainLibrary.

Motion to approve the minutes fromthe November 27, 2018 meeting was made, seconded and

A motion to move and discussagenda item,Library openingsand recruitments forthe next meeting
being heldon Tuesday, February 26, 2019, was made, seconded and approved.
NEW BUSINESS
2019Election of Officers
A motion was made to elect the slate of officers as nominated at the last meeting: FitzPatrick as
President; Diane Huddleston as Vice President; Robert Turnberg as Secretary. The motion was
seconded and the slate of officers was approved by acclamation.
Discussion and Motion to Approve the Revised 2019 Holiday Schedule
The Library Board approved a revision on the 2019 Holiday Schedule to reflect the correct Easter
Holiday closure. Both Main and Grand Avenue Libraries will be closed for Easter on Sunday, April

New Main Library and Community Center Design Update
Assistant City Manager, Marian Lee and SmithGrouprepresentatives presented a new civic campus
design update.Due to various utilities on the site (Bart, PG&E, water utilities) that conflicted with
previous design ideas, modificationsneeded to be made in order to avoid any problems when
construction begins. The $210 million project includesthree new buildingsforthe City of South
San Francisco–the joint Library and Parks andRecreationfacility,aPolicefacilityand aFire
Station,which will be constructed at a future phase. The Library and Parks and Recreation facility
consists of 75,000 square feet; 35,000 square feet of space for each department plusan additional
5,000 square feet of Libraryand shared flex space that wasapproved andadded to the buildingby
City Council.A 5,000 square foot building will also be built adjacentto the Library/ Parks and
Recreation building which will be used as the CommunityTheater/ City Council Chambers.The
building will be constructed with3 levelsof shared space; all levels will be planned as a different
“destination”areafor patrons. The planning conceptcreated by the architects and City staffhas
separatedand labeled the three levels, all to be utilized for different activities and functions:
“Events and gatheringspace”will be the first and lowerlevel designated forlarge functions
and eventswith two event spaces, one medium sized and one larger room.An indoor
parking structure will also be “tucked under the building” onlevel one, with 30 parking
spaces, including ADA access.Entrance to the first level will be from the parking garage of
from the parking lot on the park side.
Thesecond level, recognized as the“activity hub”will be the utilized for dance classes,
MakerSpace,collaboration rooms, computer lab,craft/art room,a young children’s
classroomand many other active programs.Children’s and Young Adultbookcollections
will also be found in the activity hub. The second level will have a street entry from El
Camino Real.
Thethird level, labeled as the“market place”will be the “retail-like experience,”where the
core librarywith the adult book and audio visual collectionswill be placed, along with other
program and seating space.Entrance to the third, elevated level will be through inside
staircases and elevators. The additional 5,000 square feet of library and shared flex space
will be programmed for meetings, events, library collections, seating and displays.
Outdoor spacewill consist of 67,000 square feet, or 1.5 acres, ofoutdoor program space,including
two playgrounds, landscaping,a turf exercise and play space, informal event spaces outdoor seating,
and more. There will also be bike parking and dropoff/pickup points.A total of 220 designated
parking spaces(outdoor and indoor) will be availablefor the Community Civic Campus.Public
commentsincluded:
General support of programming and layout arrangement of spaces
Concerns and questions about the use and function of the 5,000 square foot additional
Library\\flex space
Concern for adequate space for Library to alleviate crowded conditions
Parking capacity concerns
Concern for accessibility for building and site
Traffic congestion concerns
Design update will be presented to City Council on Wednesday, January 23. Groundbreaking is
tentatively scheduled to begin the beginning of 2020, with the Police facility to be constructed first.

The Asian Art Museum’s Community Speakers Program will be hosting an educational and

entertaining multimedia talk on the Lunar New Year: Year of the Pig, on Saturday, February 9
at
2:00 P.M. in the Main Library.

In celebration of the Lunar New Year, a special story time will be held on Saturday, February 16at
12:00 P.M. in the Main Library. Oliver Chin will be reading and talking of his new book Year of the
Pig.
