Brown Act andpursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.

CALL TO ORDER
The meeting was called to order at 6:00P.M. via Teleconference meeting (GoToMeeting).
ATTENDANCE
Library Trustees present:Diane Huddleston, Robert Turnberg,Mary Giusti, Liru Chin and Pat
FitzPatrick. Library staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant
Library Director;Brittany Austin, Acting Assistant Library Director;andElia Moreno,
Administrative AssistantII.Guest: Shawnte Santos, Youth Services Library Program Manager;
and Anna Taloma, Grand Avenue Library Branch Manager.
APPROVAL OF MINUTES
Motion to approve the minutes fromtheApril 28, 2020meeting was made, seconded and
approved.
PUBLIC COMMENTS
Kumkum Gupta expressedher gratitude to SSFPL staff for their work on the 2020 Census. She
received a reminder call from a library staff personabout registering for the Census and
informing her of the different waysto do so. A call back number was also given to her if she
would like to inform census staff that she has already submitted the census form. Kumkum
recommends that census callersshould have access to up to date information so they could focus
their efforts on calling households who have not yet signed up for the Census.
Kumkum attended the RB Digital virtual class on how to access the library’s digital resources.
She finds it very useful for patrons and community members to have access to an abundant of
online, free resources such as courses, exercise and cooking classes, movie, magazines, and
newspapers. It is a great idea, especially during the shelter in place. The virtual classes should be
made available to all who would want to join.
Kumkum attended two CLADay in the District virtualmeetings –one with Senator Jerry Hill
followed by the meeting with Assemblymember Kevin Mullin’s aide, Kevin Fong. Library
Director, Valerie Sommer was very vocal and articulate with her comments. Kumkum
commends the Library Director for being an excellent spokesperson for our SSF community.
DIRECTOR’S REPORT
The Board reviewed the Director’s Report.One correction was noted on page one under the
Library staff City Wide COVID-19 response impact project: 12 library staff members are
working in the lab.
Library Board President, Diane Huddleston continues to be amazed at all the services Library
staff continues to provide to the community even though the Library is closed to the public due
to the COVID-19 pandemic.

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
From the Library Director: City Council has been meeting (virtually) with SG and the
CM/Department Heads to review the 90% design, paying extra close attention to the City
Council chambers, building signage and the overall layout of public spaces in the Library and
P& R areas.We’ve met with Mayor Garbarino and Council member Matsumoto so far, and they
like what they have seen, andhave added some useful input.Virtual walkthroughs are being
scheduled for the remaining CC members. We are still looking forward to a groundbreaking in
theFall -perhaps in October. SG is finalizing the interiors now -furniture, etc. I’ll let you know
when the next presentationwill be before CC.
NEW BUSINESS
Coronavirus, COVID-19, Response and RecoveryPlan
We are currently still in Phase 1 of the recovery plan. There is a limited number of staff working
on site to help withour essential services –SSFPL Books By Mail program and at CLC for the
Unemployment and Job Search Computer Lab.Regular walk-in services aresuspended but we
continue to provide online resources.To beginphase 2 of the recovery plan, SSFPL plans to
launch their curbside pickup service at the Main Library, beginning the first week of June.
Requests for holds will be taken online and returns will be allowed throughtheoutside return
bins.
Fiscal Year 2020-2021Budget Update
All City Departments continue to worktogether to come up with proposed budget reductions to
take us through this very difficult time.Adjustments have been made to the original budget
proposal for Library’s 2020-2021 Operating Budget. Some of the adjustments include reductions
in staffing, supplies and services reductions and eliminating internships. Budget proposals will
be revisited in October. City staff is optimistic that the economy will recover, City revenues will
go up againand, things will return back to normal.The City Council Study Session on the
th
proposed budgets will be held on Tuesday, June 9.
Summer Learning Program Presentation –Shawnte Santos, Library Program Manager
The SSFPL Youth Services has been working on 2020Summer Learning Challenge program.
The theme for this year is Choose Your Own Adventure. Five differentadventuretrackswill be
available to choose from which are: art, code, explore, read and make. During the ten week
summer program, there will be a new theme for the week with at least five different programs
kids will have the opportunityto participate in. The virtual programming for Summer Learning

will be launched on June 1.
Discussion and Motion to Reaffirm the Confidentiality Policy
The Library Board of Trustees reviewedthe ConfidentialityPolicy.No changes were presented.
A motion to reaffirm the policy as presented was made, seconded and approved.

