20 andN-29-20issued on March 17, 2020 allowing for deviation of teleconference rules required by the
Brown Act andpursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.

The Board reviewed the Director’s Report.For clarification, therecent safety inspection
identified several items, including: large book shelves need to beproperlybolted to the wall;
boxes in the supply closet must not beshelved up to the ceiling; fireextinguisher checksneed to
be recorded.

OLD BUSINESS
Library Opening and Recruitments
The opening for Diana Castro’s previous, full timeSupervising Library Specialistpositionhas
been submittedto human resources for recruitment. Katherine Blandon Escobar, Literacy
ServicesCoordinator at the Community Learning Center, is currently on a special assignment,
working on Census 2020 outreach from the City Manager’s Office.A temporary, hourly
employee has been hired to help backfill Kathy’s position.
New Main Library and Parks & Recreation Community Center Project Update

Groundbreaking for the new Police Station will be Friday, February 28beginning at 10:00 a.m.
The groundbreaking for the new Community Civic Campus is tentatively scheduled for the end

of 2020. The project is currently in construction documents which are being reviewed by library
staff.
Fundraising Update –Adam Elsholz, Assistant Library Director
We have received donations from local businesses, as well as contractors that have been hired
throughout the City. The most recent donationof $5,000has been made from APGN, Inc. –a
company that builds waste water plant equipment.
NEW BUSINESS
Fiscal Year2020-2021 Budget Requests Discussion
Proposed Fiscal year 2020-2021budget requests for the decision packages that will be submitted
to the City Manager were reviewed by the Library Board of Trustees. In addition to requested
additional funding for library materials which have not received an increase in over ten years,
requests included additional funding for digital materials, a library network increase and
adjusting staffing classifications.

ANNOUNCEMENTS
SSFPL’s annual prom dress giveaway, along with Easy Bay Dress Day and Skyline College

Cosmetology Department, will be held on Saturday, March 28beginning at 11:00 A.M.
In order to help promote and encourage community members to participate in the 2020 Census,
the Main Library will be a Census Questionnaire Assistance Center and Census Questionnaire
Assistance Kiosk. The Main Library will also include program in the digital literacy series,
where staff will help answer questions and complete the Census online.

LIBRARY USEPOLICYDRAFT FOR 04.28.2020 MEETING
It is the goal of the Library Boardof Trusteesand staff of South San Francisco Public
Library for all visitors to enjoy a positive and safe experience when using the library.
This policy is designed to ensure Libraryfacilities serve their primary purposes,
includingthe provision of a quiet and orderly environment in which people may read,
study, use library materials and equipment, and contemplate. The rules may regulate
disruptive behavior, noise, offensive odors, health and sanitation hazards, and bringing
possessions, materials, or objects into the Library which are likely to interfere with its
use by others. The rules may not unreasonably or unfairly restrict access to libraries by
any person or group.
The following behaviors are not allowedin the library and/or are prohibited by law:
1.Damage, destruction, or theft of library property, tampering with computer
hardware and/or software, and other illegal activities including (but not limited to)
graffiti, vandalism, smoking(including e-cigarettes or vaping), carrying of
firearms, weapons, stun guns and tasers, orcircumvention of security systems.
2.Alcohol use and/or open bottles of alcohol, unless authorized as part of a
library program.
3.Use of abusive and/or cursing language.
4.Engaging in or threatening physical assault or abuse; threateningor harassing
other patrons or Library staff.
5.Obstructingentrances or exitsor interfering with the ability of patrons or staff to
freely enter or exit the library.
6.SolicitationswithinLibrary/Community Learning Center buildings (excluding
those of the Library and/or Friends of the Library).
7.Disruptive behavior (including running and jumping) such as loud conversations
on cell phones or in person or other noise and loitering in groups for any unlawful
purpose.
8.Bringing in bedrolls, big boxes, or bulkybagsthat may obstruct free passage
within the Library. Belongings must fit comfortably under the chair or table of
occupant, without extending into pathways.
9.Obstructing pathways, seatingor access to resourceswith belongings and/or by
sitting or lying on the floor.
10.Drinking beverages or eating in the buildings (except when offered as part of a
library program).Beverages in closed containers are acceptable.

