APPROVAL OF MINUTES Motion to approve the minutes fromtheFebruary 25, 2020meeting was made, seconded and approved. PUBLIC COMMENTS Kumkum Gupta expressedher gratitude to SSFPL staff for continuing to work and provide great customer services to patrons during this difficult time. DIRECTOR’S REPORT The Board reviewed the Director’s Report. COMMUNICATIONS: a)Circulation, Reference Questions&LiteracyServicesStatistics (Attachment #1) b)Library Articles, Issues & Programs (Attachment #2) c)BoardAttendance Chart (Attachment #3) OLD BUSINESS New Main Library and Parks & Recreation Community Center Project Update Work with the project architects iswrapping up with construction documents at 90% of completion. We are inthe final planning phase before going out to bid. Meetings between staff and the architects have been held on signage, site security, security cameras, door locks and more. NEW BUSINESS Coronavirus, COVID-19, Response and Recover Plan San Mateo County has extended the shelter in place order through the end of May; however, Library services are ramping up with online story times, classes, and an updated website offering our digital services. Staff is currently working on implementation of aBooks By Mailproject, where Library patrons reserve their items and staff pullsthem and mailsthem directly to patrons. South San Francisco Public Library Board of TrusteesPage 2Unapproved Minutes –April 28, 2020 The Community Learning Center computer lab will soon be opening up to serve as a site for residents to apply for unemployment, prepare or fix a resume and apply for jobs. Staff continues to meet with several city departments to ensure a safe environment, mindful of health protocols th such as social distancing and wearing masks. The proposed launch date is May 7and it will be by appointment only. Youth Services Librarians and staff are currently planning the Summer Learning program. Staff, along with otherPLS libraries, are beginning to look for venues to provide free books to children and teens, and plan for featured virtual programs. Fiscal Year 2020-2021 Preliminary Budget Outlook It is estimatedthe City will have a revenue shortfall of a little over$12.2 million. City Departments are working together to come up with proposed budget reductions to take us through this very difficult time.It is anticipatedthat next year, we will continue to see reductions in service levels, many of which are tied to public health directives regarding social distancing and public gatherings. Browsing and checkout of in-library materials will most likely continue to be limited. The materials budgets mayfocus on filling requestsand supportinge-materials. City staff is optimistic that the economy will recover and City services will resume to regular operations. Discussion and Motion to Amend the Library Use Policy Amendments to the Library Use Policy weremade to address situation forpatrons showing symptoms for COVID-19or other declared health emergencies.The Library Board of Trustees reviewed the proposed amendments to the Library Use Policy. A motion to amend the policy as presented was made, seconded and approved. Discussion and Motion to Amend the Suspension of Library Privileges Policy The Library Board of Trustees reviewed the proposed amendments to the Suspension of Library Privileges Policy.Suggested amendments involve changes to the appeal process and request for accommodation in the appealsprocess. A motion to amend the policy as presented was made, seconded and approved. Review of Notice Under the Americans with Disabilities Act The Library Board of Trustees reviewed the Notice Under the Americans with Disabilities Act. Promotion of Virtual Library Programs and Services to Seniors -Discussion Stacy Lein, Acting Adult Services Program Manager, is requesting the help of the Library Board of Trustees for any ideas of programs and services to provide for Seniors. Any ideas should be emailed to Stacy. In the “May Revision” document, the Governor writes: “In January, California was the rocket fuel powering the American economic resurgence – with 118 consecutive months of growth, stratospheric job creation, and the highest credit rating in nearly two decades…Now, our state isin an unprecedented emergency, facing massive job losses and shortfalls in record time. This Budget reflects that emergency.” He goes on to state, “This is no normal year. And this is no ordinary May Revision.” In a very sobering presentation, the Governor announced a$54.3 billionBudgetdeficitbrought on by the unprecedented COVID-19 worldwide crisis. He said thatthe state was specifically impacted by4.6 million peoplefilingclaims for unemployment since March 12,anda 27.2% decline in the sales tax,a 25.5% decline in the Personal Income Tax, and a 22.7% decline in the corporate tax. The Governor said, “These numbers are simply without precedent in modern times.” Governor Newsom is proposing a series of cuts and solutions, including cutting K-12 educationacross-the-boardby 10 percent,a proposed 10 percentreduction to state employee salaries,and over 15 percent of the May Revisesolutionsrepresent cuts that are associated with a “trigger” if federal funds don’t materialize. Attachment 2 Of importance to CLA members, the Governor has “withdrawn”(is proposing to not fund) the $1 million in “one-time” funds for “Lunch at the Library” that he had previously included in his January Budget. The Governor is also “withdrawing” $1 millionin “one-time” fundsfor Zip Books that hepreviouslyintendedto fund in 2020-21. In April,CLA had sent letters to the Governor’s Director of Finance and the Senate and Assembly Budget Chairs in the hopes that this fundingwould be retained. However, the Governorstates in the “California State Library” section of the May Revise: “The state is not in a fiscal position toexpand programs given the drastic budget impacts of the COVID-19 Recession.” As mentioned, the Governor’s Budgetalsoincludes cuts that are associated with a so-called “trigger,” which is dependent upon the President signing House Speaker Nancy Pelosi’s “HEROES”Actpackage at the federal level. The federal relief package wouldprovide funding for states to use for financial recovery brought about by the coronavirus epidemic. Included in these proposed trigger cuts is a reduction of $1.75 million to the California Library Services Act. The Governor said, “Nothing breaks my heart more than making Budget cuts. One thing I knowabout cuts is there is a human being behind every number.” The Governor said that the cuts “could be dismissed” if the President were willing to sign the Speaker’s package. “It’s in the control section of the Budget Act. If the federal government does what it must do to help states, these cuts will go away.” The Senate and Assembly Budget Committees will now hold a series of hearings related to the Governor’s May Revision and will view his various proposals, including those related to the State Library/public libraries. California’s Constitution requires the state to pass a balanced Budget by June 15, 2020. We will continue to keep you posted as details emerge.
