HomeMy WebLinkAbout08-08-23 Traffic Safety Commission Minutes FinalCALL TO ORDER: ROLL CALL: Present: Absent: City Staff: REGULAR MEETING MINUTES August 8, 2023 CITY OF SOUTH SAN FRANCISCO REGULAR MEETING TRAFFIC SAFETY COMMISSION The meeting was called to order at 5:54 p.m. by Chairperson Dave Carbone David Carbone, Chairperson Dana Abarca, Commissioner Justin Yuen, Commissioner Hermes Monzon, Vice Chairperson Marissa Garren, Secretary to the Traffic Safety Commission Diana Wang, Clerk to the Traffic Safety Commission Dave Bockhaus, Public Works Deputy Director AGENDA REVIEW: No changes 1. Motion Commissioner Yuen I Second Vice Chair Abarca -to approve the August 8, 2023 meeting agenda as submitted. Approved by voice vote (3-0-0). PUBLIC COMMENT: None CONSENT CALENDAR: 1. Approval of the revised Traffic Safety Committee Meeting Minutes for June 13, 2023. Motion Commissioner Yuen I Second Vice Chair Abarca -to approve the revised June 13, 2023 meeting minutes. Approved by voice vote (3-0-0). 2. Approval of the Traffic Safety Committee Meeting Minutes Meeting Minutes for July 11, 2023. No quorum -Tabled to next meeting for approval. ADMINISTRATIVE ITEMS: 1. Commissioner Yuen requested an update on application status' of Parking Place Commission and Traffic Safety Commission vacancies. o Marissa Garren, Secretary to the Traffic Safety Commission will check in with City Clerk's office on recruitments. ITEMS FROM THE COMMISSION: None. ITEMS FROM THE STAFF: 1. TAC 2307 Meeting Agenda and Minutes review: o 2307-03 -Chair Carbone brought up the highly requested pedestrian crosswalk connecting the Centennial Trail on Mission Road. Currently, residents are having to walk to the Oak Ave intersection to get back onto the Centennial Trail. Dave Backhaus, Public Works Deputy Director responded , the Traffic Advisory Committee (TAC) recognizes the need to add a crosswalk and will consider drafting a preliminary design of the crosswalk to review the feasibility (consideration of the blind curve) and inclusion of the appropriate infrastructure (ADA curb ramps, flashing beacons, etc): and to possibly include into a future project pending funding availability. o 2307-4 -Chair Carbone raised concerns regarding the double-parked vehicles in the right-turn lane in front of 988 El Camino Real and the lack of street indicators (signage and markings) notifying drivers of the right-turn lane only ahead. Dave Backhaus, Public Works Deputy Director responded, it would be too costly to paint the curb red considering annual maintenance, staff costs, budget, etc. Traffic Advisory Committee (TAC) will replace "No Parking" signs with "Tow Away No Stopping Anytime" to increase level of enforcement and adding additional signage where appropriate. o 2307-05 -Chair Carbone brought up safety concerns surrounding the new merging lane at Hillside Boulevard and Lincoln Street. Dave Backhaus, Public Works Deputy Director responded, Engineering staff have asked the designers to review the merge lane conditions to make the appropriate recommendations as part of the CIP project. Commissioner Yuen requested a timeframe of when the flashing red STOP signal lights would be back up at this intersection and Dave Backhaus, Public Works Deputy Director responded that PG&E should have them back up by October. o 2301-2 -Chair Carbone asked if we had a time frame of when the work will begin at Mclellan Dr & BART regarding the pedestrian crosswalk. Dave Backhaus, Public Works Deputy Director will reach out to the Engineering Division as this is most likely part of an ongoing project once funding becomes available. o 2307-9 -Chair Carbone requested an update on the traffic lane markings at Oyster Point Blvd and Dubuque Avenue. Dave Backhaus, Public Works Deputy Director, will look into the City's Freeway Maintenance Agreement with Caltrans. Commissioner Yuen suggested freeway-only markings, or any additional markings would be helpful. Chair Carbone suggested more signage be placed and Commissioner Yuen responded, additional signage would not be feasible due to the structural deck of the bridge for pole installation. o 2305-B -Chair Dave Carbone raised concerns of the bicyclist who was hit at intersection of N Access Road and S Airport Boulevard. Dave Backhaus, Public Works Deputy Director recommended the City put up a sign right turn yield to bicyclists.
