In order that you may know our method of conducting Library business, we proceed as follows: The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at 6:00 PMin the Main Library, Auditorium, 840 West Orange Avenue,South San Francisco, California. Public Comment : For those wishing to address the Board of Trustees on any Agenda or non-Agendized item, please complete a Speaker Card available from the Main Library and submit it to the Library's Administrative Assistant. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment. California law prevents the Board of Trustees from taking action on any item noton the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for investigation or action (or both) where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a report. APPROVAL OF MINUTES Motion to approve the minutes fromtheAugust 29, 2019meeting was made, seconded and approved. PUBLIC COMMENTS All public commentsand questionswere reserved after the New Community Civic Campus presentation by project architects, SmithGroup. NEW BUSINESS New Main Library and Parks & Recreation Community Center Project Update –Presented by SmithGroup, Project Architects* The Community Civic Campus project team presented the exterior skin and building layout of the new Library and Parks & Recreation facility. Construction of the new Community Civic Campus is tentatively scheduled to begin late 2020, while the police station construction is tentatively scheduled to begin early 2020. The estimated cost of the building remains at $120 million. In order to protect the building from solar heat gain, pixelated glass panels will be used South San Francisco Public Library Board of TrusteesPage 2Unapproved Minutes –April 15, 2019 for the south side of the building (facing El Camino Real) and, will help conform to Title 24 of the California Code of Regulations(Building Energy Efficiency Standards).Physical models of the New Community Civic Campus and Council Chambers exterior skin were passed around to the Library BoardMembersand the public. The New Community Civic Campus will be three levels and 75,000 square feet of shared space between the Library and the Parks & Recreation Departments. The first level comprises ofa parking garage, medium event space, large event space, “pre-function” seating, catering kitchen, teaching/ large event kitchen and the Council Chambers. The second level includes the children’s and young adult librarywith a MakerSpace area, digital studioand a community room for programs and events. The second level will also consist of a medium and large dance rooms, locker/changing rooms, musicrooms, children’s classroom and a large classroom. The third level of the community civic campus will have the Library and Parks & Recreation administration offices, the adult library,market exchange areas, Project Read, tutoring rooms, small classroom and a medium/ art classroom.Lobbies will be in each of the three levels with seating areas available for patrons. The Community Civic Campus design includes various ideas in order to avoid the unnecessary waste of energy and water. Some approaches used for the sustainability strategy include: electric vehicle parking, transit connectivity andbicycle infrastructure, electrification of HVAC systems, andhigh-performance envelope. The next presentation from SmithGroup on the building layout and exterior skin will be atthe th Wednesday, October 9City Council Meeting. *A list of questions received from Library Board Members and the general public is attached to these minutes. ANNOUNCEMENTS The Book Club meets every third Tuesday of the month, 6:00 P.M.at the Main Library. The OctoberBook Club selection is There Thereby Tommy Orange. th Author Talk with Monika Trobits will be on Saturday, October 12, 2:00 P.M. at the Main Library where she will be discussing her book Waves of Beans: Coffee’s Journey to the Bay Area. th Both Main and Grand Avenue Libraries will be closed on Sunday, October 13and Monday, th October14for Christopher Columbus Day. Respectfully Submitted: Robert Turnberg, LibraryBoard of Trustees Secretary Valerie Sommer, Library Director Attachment 1 Questions to SmithGroup – September 24, 2019 Library Board of Trustees Presentation 1.How high is the ceiling of the Council Chambers? - The height of the ceiling is in development currently. 2.Will there be a Social Hall? –Yes, the Social Hall will be in the first floor and will be about 5,500 square feet. 3.Will there be a caterer’s kitchen? –Yes, there will be two kitchens available for events. A catering kitchen and a large kitchen for cooking on site. 4.How far in the future will the parks be? –Only theplayground and the synthetic turf will be held off for the future but, there will be a park for the Community Civic Campus opening. 5.Where is the additional 5,000 square Library flex space? –The flex space is the lobby on level 3, designated for reading, seating/ waiting area and coffee. 6.How tall are the habitable book shelves? – There will be both vertical and horizontal stacks in the library. The vertical stacks will have 5 shelves and the horizontal, shorter shelves will have 3 or 4. 7.How high are the ceilings? –15 feet. 8.Will there still be a space for like the Friends of the Library lobby for selling books? – Yes, the area is still being explored somewhere in the third level. More of a decision will be made during a meeting with the Library department. 9.To be clear, will the Council Chamber be on the first or second floor? The Council Chamber will be on the first floor. The council chamber has a large presence that will go through to the third floor but no floor plates where people will be able to walk around, only on the first floor. 10.Will you be able to see the people in the building from El Camino Real? – Yes, you will mostly be able to see the people in the building and activities as you drive by in the night time. 11.Will there be any alternate parking spaces if the available 220 parking spaces for the new building getfilled up? – There will be parking inside the building, outside of the building and along Antoinette Lane. Time limits will be on the parking spaces which will help with congestion. 12.Where will the electric charging spaces? –Three charging stations with dual arms will be available which gives six possible charging stations, when the building will first open. 13.Will the shuttle be rerouted? –It is being considered but the free shuttle does currently stop across from the future Community Civic Campus on El Camino Real and Arroyo Drive. 14.Will there be handicap parking on Antoinette Lane, which will be parallel parking? And is the parking on Antoinette Lane open for all people living in the area? – Parallel parking for handicap spaces is allowed as long as the spacing meets code regulations, which is Attachment 1 nine feet long. The parking on Antoinette Lane will have a four hour time limit between 8:00 am – 6:00 pm. 15.Has parking on El Camino been considered? –Parking on El Camino has been considered but there will not be any parking or drop off areas. Traffic and the bike lane will make it very difficult to create parking spaces. 16.Will we have to get a book from the third floor and check out in the first floor? – There will be self - checks available all over the building.