Discussion and Motion to Amend the Materials Selection, Deselection and Access Policy
The Library Board of Trustees reviewed the Materials Selection, Deselection and Access Policy.
Suggested amendments involve both physical and electronic materials. A motion to amend the
policy as presented was made, seconded and approved.

taking to reexamine our own institution and find ways to do better.
At the foundation of public library service isour commitment to equity, diversity, and inclusion
in our library programs, services, and collections. The staff of South San Francisco Public
Library stands with Black Lives Matter in condemning racism and violence toward theBlack
community, and all People of Color.
We also affirm Freedom of Expression as a cornerstone of democracy. As public libraries have

MAIN LIBRARYAUDITORIUM USE POLICY
This policy is designed to ensure Library facilities serve their primary purposes,
including the provision of a quiet and orderly environment in which people may read,
study, use library materials and equipment, and contemplate. The rules may regulate
disruptive behavior, noise, offensive odors, health and sanitation hazards, and bringing
possessions, materials, or objects into the Library which are likely to interfere with its
use by others. The rules may not unreasonably or unfairly restrict access to libraries by
any person or group.
Use of the auditorium is available – on a limited basis – for booking by local non-profit
groupsserving South San Francisco(SSF),including neighborhood associations,
schools, or public agencies. Bookings must be for meetings or programs open to the
public. Due to limited parking, groups of more than 25 adults will not be accommodated.
No fees, dues, or donations may be charged or solicited by the user, nor may any item
or service be sold or advertised. In addition, commercial use of the auditorium by
private groups for purpose of sales is prohibited.
This policy does not apply to use of the auditorium forprograms sponsored by the
Library, City, government agencies, or Friends of the Library.
AVAILABILITY:The auditorium is regularly used for public events. However, there is
some availability for reservation of the auditorium during the following hours.
Occasionally, additional afternoon and evening hours may be available.

Friday between 9 a.m. and 4 p.m. Because theauditorium is used by a wide variety of
public, library, andCity of South San Franciscodepartments, advance reservations are
requiredandmust be made at least two(2)weeksprior to the date. A telephone
reservation is tentative only. Thewritten application, theMain LibraryAuditorium Use
Applicationform, must be received within48 hours of the telephone reservation. The
application may be submitted online at www.ssf.net/library. “Reserve a Space.”
Depending upon the nature of the program, proof of personal and property liability
insurance may be required.Applications will be accepted from the same organization up
tosix (6)times in a calendar year.
PRIORITY:Libraryand Cityprograms have first priority. While the utmost care will be
taken to schedule Library and City programs in advance, there may be times when a
reservation will be cancelled.

