Please note that due to the COVID-19 outbreak, theLibrary Board of Trustees Meetingwill be
conductedby teleconference only pursuant to the provisions of the Governor’s ExecutiveOrder’s N-25-
20 andN-29-20issued on March 17, 2020 allowing for deviation of teleconference rules required by the
Brown Act andpursuant to the order of the Health Officer of San Mateo County dated March 31, 2020.
You are invited to offer your suggestions. In order that you may know our method of conducting
Library business, wewillproceed as follows:
The regular meetings of the Library Board of Trustees are held on the fourth Tuesday of each month at
6:00 P.M.

CALL TO ORDER
The meeting was called to order at 6:00P.M. via Teleconference meeting (Zoom).
ATTENDANCE
Library Trustees present:Diane Huddleston, Robert Turnberg,Mary Giusti, Liru Chin and Pat
FitzPatrick. Library staff present: Valerie Sommer, Library Director; Adam Elsholz, Assistant
Library Director;andElia Moreno, Administrative AssistantII.Guest: Kumkum Gupta.
APPROVAL OF MINUTES
Motion to approve the minutes fromtheJuly 28, 2020meeting was made, seconded and
approved.
PUBLIC COMMENTS
KumkumGuptastateshowappreciativesheisofstaffduringCOVIDtimes.Eventhoughlibrary
staffdutieshavebeenredefined,Kumkumexpresseshowencouragingitistoseethatstaffhas
pickedupotherduties.Tonameafew:onlineclassesforpatrons,educatingthemabouttheir
mobiledevices,providingaccesstocomputerlab,mailingandcurbsidedeliveryoflibrary
materialstoserveus,thecommunity.Kumkumencouragesourcommunitymemberstocontinue
togivefeedbackandsuggestwhatactivitiestheywouldliketoseetostayengagedinthese
unusualtimeswhensomanypeoplearefeelingaloneandisolated.Kumkumalsoexpresses
concernforhomeboundresidentsandbelievesadeliveryservicefromvolunteers/staffwouldbe
helpfulbecauseofthedelaysinUSPSmailserviceduetobudgetcuts.

OLD BUSINESS
New Main Library and Parks & Recreation Community Center Project Update
Project architects,Capital Projects Director Jake GilchristSmithGroup, gave a great update and
th
presentation at the August 12, City Council meeting. The project will go out to bidin early
September. Staff is currently reviewing room-by-room furniture. There is currently no date for
the groundbreaking event.

NEW BUSINESS
Coronavirus, COVID-19, Response and RecoveryPlan
Library staff continues to work hard with curbside pickup and mail delivery services. Circulation
th
figures for the week of August 17totaled to 904 checked out items. As the number of checked
out items and demand continues to increase, staff is trying their bestto accommodate patrons by
increasing the number of working hours and appointments available by hour. Curbside pickups
have been affected negatively due to the air quality caused by the fires.Appointments have been
cancelled but some patrons have chosen to get their items sentto their homesthrough ourmail
delivery service.
Library Board Policies Chart Update
The Library Board of Trustees reviewed the Library Board Policies Chart. It was noted that
policy changes may come before the Board as part of future re-opening plans.
Motion to Approve Changes to the Master Fee Schedule 2020-2021
The Library Board of Trustees reviewedthe Master Fee Schedule 2020-2021.The suggested
change would eliminate all overdue fees on for adult borrowers. Motion to approve changes as
presented was made, seconded and approved.
