The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at
6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue,South San Francisco, California.

: For those wishing to address the Board of Trustees on any Agenda or non-Agendized item,
please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative
Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment.
California law prevents the Board of Trustees from taking action on any item noton the Agenda (except in
emergency circumstances). Your question or problem may be referred to staff for investigation or action (or
both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a

CALL TO ORDER
The meeting was called to order at 6:00P.M. in the Main Library.

OLD BUSINESS
Library Opening and Recruitments
The second round of interviews hasbeen scheduledfor the open Library Assistant II position.
Decision will be made soon. One of the main areas of thisLibrary Assistant IIposition will bein
the MakerSpace/Technology Learning Center to help assist with things like tech drop-in, and
afterschool programs for kids.
New Main Library and Community Center Update
The new Community Civic Campusmodel has been placed at theMainLibrary, next to the service
desk, for Library visitors to see. After it is displayed in the Library, plans are to move the model to
display at the Municipal Services Building (MSB) but, a time/place has yet to be determined.The
schematic design was approved at the June 12, 2019 City Council meeting. Design development is
the next phase. Groundbreakingof the new Police stationis tentatively scheduled the first quarter of
2020, while the groundbreaking for the new Community Civic Campus is tentatively scheduled for
late 2020and,a grand opening for fall of 2022. Project architects plan to present aseries of public

meetings to update our community on the design developmentphase, with a tentative schedule in
September.
NEW BUSINESS
New Staff Introductions
New staff introductions have been postponed until the next scheduled Library Board of Trustees
meeting on Tuesday, July 23, 2019.
Discussion and Motion to Amend the Community Learning Center Room Use Policy
The Library Board of Trustees reviewed the changes to the Community Learning Center Room Use
Policy. After a discussion,a motion to amend the policy, as presented, was made, seconded and
approved.

Discussion on moving the time or date of the August 27, 2019 Library Board meeting was made.
The regular meeting date coincides with the Mayor’s Town Hall presentation. The tentative date of
Thursday, August 29, at 6pm was identified as a possibility. A decision will be made at the next
regularly scheduled Library Board of Trustees meeting on Tuesday, July 26, 2019.

ANNOUNCEMENTS
Summer Learning Challenge programs will be taking place at both Main and Grand Avenue
Libraries:
Bubble Master, Sterling Johnson will be at Main and Grand Avenue libraries on Saturday,

July 6for two bubble shows. The Main Library show will begin at 12:00 P.M. and the
Grand Avenue show will begin at 3:00 P.M.

Python Ron will be appearing with his animal friends on Saturday, July 27. The first
presentation will begin at 12:00 P.M. at the MainLibrary, followed by a 3:00 P.M.
presentation at the Grand Avenue Library.
GOOD AND WELFARE
Thank you to all of Library staff for their great work and,service to the public from Mayor Karyl
Matsumoto.
The Annual Boards and Commission Recognition Eventheld by the City Clerk’s Office will be on
Friday, August 16, 2019 at the MSB.
Mayor Matsumoto recommends the upcoming HBO documentary True Justice and notes this
program is based on a book that is owned by the library.

Benefits Statement of PLP System Participation
Fiscal Year 2019/20
BACKGROUND
The Pacific Library Partnership is a consolidation of four library systems, BALIS (Bay Area Library and
Information System), serving Alameda, Contra Costa, and San Francisco Counties; PLS (Peninsula Library
System), serving San Mateo County; MOBAC (Monterey Bay Area Cooperative Library System), serving
Monterey, Santa Cruz, and San Benito Counties; and SVLS (Silicon Valley Library System), serving Santa
Clara County. There are 43 libraries participating in PLP, with 9 academic libraries and 34 public libraries.

The member libraries pay membership participation fees, based on a model adopted in January 2011.
For FY 2015/16, fees were lowered for the larger libraries and the academic libraries, in recognition of
their value and contribution to the diversity and depth of the total membership.
SERVICES FOR PUBLIC LIBRARIES
CLSA Funds for Public Libraries
For FY 2019/20, PLP received $701,264 in California Library Services Act (CLSA) funding as allocated by
the California Library Services Board to be used for Communication and Delivery. PLP uses these funds
to offset the cost of delivery of materials among member libraries. The PLP Executive Committee agreed
to allocated $300,000 back to the public libraries by formula to spend on local needs, including a
subscription to enki; networking/broadband costs; costs related to Link+; purchasing Overdrive
eMaterials in a shared environment; purchases of shared eMaterials in Biblioteca's CloudLibrary;
purchasing Zinio eMaterials in a shared environment; or participating in a study for a shared ILS between
7 MOBAC libraries. They also allocated $50,000 to invest in SimplyE, an open source application allowing
for the discovery and reading of eBooks from multiple eBook platforms.
CENIC Broadband
All public libraries are eligible to join CENIC, a dedicated network for libraries and universities. Libraries
apply through a grant process and can be awarded funds to assist in upgrading network servers, routers
and infrastructure to connect. Libraries generally connect at speeds between 1G and 10G. More

Analytics on Demand
The PLP Executive Committee approved renewing Analytics on Demand (AOD) for 18 months, from
January 2019 to June 30, 2020. This will include 5 apps the four which we currently have access to
(Marketing Action Patrons, Marketing Action Non-Patrons, Patron Profiles, and eBooks (for 13
libraries)), as well as the newly developed Dashboard, which replaces paper reports with a visual
business intelligence tool.

