In order that you may know our method of conducting Library business, we proceed as follows: The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at 6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue,South San Francisco, California. Public Comment : For those wishing to address the Board of Trustees on any Agenda or non-Agendized item, please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment. California law prevents the Board of Trustees from taking action on any item noton the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for investigation or action (or both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a report. APPROVAL OF MINUTES Motion to approve the minutes fromtheApril 15, 2019meeting was made, seconded and approved. PUBLIC COMMENTS None DIRECTOR’S REPORT The Board reviewed the Director’s Report. COMMUNICATIONS: a)Circulation, Reference Questions&LiteracyServicesStatistics (Attachment #1) b)Library Articles, Issues & Programs (Attachment #2) c)BoardAttendance Chart (Attachment #3) NEW BUSINESS Presentation of Exterior Design and Park Plan for the New Library and Parks and Recreation Community Center.* Marian Lee, Assistant City Manager andrepresentatives from SmithGroup presented the exterior design and park plan for the new Library and Recreation Community Center on the Community Civic Campus.The campus will include approximately 75,000grosssquare feet of building space for Libraryand Parks& Recreation. City Council Chamberswill be5,000 square feet, the Park is 1.3 acresand there will be 220 parking spaces. Theexteriorof the building will be built with curved tempered glass elements.Thedesign of a “wooden material drum”will provide asignature look for City Council Chambers. Design of the parkwas planned forADA accessibilitywith less than 5% slope so no landings or handrails within the parkare needed. Parking will underneath building, on surface and along Antoinette Lane. ADA parking spotswill be available on Antoinette Lane,along drop off areain front of the building, and underneath the building. The 1.3 acre Park willinclude a multi-modaldrop-off area, abike Fix-It Station, multipurpose synthetic turf fieldand playgrounds for different age groups. Workoutstations will be installed along Centennial Trail. Trees will bedrought tolerant and native to California and specifically to South San Francisco Public Library Board of TrusteesPage 2Unapproved Minutes –May 28, 2019 South San Francisco area. Both 2.Glass wall - isthe top closed or open? Closed and fully conditioned 3.How shatterproof is the glass? Temperedcurtain wall, if breaks will break in tiny pieces 4.How many entrance and exits to the building? 2 primary entries and some accessory exits 5.Will heating/ventilation equipment beexposed at top? Located on top, current approach would be covered withperforated screen. 6.What is the material glass is mounted on? The glass is hung from the floor above 7.What are the precautions for leaks with glass? Two layers of protection with gaskets. Water goes down first joint andistrapped down to bottom. 8.Will the glassget dirty? Glass is shear and flat, pretty easyto cleanand will not attract so much dirt. Glass is aceramic frit with dots painted on to deter glare and provide more visual comfort. 9.Safety glass in case of earthquake? Tempered glass, curtain wall panels hung from top will rotate and move with force of earthquake. 10.Example of glass wall near SSF? Some actually in SSF. SmithGroup will provide a few addressesof nearby buildings to see. 11.ADA ramp, stairways without handrails? Stairways will probably have hand rails; ramp elevations will not require rails. 12.Red and blue areas, are they sheer? Can people look in from El Camino? Some aresolid elements, depending on purpose. Classrooms will be visible from street. 13.Energy conservationincluded in design? Energy very important to skin of building. Someopaquepanels will have insulationelement behind it to increase energy efficiency. 14.Flexibility for seasonal adjustment? Right now planning for peak low requirement. 15.Is it LEED certified? LEED equivalent, not certified, but equivalent to gold level. 16.Is there a way to integrate BART station with new building to be similar in look or to integrate the environment? Example: rolling hills. 17.Will parking on Antoinette Lane be parallel parking? Yes, there will be parallel parking 18.Parking on El Camino Real? No parking on El Camino Real 19.Will Arroyo continue to Old Mission Road? Still under discussion 20.Any cells in new Police Station? Yes 21.Any plans for sea level rise? Economic Development negotiating with PUC property developerregarding impact on that area. 22.Entrance on El Camino side? Who will be using it? Pedestrians, bus stop,and BART station nearby. ATTENDANCESOUTH SAN FRANCISCO BOARD OF LIBRARY TRUSTEES Attachment NB - 1 COMMUNITY LEARNING CENTER South San Francisco Public Library ROOM USE POLICY Eligibility:Based on Community Learning Center (CLC) operational needs, spacefor meetings or programsis available for local non-profit organizations,including neighborhood associations, schools, or public agencies, targeting a South San Francisco audience. These must beopen to the public. No fees, dues, or donations may be charged or solicited by the user, nor may any item or service be sold or advertised. In addition, commercial use of rooms by private groups for purpose of sales is prohibited. This policy does not apply to use of the facility for Library, City,local schoolsor government sponsored programs or programs provided by educational and health organizations or groups providing programs and support for CLC participants in collaboration with the CLC or Library. Reservation Procedure:Designated areas of the Community Learning Center (CLC) are available for reservation based on staffing availability. Reservations may be madeup to two (2) months and no less than two (2) weeks in advanceof the event date through the submission of a paperor electronic application. The electronic application is available at www.ssf.net/library under Reservations.Applications will be accepted from the same organizationto scheduleup to six (6)programsper calendar year. Depending on the nature of the program, proof of personal and property liability insurance may be required. Scheduling priority will be given to Library and City programs. While every effort will be made to follow the schedule, there may be times when a reservation will be cancelled. The CLC has very limited to no availability during the summer, over holiday weekends, and during the winter holiday break, through the New Year’s holiday closure. Space use:The use of space is limited to the areas reserved on the application permitand the public restrooms, all other areas are restricted. Attendance is limited to theroom capacity indicated next to each room on the application form and should be monitored by reserving party to ensure room capacity is not exceeded. Set-up and Clean-up:Each group is responsible for room set-up and for returning the room to the condition in which it was found, following the instructions in the Clean Up Guide. Children:Groups that involve children must have adults present in a ratio of 1 to 10 to assure proper supervision and safety. Staff supervising children must be oriented and trained on the Community Learning Center’s Creative Center rules, material use and emergency evacuation procedures. Please monitor children for noise level particularly in the areas adjacent to staff offices and CLC classes or programs.Creative Center use is for support of scheduled meetings or programs and is subject to availability. Attachment NB - 1 Publicity:The use of the Community Learning Center shall not be publicized in such a way as to imply Library or City sponsorship of the group’s activities, except when stated in a contract or agreement letter. The name, address, and phone number of the Community Learning Center may notbe used as the official address or headquarters of any group using it. Noise:Keep noise to a minimum as loud meetings and programs can disrupt the staff working environment and interfere with CLC classes or programs. Not included as part of the application. However, there is some street parking Parking: available. Prohibitions:Smoking, vaping andalcohol arenot allowed in the CLC and surrounding school property. Open flames are not allowed in the CLC. All participants must comply with the Library Use Policy, availableon the Library’s website.