BUILDING ACCESS:For safety reasons, entrance to the lower level of the Library is
limited to Project Read patrons and persons attending programs or meetingsin the
auditoriumand adjacent rooms.ADA access to the auditorium is via the elevator on the
main floor of the library.Restrooms and a drinking fountain are located down the hall.
ADA accessible restrooms are available on the main floor.
SETUP:The auditorium includes tables andchairs, permanently mounted projector
andscreen, and a small stage. With a library card, a Windows laptop computer, with
HDMI cable,can be borrowed for the event. Users can bring their own laptop and other
audio visualequipment and supplies.Testing audio visual connections prior to the
event is highly recommended.
KITCHEN/CLEANUP: The kitchen adjacent to the auditorium is for library use only.
Food may not be prepared on the premises.Each group is responsible for leaving the
room in a clean and orderly condition. Users must pay the cost of repair for any
damage. The library is not responsible for materials or equipment left in the building by
users.
CHILDREN:In order to ensureproper supervision and safety, groups involvingchildren
must have adults present in a ratio of one(1)adult for every ten (10) children.
Noise: Keep noise to a minimum as loud meetings and programs can disrupt the staff
working environment and interfere with adjacent meetings and patron usage.
PROHIBITIONS:The name, address, and phone number of the South San Francisco
Public Library MAY NOT be used as the official address or headquarters of any group
using the auditorium. The use of the auditorium shall not be publicized in such a way as
to imply library sponsorship of the group's activities. Smoking, vaping, and alcohol are
notallowed in the Library and on Library property. Open flames are not allowed in the
Library and on Library property.All participants must comply with the Library Use Policy,
as posted in the auditoriumand available on the Library’s website.Granting permission
to use the auditorium does not constitute an endorsement of the users and/or their
beliefs by the Library staff, Library Board of Trusteesor the City of SSF.

COMMUNITY LEARNING CENTER
South San Francisco Public Library
ROOM USE POLICY
Eligibility:Based on Community Learning Center (CLC) operational needs, spacefor
meetings or programsis available for local non-profit organizations,including neighborhood
associations, schools, or public agencies, targeting a South San Francisco audience. These
must beopen to the public. No fees, dues, or donations may be charged or solicited by the
user, nor may any item or service be sold or advertised. In addition, commercial use of rooms
by private groups for purpose of sales is prohibited.
This policy does not apply to use of the facility for Library, City,local schoolsor government
sponsored programs or programs provided by educational and health organizations or groups
providing programs and support for CLC participants in collaboration with the CLC or Library.
Reservation Procedure:Designated areas of the Community Learning Center (CLC) are
available for reservation based on staffing availability. Reservations may be madeup to two (2)
months and no less than two (2) weeks in advanceof the event date through the submission of
a paperor electronic application. The electronic application is available at www.ssf.net/library
under Reservations.Applications will be accepted from the same organizationto scheduleup
to six (6)programsper calendar year. Depending on the nature of the program, proof of
personal and property liability insurance may be required.
Scheduling priority will be given to Library and City programs. While every effort will be made
to follow the schedule, there may be times when a reservation will be cancelled.
The CLC has very limited to no availability during the summer, over holiday weekends, and
during the winter holiday break, through the New Year’s holiday closure.
Space use:The use of space is limited to the areas reserved on the application permitand the
public restrooms, all other areas are restricted. Attendance is limited to theroom capacity
indicated next to each room on the application form and should be monitored by reserving
party to ensure room capacity is not exceeded.
Set-up and Clean-up:Each group is responsible for room set-up and for returning the room to
the condition in which it was found, following the instructions in the Clean Up Guide.
Children:Groups that involve children must have adults present in a ratio of 1 to 10 to assure
proper supervision and safety. Staff supervising children must be oriented and trained on the
Community Learning Center’s Creative Center rules, material use and emergency evacuation
procedures. Please monitor children for noise level particularly in the areas adjacent to staff
offices and CLC classes or programs.Creative Center use is for support of scheduled
meetings or programs and is subject to availability.

Noise:Keep noise to a minimum as loud meetings and programs can disrupt the staff working
environment and interfere with CLC classes or programs.
Parking:Not included as part of the application. However, there is some street parking
available.
Prohibitions:Smoking, vaping andalcohol arenot allowed in the CLCand surrounding school
property. Open flames are not allowed in the CLC. All participants must comply with the
Library Use Policy, availableon the Library’s website. Granting permission to use CLC space
does not constitute an endorsement of the users and/or their beliefs by the Library staff,
LibraryBoard of Trusteesor the City of South San Francisco.
PUBLIC HEALTH ORDERS:Public health orders from the SMCo Health Department must be
complied with and local City and Library requirements and procedures must be followed.