PROGRAMS FOR ALL LIBRARIES (ACADEMIC AND PUBLIC)
Leadership Programs for Executive and Middle Managers
PLP is very proud of its signature Leadership programs for Library Directors, Assistant Directors, and
Mid-Managers. These programs bring together library staff from member libraries to share ideas, issues,
and hear and learn from leaders in libraries, government and the private sector. An intensive program
that runs from January to December, the program focuses on improving problem solving skills,
understanding the big picture of the environment in which libraries operate, and strengthening
professional networks.
Staff Development Committee Training Programs
The PLP Staff Development Committee is the only standing PLP committee. Each year it holds two major
events: the Spring Fling and the Future of Libraries one-day conference, which is held in October each
year. The Spring training focuses on library staff development, while the Future of Libraries focuses on
forward-thinking topics.
Funding to Staff Training
The PLP Executive Committee allocated $10,000 in the FY 2019/20 budget to support initiatives and
activities, including workshops, which support the development of staff. Funds are available for existing
Committees, a library or a new working group, if the proposed activity is open to PLP member libraries
and posted on the PLP website.
PLP Innovation and Technology Opportunity Grants
For the seventh fiscal year in a row, the PLP Executive Committee authorized $150,000 for another
round of the very popular and successful PLP grants to support innovation and technology. As in past
years, two categories were funded: the Innovation and Technology Opportunity Grants and the Grant
Replication Program. These highly competitive grants are up to $15,000 each, and are open to all PLP
libraries.
LSTA and IMLS Grants
Toolkits from the Statewide Student Success Initiative are available on the PLP website
(www.plpinfo.org/student-success). This initiative helps libraries create partnerships with schools,
school districts, and county offices of education to provide library cards for students. Our previous
grant, News Literacy Resource Toolkit, includes a News Literacy Resource Toolkit which can be found at
http://plpinfo.org/news-literacy-toolkit/. This toolkit includes all the resources you need to perform
training at your library for finding credible news sources. The goal of Cybersecurity Training for Teens
Using Minecraft is to build a new educational model in Minecraft to enhance the learning experience
about cybersecurity for youth. More information can be found on our website.
For FY 2019/20, PLP has been awarded an LSTA grant, Data Privacy Best Practices Training for Libraries.
We are using funds from the grant to contract with LDH Consulting, a data privacy expert. The activities
and training will advise libraries in best practices for data privacy policies and ensuring best practices for
data retention. The IMLS Laura Bush grant, Reimagining School Readiness was awarded to PLP in
collaboration with the Bay Area Discovery Museum and the California State Library. National training
will be held for this newly developed toolkit.

Delivery for All Libraries
System membership includes delivery services for library materials so that your residents can return
materials to other libraries. In addition to the improved service delivery, economies of scale, and
efficiencies gained by the consolidation, your residents can borrow from any public library
in Santa Clara, San Mateo, San Francisco, Contra Costa, Alameda, San Benito, Santa Cruz, and Monterey
counties. Without system membership, other libraries can impose a non-resident fee on your residents
in order to obtain a library card to borrow materials or use their libraries. Your residents would not be
able to return materials to other libraries.
The benefits of PLP include:
PLP achieves economies of scale by investing in a set of shared resources in programs and
services that will benefit people served by the communities in the four systems.
PLP reduces duplication of effort and redundancies at the administration level as the four
systems become one.
PLP facilitates the ability of member libraries to work together to increase the quantity and
quality of the services and programs for the people in this broader geographical area.
PLP provides, facilitates, and fosters advocacy at the local, state and federal level on issues of
interest to member libraries.
PLP serves as a liaison and a communication conduit to the State Library and the California
Library Services Board.
PLP enables each member to be more responsive to the changing needs and expectations of its
community.
PLP allows member libraries to have a stronger, more effective and unified voice.
PLP capitalizes on the talents and competencies of a larger group of member library staff and
increases the opportunity to share and learn from each other.
PLP collaborates to invest in research and development of new initiatives and pool resources to
support development of these initiatives.
PLP is an investment in a common administrative infrastructure.
PLP extends the network and communities of practices among the people who work in the
member libraries.
PLP provides the structure and support for member libraries with common interests to
communicate and share in a broader geographical arena.

PLP Participation Fee for Fiscal Year 2019/20
The PLP Participation Fee as approved by the general membership is based on the following
formula.
Public Libraries: All public libraries pay a base fee of $5,641 and then an additional tiered amount based
on the total operating budget of the libraries.
