Please note that due to the COVID-19 outbreak, theLibrary Board of Trustees Meetingwill be
conductedby teleconference only pursuant to the provisions of the Governor’s ExecutiveOrder’s N-25-
20 andN-29-20issued on March 17, 2020 allowing for deviation of teleconference rules required by the
Brown Act andpursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.
You are invited to offer your suggestions. In order that you may know our method of conducting

CALL TO ORDER
The meeting was called to order at 6:00P.M. via Teleconference meeting (Zoom).
ATTENDANCE
Library Trustees present:Diane Huddleston, Robert Turnberg,Mary Giusti, Liru Chin and Pat
FitzPatrick. Library staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant
Library Director;andElia Moreno, Administrative AssistantII.Guest: Kumkum Gupta.
APPROVAL OF MINUTES
Motion to approve the minutes fromtheJune 23, 2020meeting was made, seconded and
approved.
PUBLIC COMMENTS
Kumkum Gupta has participated in various Library virtual programs including the iPhone basics
and Tech Tuesday: e-books & audiobooks. ShenotesStacy Lein, Reference Librarian, does an
amazing job in hosting her programs.

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
Fundraising effortsfor the newfacility, led by Adam Elsholz and Erin O’Brien, have been very
successful. Total funds in Foundation and City accounts are$1,266,926.24. City Manager, Mike
Futrell, is in discussion with local companies for more fundingopportunities.Project architects

will providea full update to the City Council at the Wednesday, August 12City Council
meeting.
NEW BUSINESS
Coronavirus, COVID-19, Response and RecoveryPlan
Main and Grand Library staff continueto work hard providingcurbside pickup and mail delivery
services. Circulation figures for May, June and half of the month of July for a combination of

mailing items and curbside pickup totaled to 4,500 items checked out. Circulation figures for
May, June and half of the month of July totaled to 10,000 items checked out digitally. Combined
with our online classes, story times, programs and telephone reference and tech assistance, the
Library is open for business. Staff has also been distributing 4,000 summer learning books via
community partners such as the school district grab-and-go lunch programs.
The Community Learning Center isalsobeginning to prepare fora busy Fall seasonvia a series
of Computer Literacy classes, funded through the California Public Utilities Commission and the
California State Library. Classes and workshopswillserve ASES parentsand children, Project
Read tutors and learners, Families for Literacy participants and High School Youth.Between
September and November, on Saturdays, CLC staff planstoimplement the California State
Library’s secondphase of voting workshops. SSFUSDAdult Education is planning to begin
Basic English classes inmid-September,on Tuesday and Thursday evenings. They intend to use
the CLC Computer Lab and large classroom to host students with limited to no internet or
technology access, as well as stream the classes for students able to participate at home.
Fiscal Year 2020-2021Budget Update
Part time staff who had been furloughed have now been called back and will be working at the
Grand Avenue Library, assisting with curbside pickup service. Due to budget reductions
resulting from COVID-19, the Library’s materialsbudget for books and A/V has taken29
percent decrease.
Motion to Approve Changes to the Master Fee Schedule 2020-2021
The Library Board of Trustees reviewedthe Master Fee Schedule 2020-2021.Motion to approve
changes as presented was made, seconded and approved.After a discussion on the possibility of
eliminating overdue fines for Adult borrowers, the Board supportedthis fee change, by
consensus, for consideration by City Council.

Library Board members were very pleased to still have Pat FitzPatrick and Robert Turnberg for
this meeting.
