AN ORDINANCE AMENDING SECTION 20.18.030(a),
ADDING SUBSECTION (c) to SECTION 20.18.040
AND ADDING SUBSECTION (e)(3) to SECTION
20.74.040 OF THE SOUTH SAN FRANCISCO MUNICIPAL
CODE RELATING TO RESIDENTIAL CARE FACILITIES
FOR THE ELDERLY
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
SECTION 1. Subdivision (a) of Section 20.18.030 of the
South San Francisco Municipal Code is hereby amended to read as
follows:
"(a) Residential Use Types
Congregate Living Facility
Mobile Home Park
Residential Second Unit
Senior Citizen Residential
Residential Care Facilities for
the Elderly."
SECTION 2. Subdivision (c) Added to Section 20.18.040 of
the South San Francisco Municipal Code is hereby added to read as
follows:
"(c) Residential Care Facilities for the Elderly.
A use permit pursuant to Chapter 20.81 shall be required for any
Residential Care Facility for the Elderly serving 7-12 residents.
Residential Care Facilities for the Elderly shall provide a minimum
of 4 parking spaces, 2 of which must be in an enclosed garage. The
following minimum standards must be met:
The facility shall not be located within an 800 foot
radius of any other licensed residential care facility
for the elderly.
2. No signage shall be allowed.
3. A minimum lot size of 6,000 square feet is required.

A minimum of 20% of the lot area shall be devoted to
usable open space for the facility's residents.

The site shall be conveniently located to access services
for the facility's residents such as transit, medical
services, shopping and recreational facilities.
Any new construction shall be designed to maintain the
residential character of the surrounding neighborhood.

The maximum number of beds per lot size shall be based on
a ratio of 1 bed per 600 feet of lot area. Any
fractional area of a lot shall be rounded down.
Bedroom dimensions shall provide minimum of 110 square
feet for single occupancy and 144 square feet for double
occupancy".
SECTION 3. Subdivision (e) (4) of Section 20.74.040 of the
South San Francisco Municipal Code is hereby added to read as
follows:
"Buildings in R-2 zones used as Residential Care Facilities
for the Elderly serving from 7-12 residents shall be required to
provide a minimum of 4 parking spaces, 2 of which must be in an
enclosed garage."
SECTION 4.
SEVERABILITY
In the event any section or portion of this ordinance shall be
determined invalid or unconstitutional, such section or portion
shall be deemed severable and all other sections or portions hereof
shall remain in full force and effect.
SECTION 5.
PUBLICATION AND EFFECTIVE DATE.
This ordinance shall be published once, with the names of
those City Councilmembers voting for or against it, for at least
fifteen (15) days, in the Enterprise-Journal, a newspaper of
general circulation in the City of South San Francisco, as required
by law, and shall become effective thirty (30) days from and after
its adoption.

a regular meeting of the City Council of the City of South
San Francisco, held the 8th day of December , 1993, by the
following vote:
