TRAFFIC SAFETY COMMISSION
The meeting was called to order at 5:41 p.m. by Chairperson
Dave Carbone

AGENDA REVIEW: No changes
PUBLIC COMMENT: None
CONSENT CALENDAR:
-1. Approval of the -Regular Meeting Minutes for June 13, 2023.
Motion -Commissioner Yuen I Second Vice Chairperson Monzon-to
approve the minutes as submitted. Approved by voice vote (3-0-0).
2. Approval of the changes made to the Regular Meeting Minutes for June 13,
2023.
Motion -Commissioner Yuen I Second Vice Chairperson Monzon-to
approve changes to the June 13, 2023 meeting minutes. Approved by voice vote
(3-0-0).
ADMINISTRATIVE ITEMS:
1. TAC 2306 Meeting Agenda and Minutes review:
• 2301-2 -Chair Carbone requested completion date of restriping and installation
of high-visibility crosswalks; add leading pedestrian interval timing; &add ped
yield signs at Mclellan Drive & BART. Dave Bockhaus, Deputy Director of Public
Works responded, he would check in with the TAC committee members. Chair
Carbone also requested staff to look into the Westborough area due to frequent
speeding.
• 2302-5 -Chair Carbone wanted to know why the No Parking sign on 2nd Lane
behind 665 Baden Avenue was not granted. Dave Bockhaus, Deputy Director of
Public Works responded, the property owner had approved permits to extend the
fence up to the lane and vehicles are allowed to park there. Homeowner can
install his own private "no parking sign" but signage will not be enforced by the
City.
• 2306-4 -Vice Chair Monzon raised concerns regarding handicap parking spaces
on residential streets. At 209 Juniper Avenue, the previous homeowner has
moved and sold the property but the handicap curb still remains. A lot of
homeowners take advantage of the handicap parking and do not move their
vehicles. Dave Bockhaus, Deputy Director of Public Works responded, TAC will
be sending out letters for annual renewals to either keep or remove handicap
curbs. Handicap curbs still follow parking enforcement signs, for example if the
area is a 2-hour only parking zone, the vehicle parked in the handicap curb would
still need to move their vehicle. Please contact SSF Police for cases like these if
you see them reoccurring.
• 2306-5 -Chair Carbone raised concerns regarding the obstruction of access to
the water valve in the parking stall at 2400 Williamsburg Court. Commissioner
Yuen responded, if contractors need access to these valves, they can contact the
Engineering division prior to reserving the spot for work.
ITEMS FROM THE COMMISSION:
• Chair Carbone requested an update regarding the ongoing signal issue at the
intersection of Chestnut Avenue and El Camino Real.
• Vice Chair Monzon requested to switch "ITEMS FROM COMMISSION" _before
"ADJOURNMENT" on future agendas.
ITEMS FROM THE STAFF:a. East of 101 Transit Options
• Secretary Garren went over East of 101 transit options and schedules. East of
101 transit options will be added to the shuttles page on the City website for
residents looking into connecting stops.
• Chair Carbone requested ferry schedule for the Oyster Point Ferry.
b. New Route -Free South City Shuttle
• Secretary Garren went over new shuttle route expansion to the Westborough
area and stops that will no longer be in service. New route map for Free
South City Shuttle to be provided.
• Vice Chair Monzon suggested better ventilation options on the Free South
City shuttles.
• Vice Chair Monzon inquired about the bus stop that was removed from 200
Airport Boulevard due to the construction. Dave Backhaus, Deputy Director of
Public Works responded, the bus stop will most likely be put back once
completion of project.
c. New Parking Garage Project -ECD Planning Division
• Commissioner Yuen inquired about the location of the possible new parking
garage. Dave Backhaus, Deputy Director of Public Works responded, the new
parking garage project is currently on pause. The ECD Planning Division
does not have the capacity to take on the project now due to staff shortages.
d. Updates/Closing Remarks
• Vice Chair Monzon reminded everyone of National Night Out on August 1st•
• Secretary Garren reminded commissioners that agenda packets go out latest
on the Friday prior to the meetings by 4:30pm.
• Secretary Garren suggested to commissioners to email questions or
comments prior to meetings to [email protected] or call 650-877-8550.
• Chair Carbone suggested putting the address on the front page of the Traffic
Safety Commission meeting agenda packets.
Chair Carbone adjourned the meeting at 6:52 p.m.
