RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for appointments to
open seats on the Youth Commission,Bicycle and Pedestrian Advisory Committee,Housing Authority
Tenant Commission,and Parking Place Commission.It is further recommended that upon completion of
interviews, Council discuss and consider appointment of individuals.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitment/meetings for the purpose of
considering appointments to Boards and Commissions.On July 10,2023,the City Clerk’s Office issued a
notice of recruitment for seats that were vacant or held by incumbents that would be termed out of office.The
recruitment ended Thursday, August 10, 2023.
Summary of Open Seats
·Bicycle and Pedestrian Advisory Committee:One seat is open due to term resignation.Applicant may
be appointed to a partial term expiring July 19, 2024.
·Cultural Arts Commission:Two seats are open due to term resignations.Applicants may be appointed
to a partial term expiring June 13, 2024, and June 13, 2026.
·Housing Authority Tenant Commission:One seat is open due to term expiration.Applicant may be
appointed to a two-year term expiring August 29, 2025.
·Library Board:Two seats are open due to term expirations.Applicants may be appointed to a three-year
term expiring August 30, 2026.
·Parking Place Commission:One seat is open due to term resignations.Applicant may be appointed to a
term expiring December 31, 2023, concurrent appointment to the Traffic Safety Commission.
·Youth Commission:Eight seats are open due to term expirations.Applicants may be appointed to a

Summary of Meeting Times, Term Lengths/Limits and Agency Purpose
The Bicycle Pedestrian Advisory Committee meets on the first Wednesday of every other month,at 6:00 p.m.
at the City Hall Annex at 315 Maple Avenue.Commissioners are appointed to four (4)year terms and are
limited to three (3)consecutive terms.The purpose of the Authority is to serve as an advisory committee and
make recommendations to the City Council on policy,programming,improvements,operation,maintenance,

make recommendations to the City Council on policy,programming,improvements,operation,maintenance,
accessibility, and usage of bicycle and pedestrian facilities throughout the City.
The Cultural Arts Commission meets on the third Thursday of every month at 6:30 p.m.in the Betty Weber
Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco.Commissioners
are appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission
encourages and promotes cultural arts activities within the community and acts as an advisory body to the City
Council matters pertaining to the arts and cultural affairs.
The Housing Authority meets the second Monday of the month at 6:00 p.m. at 350 C Street.
Tenant Commissioners serve a two (2)year term and must be a tenant of the Housing Authority.Non-Tenant
Commissioners are appointed to four (4)year terms and are limited to four (4)consecutive terms.The Housing
Authority’s services include developing,operating and maintaining housing projects and examining affordable
housing issues, including unmet housing needs of low-income residents.
The Library Board meets the fourth Tuesday of the month at 6:00 p.m.at the Main Library at 840 West
Orange Avenue.Board members serve a three (3)year term and are limited to four (4)consecutive terms.The
Library Board works in conjunction with the Library Director to develop plans of service,evaluate and advise
council and staff on the need for services and programs,and adopt policies as necessary for the administration
of the library
The Parking Place Commission meets the second Tuesday of the month at 5:00 p.m.in the Corporation Yard
Conference Room,550 North Canal Street in South San Francisco.Commissioners are appointed to a three (3)
year terms and are limited to four (4)consecutive terms.The Parking Place Commission acquires,administers,
maintains,operates,manages and enforces the rules governing parking spaces and parking lots located within
Parking District No. 1, which encompasses most of the downtown business district.
*Note -Members appointed to the Parking Place Commission will also be appointed to serve on the Traffic
Safety Commission.
The Traffic Safety Commission meets the second Tuesday of the month,immediately following completion of
the Parking Place Commission meeting.Commissioners are appointed to a three (3)year terms and are limited
to four (4)consecutive terms.The fundamental responsibility of the Traffic Safety Commission shall be to
advise and make recommendations to City staff on policy,programming,improvements,operation,and
maintenance of traffic facilities throughout the City.
The Youth Commission meets the first Monday of the month at 6:30 p.m.in the City Manager’s Conference
Room at 400 Grand Avenue.Commissioners are appointed to two (2)year terms and are limited to three (3)
consecutive terms.The purpose seeks to address issues affecting youth through collaboration with the City
Council and SSFUSD School Board.This opportunity allows for students and youth to engage in local
government while learning about how decisions made affect daily life,in addition to how Boards and
Commissions are involved in the process.

A major issue facing the youth of South San Francisco today is a lack of academic resources.
Throughout my high school years, I've noticed many of my peers struggling to understand
topics in their class and, thus, not being able to perform at their potential. I would recommend
to the school district/city council to form an in-person tutoring center at middle and high
schools, as that is when students start developing study habits. Another issue in SSF
academia is the lack of financial support for high school testing. I've seen a few classmates
hesitant to register for the SAT more than once because of financial risks. To solve this, I
would suggest the school district pay for the SAT for SSFUSD students, as many aren't able
to.