11.Using restrooms as bathing or laundering facilities.
12.Strong odorsincluding those caused by fragrance productsand/or lack of
personal hygiene.
13.Having bare feet and/or being shirtless.
14.Leaving personal belongings unattended. Please keep all personal items with
you at all times.
15.Moving furnishings and/or equipment.
16.Using skateboards, roller blades, rolling shoes, etc. in the Library or on Library
property in a manner that disrupts access to or use of the Library; bringing
bicyclesor rolling containers used for storage, such asshopping carts and
strollers, into the facility; these must be secured to the appropriate racks outside.
17.Bringing animals or pets into buildings. Service animals, however, are excepted.
18.Use of open flames.
19.Unauthorized presence in staff-designated areas; unauthorizedentering or
remaining inside library facilities before or after posted hours of operation.
19.20.Failure to comply with Library requests and guidelines relating to a local
public health emergency: You may be asked to leave the library if a local public
health emergency has been declared and you exhibit any symptoms of the
related illness, or if the Library has instituted use guidelines in response to a
public health emergency and you fail to comply with the guidelines. In addition,
failure to comply with a request to leave the Library for these reasons may lead
to temporary suspension of library privileges.
20.21.All other items in violation of other library policies, including the Internet
and Computer Use Policy.
Unattended Children – Parents are responsible for the behavior and safety of their
children using the Library. Children under the age of tenyearsmust be closely
accompanied at all times by a parent or responsible adult caregiver.The police may be
called whenchildren are left unattended. (Unattended Children Policy).
TheChildren’s Area islimited topersons under age 18 or through high school and their
accompanyingparent, caregiver, orteacher, and those using the Children’s collection.
For safety, computers in the Children’s Area may only be used by children; their
accompanying parent, caregiver or teacher may assist them. The Main Library Teen
Area is limited topersons under age 18or through high school after 2:30pm or adults
using the Teen collection.The Grand Library meeting room is reserved for children and

teen reading and study, Monday through Friday, during schoolyear operating days,
from 2:00 p.m. to 6:00 p.m.
Courtesy Reminder: The Library encourages a scent free environment. Please be
sensitive to others.
When a patron behaves in a manner that violates this policy, Library Staff may ask a
patron to leave the Library facilities with or without warning, may contact law
enforcementif necessary, and/or may suspend the patron from use of the Library
facilities, in accordance with the Suspensionof Library Privileges Policy.

SUSPENSION OF LIBRARY PRIVILEGES POLICY draft revision
This policy is designed to ensure Library facilities serve their primary purposes,
including the provision of a quiet and orderly environment in which people may read,
study, use library materials and equipment and contemplate. The rules may regulate
disruptive behavior, noise, offensive odors, health and sanitation hazards, and bringing
possessions, materials, or objects into the Library which are likely to interfere with its
use by others. The rules may not unreasonably or unfairly restrict access to libraries by
any person or group.
I.Suspension of Library Privileges
The Library may suspend access to the Library for persons who fail to follow the
Library’s established behavior guidelines, which are detailed in the Library UsePolicy
and Internet and Computer Use Policy. The Library reserves the right at all times to
immediately discharge a patron who is dangerous or in any way threatening Library staff
or otherpatrons. In such incidents when a patron makes a threat of violence or commits
a criminal act and the Police Department is called on site, a No Trespass order may be
issued rather than the Library’s Suspension of Library Privileges notice. In addition, the
Library may pursue remedies under Federal, State, or local law where applicable.
Library staff will consider the following guidelines to determine the length of the
suspension:
A.First offense: Library staff willinform the patron of the relevant use policy and
warn the patron that continued violation of the policy will result in a loss of Library
privileges. Staff may ask the patron to leave the Library property for one dayif
they are uncooperative or argumentative.
B.Second offense: Library staff will ask the patron to leave the Library property for
up tooneweek and will barthe patron from visiting either of the South San
Francisco librariesor the Community Learning Center during the suspension
period.
C.Third offense:Library staff will ask the patron to leave the Library property for up
to one month and will barthe patron from visiting either of the South San
Francisco librariesor the Community Learning Center during the suspension
period.
D.The Police will be called to respond to violent or physically intimidating behavior
or any behavior a reasonable person would find to be harassing or threatening in
nature to Library staff or visitors. Thiscouldresult in the offender being barred
from visiting either of the South San Francisco libraries or the Community
Learning Center for up to12 months (one year) or more,depending upon the
situation.
E.The Police will be called when persons under suspension return to the South San
Francisco Public Library before the suspension has ended.