University of San Francisco Nursing Students' Association (Intern, 2022 - Present):
Collaborated with nursing faculty to clearly outline and inform student members of upcoming
opportunities. Boosted team work ethic and member retention by organizing fundraiser
schedule, helping us effectively multitask, adapt to workflow challenges, and meet deadlines
Church of the Highlands Youth Services (2017 - Present): Led over 60+ children from ages 4
to 12 through character building activities as part of Vacation Bible School summer program.
Served 100+ meals to unhoused/low-income residents at Northern Peninsula Food Bank.
South San Francisco Youth Commission (2019 - Present)
Evident in local school bathroom stalls, teen backpacks, and workplaces alike, illegal
marijuana and drug possession is an issue that infringes on youth development. Given that
South San Francisco follows California's Adult Use of Marijuana Act (AUMA), only adults over
the age of 21 are allowed to possess and use non-medical cannabis. The fact that various
forms of marijuana are still accessible let alone openly used among people my own age
brings question as to how commercial cannabis dealers and their constituents reach middle
and high school student populations.
However, it is important to realize that harsh punishment or confiscation are not effective
ways to solve this pressing issue long-term, as if the accessibility factor still exists in our city,
youth can easily get their hands on these substances again and hide them after being caught.
In hopes to solve this issue, it is crucial to establish educational opportunities that openly
communicate with and guide youth through the consequences of drug use instead of belittling
N/A; Yes, I can commit to attending all meetings.

I have participated in many events of service and many school activities. For service, I was a
part of the food drive in San Francisco that delivers food to the homeless in San Francisco, I
am a part of Rise of Hunger which makes 10,000 meals and delivers them to
underdeveloped countries, and I also help out public schools that are understaffed and need
help. For School activities, I play basketball, cross country, and soccer. I am also a part of
my school band, and I am a part of many clubs including AAPI and MENASA.
I believe one of the biggest issues affecting the youth today in South San Francisco is the
lack of schools. South San Francisco is building many apartment complexes which entails
there will be more people living in South San Francisco. With these new apartment
complexes being built where will the youth go to school? The youth is unfortunately either
going to school outside of South San Francisco or they go to the overcrowded schools. And
going to an overcrowded school means there will be less one on one attention and most
likely poorer test results. With the many people who are coming to live in this city, we need
more schools and this is by far one of the biggest problems facing the youth.

I want to be more involved in my neighborhood and community and make a postive
difference. I feel like I have a lot to contibribute such as my time and the connections I have
built from being a past comissioner could be useful in the term following.
I have two years of experience as the tenant commissioner and I have been very persistant
and involved in my community.
I would like to see South San Francisco grow and be a place where my children are proud to
call home. I want to see it become more safer and for everyone to be involved in community
activities. I would like to see more youth programs and community events where everyone
comes together.

requesting that the member respond to the Mayor with an explanation for said absences within one week of the member’s receipt of the

The most importan reason is because I have been living in the old town neiborhood for 19
years and working for the City I can contribuite getting things better, specially in traffic place
comission or reacreation comission, both are interesting to me for a better order in my city.
Problably I don't have enought experience, but I'm an adult person with a lot experience in
life, and been a honest person, I think I can learn and help to get thing better for good.
My vision is to cooperate in get a better city, accesible for everybody with recreation places,
and get a good traffic order helping to design parking areas more accesible.

I am an airline food coordinator since 1988 in the same company.
Education
I graduated in Mexico on 1987, as an office administration, after I have been emigrated to
USA, 1988, I took ESL classes at San Francisco City Collage, a few years later in 2005 I
got, my GED, in South San Francisco Adult School.
Experience
From 1988 to Present
Dishwasher/ equipment assembler/monthly inventory/ liquor packer/truck driver/
and coordinator for LSG Sky Chefs in Burlingame CA.
As a food Coordinator I am responsible for the whole flight, checking all the equipment,
food, special meals request by the customer and I intercommunicate with all departments
in the kitchen in order to ensure the quality and best service possible to our customers,
from the beginning to the end that the flights leave our kitchen. After we delivered the
whole items related with catering for flight, I am responsible to hand the meals over to
flight crew. I make sure they find everything related with food in proper conditions and on
time performance. Some of the airlines that is been involved in coordinating services of
catering are Air France, Lufthansa, Korean Air Lines, Asiana, Air New Zealand, Aero
Mexico, American Air Lines, Jet Blue and Air Canada.