II.Suspension of Library Privileges for Minors
Restricted use for minors under the age of 18: As an alternative to suspendinga minor
for more than one day from Library facilities, Library staff may require the presence of a
parent or guardian to allow the minor access to Library facilities during the specified
suspension period.
III.Appeals
This process is for Suspension of Library Privileges notices issued by library
staff; No Trespass orders issued by the Police Department are subject to an
appeals process described in the orders and are not covered by the Library
Appeals process.
Aone-day suspension cannot be appealed.
In the case of a minor (under the age of 18) suspended for more than one day, Library
staff will attempt to notify the parent or guardian.
Any patron suspended for more than one day by library staff can appeal the suspension
by:
ContactingLibrary Administration, in writing,withinfivebusiness daysof the
suspension. The Library Director or designee will consult with staff, review the
Incident Report(s)and related documentation, and any writteninformation
provided by the patron. The patron may also schedule an appointmentor
telephone call with the Library Director or designeeto discuss the decision to
suspend Library privileges.After reviewing information and/or discussing with
the patron, the suspensionperiod may be terminated or shortened, or the
suspension may remain in place.The patron will be informed of the Library
Administration’sdecision via telephone call, in person,email, or mailed letter.
The patronmay appeal the determination of Library Administrationto theLibrary
Board of Trustees via a written notice of appeal within 10 business days after
receipt of the Library Administration determination. The notice of appeal shall be
filed with both the Library Director and the Library Board President, care of South
San Francisco Public Library, 840 West Orange Avenue, South San Francisco,
CA 94080. The Library Board will hold a hearing to discuss the suspension at
the next regularly scheduled meeting of the Library Board, if possible. The patron
will be provided at least 15days’ notice of the hearing dateand location.If
approved by the Library Director, the patron may submit a written statement in

lieu of appearing at the hearing.A parent or guardian must accompany a minor
(under the age of 18) to the hearing.
The Library Board of Trustees will hear the appeal and will vote to uphold or
dismiss thesuspension, or to continue the hearing to its next meeting if it
requires more information.Library Administration will notify the patron by letter of
the decision of the Library Boardof Trustees. The suspensionwill be in effect
until the Library Board has made a final determination.
IV.Request for Accommodationin the Appeals Process
At any time in the appeals process described immediately above, thepatron may
request an accommodation due to the patron’s disability. The patron shall make the
request to Library staff in writing, in person at a Library branch, or by telephone.Written
requests shall be sent by email to theAssistant Library Director at [email protected]
or by U.S. mail tothe Assistant Library Director, care of South San Francisco Public
Library, 840 West Orange Avenue,South San Francisco, CA 94080.Telephone
requests shall be made by calling(650) 877-8538. Anyrequestfor accommodation
shall include a description of the patron’s disability and the accommodation requested.
The request shall also include whether the patron requests to receive the Library’s
determination in an accessible format other than a standard letter (e.g., by telephone, in
large print, etc.).After reviewing the request, theAssistant Library Director or designee
may request additional information.
The patron will be notified in a timely manner and in writing (or other accessible format)
of the Assistant LibraryDirector’sdeterminationregarding the accommodation request.
Any deadlines in the appeals process will be adjusted to account for a patron’srequest
for accommodation and the time required for the Library’s determination on the request.
In granting a request, the Assistant Library Director or designee shall havethe authority
to modify the appeals procedures described above, so long as the accommodation is
reasonable, maintains the patron’s right to due process, and complies with any
applicable state laws.

APPEALS PROCEDURE:
Any patron suspended for more than one day by library staff can appeal the suspension
by:
Contacting Library Administration, in writing, within five business days of the
suspension. The Library Director or designee will consult with staff, review the
Incident Report(s) and related documentation, and any written information
provided by the patron. The patron may also schedule an appointment or
telephone call with the Library Director or designee to discuss the decision to
suspend Library privileges. After reviewing information and/or discussing with
the patron, the suspension period may be terminated or shortened, or the
suspension may remain in place. The patron will be informed of the Library
Administration’s decision via telephone call, in person, email, or mailed letter.
The patron may appeal the determination of Library Administration to the Library
Board of Trustees via a written notice of appeal within 10 business days after

The patron can request an extension of the hearing date by informing the
Library Director no less than 5 business days before the scheduled
hearing. Furthermore, the patron can submit a written statement, in lieu of
attendance at a hearing,by contacting the Library Director and submitting a
written statement no less than 5 business days before the scheduled
hearing.
Note: A parent or guardian must accompany a minor (under the age of 18)
to the hearing.The parent or guardian can requestan extension of the
hearing date by informing the Library Director no less than 5 business days

suspension to the Library Board of Trustees.
After considering the facts, the Library Board has
o Continued the hearing until the next meeting to get more information
o Determined that your suspension is (or is not) warranted.
Your suspension will remain in effect until ________.
After that date your Library privileges will be restored. (OR: Effective immediately your
suspension is withdrawn, and your Library privileges are restored.)

NOTICE UNDER THE AMERICANS WITH DISABILITIES ACT
In accordance with the requirementsof Title II of the Americans with Disabilities Act of
1990 (ADA), the South San Francisco Public Library will not discriminate against
